BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON
An Order Decreasing the Work Hours of All
Employees in the Community Development
Department by 10%
* ORDER NO. 2008-049
WHEREAS, comparing year-to-date statistics with the 2006 fiscal year (July 1 - April 30), in the 2007
fiscal year the Community Development Department experienced a 14% decrease in land use planning permits,
24% decrease in building and manufactured home permits, and 28% decrease in total building permits; and
WHEREAS, comparing the 2006 calendar year with the calendar year for 2007, CDD experienced an
overall decrease in building permit volume of nearly 25%; and
WHEREAS, the work volume at the Community Development Department (CDD) continues to be
down as compared to previous years, and it is expected this downturn will continue into the foreseeable future;
and
WHEREAS, this significant reduction in business volume and the corresponding reduction in
departmental revenue have resulted in a FY 2009 requested reduction of 11.6 full time equivalent positions; and
WHEREAS, as a result of this downturn in development and permit revenue, CDD reserves are now
being used to pay for operations within CDD; and
WHEREAS, the Board of County Commissioners finds a temporary reduction in CDD staff hours by
10%, in conjunction with pending staff reductions, as well as the recently implemented early retirement and
voluntary furlough programs at CDD, will help to ameliorate the current budget shortfalls at CDD until such
time as permit and development revenue improve; now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, HEREBY
ORDERS as follows:
Section 1. The reduction of all Community Development Department staff hours by 10%, effective July
1, 2008, and continuing for 6 months, unless building activity increases significantly. The reduction of staff
hours will be reviewed prior to the termination of this 6-month period to determine whether this reduction in
staff hours should continue.

Section 2. Employees will continue to receive full benefits during the reduced work schedule.
