DESCHUTES COUNTY BOARD OF COMMISSIONERS
August 8, 1988
Chairman Maudlin called the meeting to order at 10:04 a.m. Board
members in attendance were Dick Maudlin, Lois Bristow Prante, and
Tom Throop. Also present were Rick Isham, County Legal Counsel,
Karen Green, Assistant Legal Counsel, Craig Smith, Planning
Director, Larry Rice, Director of Public Works, and Oscar
Bratton, Assessor.
1. PUBLIC HEARING: LANGNESS CONDITIONAL USE APPLICATION
A public hearing had been held on July 27 on the matter of
an appeal of the hearings officer's decision to deny a
conditional use application to allow a boat slip. The Board
had continued the hearing to August 1 for a decision. Due
to lack of complete findings, the Board had continued the
hearing for a decision to this date. Before the Board today
was signature of the findings on the Langness boat slip
application. Karen Green had distributed copies of the
draft findings and asked for Board comments. Commissioner
Throop felt that the findings adequately addressed all the
concerns.
THROOP: I would move that the hearings officer's decision
be sustained and the findings in the hearings officer's
decision of May 24 be continued and this memo from Karen
Green be added to tuese findings.
PRANTE: Second for discussion.
Discussion centered around the fact that any use on the
river would cause impacts and that a "no impact" letter from
the Department of Fish and Wildlife was unrealistic.
Commissioner Prante questioned how the Board could deny this
boat slip application when the River Meadows marina project
was allowed. Commissioner Throop responded that the marina
had been changed drastically to meet criteria. Discussion
continued on the fact that the Planning Commission and the
Deschutes Basin Resource Committee were reviewing the fill
and removal ordinance.

2. OUT-OF-STATE TRAVEL
Before the Board was a request from Mental Health Department
to allow out-of-state travel for Jackie Throne. She will be
attending a 2-1/2 day training seminar in Seattle,
Washington.
