1. Call to Order
The Work Session was called to order by Mayor Pro Tern Kitty Shields at 5:08 pm.
2. Establish City Council Quorum
Present were: Councilor Kitty Shields
Councilor Ginny Woodruff
Councilor Wayne Barber was absent due to illness.
Mayor Robert Dee was absent by pre-arrangement.

3. Establish Board of County Commissioners Quorum
Present were: Commissioner Dennis Luke

6. City of La Pine Comprehensive Planning Process Update
a. Fiscal Impact Study (City Manager)
City Manager Nelson reported that this is almost complete. Final meeting is to be
scheduled in Nov. with maps available.
Tom Anderson-County Planner- reported that Portland State University showed a decline
in population for the outer areas of Deschutes County.
b. Comp Plan project (City Manager)
The contract will be finalized next week. The kick-off meeting is tentatively scheduled for
Oct. 28 at the Sr. Center. Welkin Environmental was hired by the City of La Pine, and they have
consultants that will be dealing with different aspects of the Comp. Planning. John Anderson
will be leading the citizen involvement meetings.
The Draft Comp. Plan has to be done by June 2009 because of the Grant. The Comp. Plan
adoption process should be completely finished by early spring of 2010.
Commissioner Luke stressed that Redmond's outreach plan paid off for them.
C. Planning Committee Recruitment
Applications went out today. We hope to have the Planning Commission in place by the
2"d meeting in Oct. They will consist of 7 members total-5 from inside City Limits, and 2 within 5
miles outside of City limits.

7. Affordable Housing Project Status (County Property Specialist Teresa Rozic &
Pacific Crest Affordable Housing, Rob Roy)
Teresa Rozic reported that the funding gap needed to be closed by Dec. 31, 2008.
Rob Roy went over the financials and how much the County had already contributed.
Commissioner Luke asked for a letter from the City supporting the project and stating the need
for this kind of housing in the La Pine area.

8. Transportation Impacts Mitigation
a. Steering Committee update on Hwy 97 intersections (ODOT)
Rick Williams of ODOT went over Phase I and Phase II of the Wickiup Jct. project, mainly
for Burgess Road, and the entrance and exiting of Hwy 97 and Burgess Road.
b. Wickiup Junction Re-alignment Project Update (ODOT)
The full cost of Phase I & II would cost about $90,000,000. The Environmental clearance
will be based on both Phases.
There will be a community meeting in Nov. 2008 to go over this plan.
No timeline is associated with this yet.
C. Crescent Creek Resort traffic (City Manager)
City Manager Nelson reported that she sent a letter to the Gilchrist Resort hearing,
asking them to consider the intersections within the City limits of La Pine. The result of that
study resulted that the intersections are all currently at level C or above, except the 6th St. and
97 intersection, which is at level D.
Commissioner Luke commented that the impact is on the County and State roads, and
the City does not need to have their TSP in place, as the County has it. The County will try to
get a letter in for litigation. County staff will check on deadline date for comment.
d. City SDC Project (City Manager)
The City has a rough work plan started, with a stakeholders list. The City will try to
schedule a meeting in Oct. with the stakeholders to make a recommendation on how to move
ahead.

9. Staff Comments
Commissioner Luke asked that we schedule the next meeting sometime in January
instead of in December.
Tom Anderson reported that the County CDD office in La Pine will be gearing down to be
open for only 2 days a week.
City Recorder Damerval introduced the upcoming City Council candidates, and they all
made statements to the Council, Commissioners and Citizens.

10. Council Comments
Councilor Woodruff stated she appreciates ODOT and the County and the
Commissioners for all their support the City is getting. Councilor Shields agreed.

11. Commissioner Comments
Commissioner Luke stated that there had been a lot of different options for the Wickiup
Junction area. It is hard enough to get the 1St phase in, therefore what is planned will ease the
congestion.
Commissioner Daly stated he has a history in the La Pine area. He has worked with Ken
Mulenex through the years.
Commissioner Melton asked about the land for the Rodeo, if the County had found any
yet. Teresa Rozic is working on that.
12. Citizen Comments
Rose Alsbury-Chamber of Commerce-
Stated there were 450 people applying at the new Mini-Mart on Burgess. She
encouraged the County and the City to remove any roadblocks for getting new jobs in the area.
Vicki Mulenex
She asked if 2 weeks would be enough time to do background checks on Planning
Commission applicants.
Ken Mulenex
Has concerns on the rush for the Planning Commission committee. He asked that the
process be slowed down and make sure it is done right the first time.
Robert Rav-President of CAG
He invited the upcoming Councilors to the American Legion on Friday at 9:30. He also
felt that the County Planning Commission appointment should have been filled by a South
County resident. Commissioner Luke responded that they interviewed 4 people and they chose
who they believed was the most qualified. This Planning Commission represents the whole
County, and not just the area they are from. There will be another position open in July of 2009.
Jerry Criss-Citizen Action Group
Asked if the City could increase the resident limit for PC applicants to go further than 5
miles.
Doug Ward
Asked what is happening with the Industrial Park. Dave Kanner replied that the market
is very slow. He felt the largest business going in there is Silvan Power Plant. It was explained
that the restricted information is to protect negotiations between them and LIGI.
Jay Duncan
Has concern for safety at the end of Day Road and Pine Forest. The road offset creates
a hazard with the new store. The County has a portion of the funding for this intersection.
