LA PINE SENIOR CENTER 15650 Victory Way La Pine, Oregon 97739 1. Call to Order The Work Session was called to order by Mayor Stu Martinez at 5:04 pm. 2. Establish City Council Quorum Present were: Mayor Stu Martinez Councilor Kitty Shields Councilor Robert Dee Councilor Ginny Woodruff City Attorney Jeremy Green City Manager Christine Nelson City Recorder Luana Damerval Quorum established. 3. Establish Board of County Commissioners Quorum Present were: Commissioner Dennis Luke Commissioner Tammy Melton Quorum established. Commissioner Mike Daly was running late. County Staff: Eric Kropp Teresa Rozic Tom Anderson Laurie Craghead Peter Gutowsky Tom Blust Susan Ross Deputy Co. Administrator Property Specialist Community Development Asst. Legal Counsel Principal Planner Road Dept. Property and Facilities Dir. 4. Pledge of Allegiance The Pledge of Allegiance was led by Commissioner Dennis Luke. 5. Added Agenda Items 00:03:35 Commissioner Luke presented the Councilors with a map that shows different traffic counts. 6. City of La Pine Budget Update (City Councilor Ginny Woodruff 00:04:25 City Woodruff gave an overall update on the City's budget for 2008-2009. She stated the tax rate for the City of La Pine went down this year by $0.08 per thousand, bringing that rate to $1.80/thousand. She stated this should complete our goals and it created a healthy contingency. Mike Daly arrived at 5:17 pm. 7. City of La Pine Comprehensive Planning Process Update (City Manager Christine Nelson) 00:13:22 City Manager Nelson explained the grants that were applied for, and that the 3 grants were fully fundable for a total of $109,500. She also gave a time-line on the Comprehensive Planning process. 8. Affordable Housing Project Status (County Property Specialist Teresa Rozic) 00:18:20 Teresa Rozic (County Property Specialist) gave an update on how Pacific Crest is progressing with closing the funding gap. Their process deadline was extended to Sept. 30, this year by the County Commissioners at this morning's meeting. Rob Roy (Pacific Crest) went over the figures of the loan, and where they are at with that. He stated that the City and the School District approved the necessary tax abatement, and the County helped also to try to fill the funding gap. He appreciated the 90 day extension the County gave them. Commissioner Luke brought up the Rodeo site needed for the La Pine Rodeo in the near future. He had Teresa Rozic looking for County property that might be a good site for the Rodeo, on a lease until a permanent site could be found. 9. Traffic Signal at Hwy 97 and 1st/ Reed Street (City Manager Christine Nelson) 00:36:30 City Manager Nelson went over how this became an issue and how we got to this point. She explained the City does not have the budget to solve this problem, and that the only long term option is a traffic signal. Bob Bryant, Regional Manager for ODOT Road Dept. and Tom Blust, Director of the County Road Dept. explained the traffic volume and what impact it now has. There was discussion on the impact of Finley Butte/97 intersection if the light was put on 1 st/97 intersection. Mayor Martinez had to excuse himself from the meeting at 6:05 pm. He returned at 6:10 pm. Lee Smith (Gen. Manager of LIGI) gave an update on the Industrial properties, and that a company that could create over 200 jobs has reserved the 80 acre shovel ready site. The traffic light issue could put a halt to this. More discussion led to the Wickiup Junction group being the focus group for this light, and Lee Smith of LIGI would be the point person for LIGI. Rob Roy (Pacific Crest) stated that the $3,500,000 tax credits are time dated, and if the project is stopped because of the light, they will lose their funding. There was more discussion on the IOF grant and the possibility of the City creating SDC's. 10. Wickiup Junction Re-alignment Project Update (ODOT) 01:28:55 Rick Williams (Project Manager of the Wickiup Project) updated on the progress of the Wickiup Jct. project. More meeting will be scheduled in the fall. No construction money is available for the project yet. 11. County Work Crew Presentation (Lt. Jones, Sheriffs Department) 01:35:48 Lt. Jones of the County Work Crew and Deputy Marsh, La Pine Deputy updated on the Work Crew that has been doing work around the area. They are looking to secure more contracts. City Manager Nelson confirmed that a copy of the contract would be in the City's July 9 meeting packet. 12. Staff Comments 01:40:20 Commissioner Daly updated on the Ochoco Health Systems grant for La Pine. The money is still there, and are waiting for the Clinic to become a Non-profit status to receive that money for the next 5 years. 2 Commissioner Luke stated he would like to have these meetings set up on a quarterly basis. 13. Council Comments 01:44:30 Councilor Woodruff wanted to make it clear that the Council was not against SDC's. Councilor Shields thanked the La Pine Community Cemetery Board for their hard work with the Cemetery. 14. Adiourn The Work Session was adjourned at 6:50 pm by Mayor Martinez.
