Luke and Tammy Melton; Commissioner Michael M. Daly was out of the office. Also present were Dave Kanner, County Administrator; Erik Kropp, Deputy County Administrator; Anna Johnson, Communications; and media representative Hillary Borrud of The Bulletin. No other citizens were present. Chair Luke opened the meeting at 1:3 Op. m. 1. Presentation of Communications Plan. Dave Kanner said that when it became clear that the County is looking at cutting costs, the Communications Plan needed to be analyzed. The recent public survey shows that most people get their information from local newspapers. Anna Johnson stated that the information is divided into internal and external communications. (She referred to a document with a detailed breakdown) Commissioner Melton said that she does not think some of the presenters at the Board meetings know exactly what is expected of them. She suggested that perhaps there could be some basic training of those who may be testifying or presenting to the Board. In regard to the Friday update, Mr. Kanner said that he might change how it is done, using more a bullet format, and with a comment area at the end of the document. He is concerned, however, that employees will skip over the articles that do not interest them. Erik Kropp stated that supervisory training is being offered on an ongoing basis, especially for new supervisors. Mr. Kanner added that there are many supervisory related issues that many supervisors have no idea how to handle. Minutes of Administrative Work Session Monday, June 23, 2008 Page 1 of 4 Pages Commissioner Luke asked Hillary Borrud of The Bulletin if County personnel have been cooperative and respond adequately. Ms. Borrud replied that generally they are very helpful. Commissioner Luke pointed out that trying to reach someone at the City of Bend is very difficult, and he doesn't want anyone feeling the same about the County. Mr. Kanner explained that the process of providing a speaker from the County for various events needs to be more proactive. The largest item to tackle is making information more available to the public. This includes the website as well as other. People can sign up to subscribe to the website, and check off the areas of interest. Any changes to a document would be automatically provided to the person. Mr. Kanner showed an example of how meetings might be televised. The agenda is available on the same site and a person could go to a specific item of interest without going through the entire meeting. Commissioner Luke said that he thinks something is lost by doing this - spontaneity and interaction becomes too formal. Ms. Johnson is working on a list of all upcoming meetings and a way to have people advised of specific topics that will be addressed. Ms. Johnson said that she is looking for a way to broadcast to people in the conference room lobby area in the case of overflow meetings. Commissioner Luke stated that it is rare to have that many people attend a given meeting and he feels this is unnecessary. Mr. Kanner stated that more "op ed" pieces should be sent to the media. It is a good opportunity to provide information to the public on a large scale at little cost. Mr. Kanner said that he is going to purchase the equipment that would be used to teleconference. Commissioner Luke stated that he feels that people sitting on their computers and listening in are not really focusing on the meeting and may not be that involved in what is going on. He likes the personal interaction. Commissioner Melton said that the County really does need to look at the cost of gasoline and travel, and this type of technology could help in many ways. Teresa Rozic said there has been an offer for a County-owned strip of property that is unbuildable and worth under $15,000. It is located off Butler Market Road/Ross Road, and the adjacent property owner would like to buy it. The property is 430 feet by 20 feet, is valued at $13,630 and the buyer has agreed to the price. A letter from the City of Bend states that the property is unbuildable; and Legal Counsel has indicated that the documentation is adequate. MELTON: Move that this sale move forward. LUKE: Second. VOTE: MELTON: Yes. LUKE: Chair votes yes. Regarding a presentation on the affordable housing project in La Pine, to be able to close the funding gap, the developer needs an extension. The MOU with Housing and Community Services expires the end of the month, and they feel that the developer should be allowed more time. This will be addressed at the Wednesday, June 25 work session. 3. Discussion of Loan to Redmond Humane Society. This will be addressed at the June 30 work session. 4. Update of Commissioners' Meetings and Schedules. Erik Kropp attended a conference on homelessness, and is pleased that this is a very important topic nationally. Commissioner Melton added that all aspects of the problem need to be addressed, from housing to economics to family issues. She is concerned that if this is addressed regionally, Deschutes County may end up carrying the lion's share of the costs involved. Commissioner Luke feels that Jefferson County has already been handling some of these problems locally, but of course has limited resources. 5. Other Items. None were offered.
