BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON
A Resolution Supporting a "Yes" Vote on Ballot Measure
9-58 in the November 4, 2008, General Election. * RESOLUTION NO. 2008-133
WHEREAS, the Central Oregon Community College Board has referred Measure 9-58 to the
voters of Deschutes, Crook and Jefferson Counties in the November 4, 2008, election; and
WHEREAS, if approved, Measure 9-58 would authorize the issuance of $43.75 million in
general obligation bonds for the construction of a new health careers and science building at the
COCC Bend campus; and
WHEREAS, Central Oregon and the United States as a whole faces a critical shortage of trained
health professionals, including an estimated shortage of 800,000 registered nurses nationwide by
2020; and
WHEREAS, a new health careers and science building will help COCC address this critical need
by providing additional lab and learning space for programs in nursing, dental assisting, medical
assisting, massage therapy and science; and
WHEREAS, renovation of areas vacated by the programs that move to the new facility and of
other college buildings will provide additional space for other COCC programs in need of space
due to record enrollment; and
WHEREAS, the bond measure will also pay for construction of regional student outreach
education centers in Madras and Prineville; and
WHEREAS, a bond for the COCC library will be paid off in June, 2009, thus resulting in a net
increase in property taxes of only $.03 per $1,000 if Measure 9-58 is approved;
NOW, THEREFORE, IT IS RESOLVED BY THE DESCHUTES COUNTY BOARD OF
COMMISSIONERS AS FOLLOWS:
1. Approval of Measure 9-58 helps to address a critical need in Central Oregon for the
education and training of health professionals, including nurses.
2. The Deschutes County Board of Commissioners urges a "yes" vote on Measure 9-58 in the
November 4, 2008, general election.
