DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, OCTOBER 31, 2007
Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Michael M. Daly, Dennis R. Luke and Tammy Baney.
Also present were Dave Kanner, County Administrator; Tom Blust, Road
Department; Scott Johnson, Mental Health Department; Laurie Craghead, Legal
Counsel; Kate Moore, Health Department; and two other citizens. No
representatives of the media were in attendance.
Chair Daly opened the meeting at 10: 00 a. m.
1. Before the Board was Citizen Input.
None was offered.
2. Before the Board was Consideration of Signature of Order No. 2007-156,
Accepting Road Improvements and the Engineer's Report, and Setting a
Public Hearing Date for the Final Assessment for Pumice Butte Local
Improvement District Improvements.
Tom Blust explained that this is one of the local improvement districts to be
completed. The fifty lots will be assessed under $5,000 each, which is below
the engineer's estimate.

3. Before the Board was Consideration of Signature of Document No. 2007-
557, an Intergovernmental Agreement with the Accountable Behavioral
Health Alliance (ABHA) regarding Consumer Facilitator Services.
Scott Johnson gave an overview of the item. This covers a portion of the
funding to be received from the State. The agreement expires on June 30, 2008.
The State confirmed via e-mail that the proposed use of the funds is allowable
but the funding itself has not yet been received.
State auditors will be meeting with staff from the Mental Health Department to
conduct training on what is required by the State and Federal agencies.
Commissioner Baney disclosed that she is the Commissioner representative to
the ABHA board.

4. Before the Board was Consideration of Signature of Document No. 2007-
555, an Intergovernmental Agreement with Oregon Health & Science
University regarding the CaCoon (Care Coordinator) Program.
Kate Moore gave an overview of the program and the agreement. The target
population is children who have special health needs.

5. Before the Board was Consideration of Signature of Document No. 2007-
556, an Intergovernmental Agreement with Redmond School District No. 2
regarding the FAN (Family Access Network) Wellness Clinic.
Ms. Moore explained the reason for the agreement and the help provided to
medically underserved students.

6. Before the Board was Consideration of First and Second Reading by Title
Only, and Adoption of Ordinance 2007-030, Amending Deschutes County
Code Chapter 1.01 to Remove the Requirement of a Code Review
Committee, and Declaring an Emergency.
Dave Kanner explained that this Code requirement is no longer necessary, and
the committee has not met for years. Ordinances are reviewed extensively by
Legal Counsel in any case, and this step is redundant. The requirement was
originally set up to review formatting of documents to make sure they were
consistent. This is handled by Legal Counsel at this time.
