MINUTES OF WORK SESSION
DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, JULY 2, 2008
Present were Commissioners Dennis R. Luke, Michael M. Daly and Tammy
(Baney) Melton. Also present were Erik Kropp, Deputy County Administrator;
Laurie Craghead, Legal Counsel; and, for part of the meeting, Timm Schimke,
Solid Waste Department; and two citizens. No representatives of the media were
present.
Chair Luke opened the meeting at 1: 30 p.m.
1. Solid Waste Department Update.
Timm Schimke gave an overview of the status of various projects and programs
Demolition Landfill
The consultant is done with fieldwork, and so far, there are no big surprises.
There is still steam coming from some areas. The lab results are now coming
in, and one test indicates there are tires and diesel fuel present. The soil beneath
the waste does not show contaminants at this point.
Knott Landfill
The waste flow compared to this time last year is down about 18%; much of
this is less construction debris. The biggest year was 2006. The demand for
composting material is up and there is very little available at this time. Also,
there is increasing efforts being made to sort out and reuse materials; and more
builders are also trying to obtain a "green" certification. Mr. Schimke said that
things might be flat for a while.
Collection Rates
The City of Redmond has already taken action on, and the City of Bend plans to
address this later in the month, requested rate increases from the commercial
haulers. Much of this is deemed necessary due to the huge increase in fuel
costs. The rate increase would be 10%.

Rock Removal Project
Mr. Schimke said that prices have gone down, since many contractors are
seeking work right now and are much more competitive, so this project will
cost less than originally anticipated.
2. Discussion of Lot Line Adjustment Fee Waiver Request.
This will be addressed at the July 16 work session.
3. Update of Commissioners' Meetings and Schedules.
None were offered.
4. Other Items.
David Inbody said that a risk assessment is being considered at a cost of
between $15,000 to $30,000 in regard to the Endangered Species Act -
steelhead protection program. This is proactive and shows that the County has
done due diligence. Jefferson County and Madras are not interested in
participating.
Bend supports this action as long as it doesn't cost them any money, even
though the Deschutes River runs through the middle of the City. The County's
biggest risk is the roads near the rivers and bridges that cross the rivers.
A meeting will be held on July 7 to discuss which entities will participate. Mr.
Inbody feels that Prineville and Crook County are supportive, as is the City of
Sisters.
In regard to the Redmond Humane Society, Commissioner Daly stated that
Director Jamie Kanski has resigned, and the board has told staff to proceed as
usual, and to call one of them if there is a problem. In essence, they have no
one running the operation right now.
Being no further discussion, the meeting adjourned at 3: 00 p. m.
