Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Dennis R. Luke, Tammy Melton and Michael M.
Daly. Also present were Erik Kropp, Deputy County Administrator; Laurie
Craghead, Legal Counsel; Patricia Stell, City of Bend; and approximately 30 other
citizens.
Chair Luke opened the hearing at 5:30 p.m.
The purpose of the hearing was to take public comment and consider approval of
Order No. 2008-073, Approving the Formation of the Bend Area Transportation
District, Establishing the Name and Boundaries of the District, and Setting a Final
Hearing Date.
Laurie Craghead said that to continue the process, an additional hearing is required
by Statute. She added that all of the documents needed from the City of Bend have
been provided.
Most of the boundaries mirror the city limits, with a few exceptions. The proposed
rate is $393 per thousand of assessed value, which would bring in $2.8 million the
first year at the full rate. The levy would begin on July 1, 2009. The district would
be formed and the tax rate would be part of the ballot measure. The County has to
approve formation of the district even though the City formed it, since there are
areas outside of the City limits.
Ms. Craghead pointed out on an oversized map the Bend UGB. The legal
descriptions do not match the boundaries and a couple of small areas were not
included. There will be new maps issued to match the legal descriptions. It does
include Juniper Ridge even though no taxes will be paid there at this time.

The first hearing had to happen with 60 days of the initiation of the hearing
process. A budget was provided, with a memo with land use findings as required
by statute.
Commissioner Luke had questions about including Deschutes River Woods. Patti
Stell said the additional community outreach was done for that area.
A representative of the City of Bend said that ridership was examined and COIC
provided information on the number of students using transit, and these
demographics were reviewed. She did not speak to the homeowners' association,
but did talk with its past president. Ultimately their votes will say whether they
want to support transit.
Patricia Stell of the City of Bend read a statement to the Board and audience,
including the burden of proof and feasibility.
At that time the City representatives went over the revised transit plan, explaining
the hours and routes would increase, routes would increase. The Board can change
the routes if desired. Ms. Stell said that there has to be a public process before
changes can be made. They could use a deviated fixed route. The community can
advise what model they would like to use. They have received a variety of federal
transit dollars, and some programs are already in place.
At this time, they also gave an overview of the details of the district, how calls
would be handled and maintenance issues addressed, and so on. Dial a Ride would
service the same areas. COIC now runs the Dial a Ride, but the City and County
would share STF dollars and continue to offer rides outside of the area. Rural
areas have no transit services at all otherwise.
Sam Martineau of Deschutes River Woods said that most of the residents there
oppose the district. He explained that a lack of money and hard times are the
reasons. They would like to see the recession end first. Some felt the snow is an
issue, as the people won't be able to get to the bus stops. Most seem to oppose it
because of the way it was handled. They feel they got dragged into this.
Stephen Kwiatkowski said that he has been riding the BAT system since it started,
as Dial a Ride is mostly unusable to him. He is on a tight budget and if this goes
away, he cannot survive. It needs to run at least at the current level. Using a taxi
would cost him over $3,000 a year. He said he is almost suicidal over this
situation. He said that Dial a Ride is not reliable and trying to use it was causing
him a lot of stress. He likes the idea of fixed route.

Frank Pennock, former President of the Deschutes River Woods Homeowners'
Association, said he sees a great need for service in the future, if not right away.
There was a great deal of conversation at the meeting, and he is not sure if the
people were for or against it. A lot of them just listened. He is 100% for the
transit system. It is needed just as much as other things they got accomplished
over the years. He added that he heard talk about a commuter train system
between Crescent and Bend.
Josh Gatling stated that there are some misconceptions. People need transit but
can't necessarily pay for it. The Homeowners' Association is voluntary with no
regulatory rules. Any sample of opinions after the meeting are not necessarily
accurate. About 5,000 residents are not necessarily represented.
Jeff Munson, the Director of Commute Options, said that they have transit now and
it is going in the right direction. It is a lot cheaper than owning or driving a car.
He does not want to see this area the largest city in the west without a transit
system.
Carol Elwood said she uses the bus daily for work. In her case, the tax levied
would equal about two or three tanks of gas a year. They can leave the car at home
most days and fill up once a month. Another point is that the environment cannot
afford not having transit.
Nancy Stevens said she lives in Bend because of the transportation system. Ten
years ago, she was on a disabled cross-country team at Mt. Bachelor. She moved
here because of Dial a Ride and transportation. She appreciates having this go on
the ballot.
Mike Lovely stated he has been a resident for 30 years, and transit is high on his
priority list. Twenty years ago, Resort Bus Lines ran from La Pine to Bend. He
has been on several citizen advisory committees since then and follows the work of
the Bend City Council religiously. He supports the transit system. He envisions a
tri-county transportation system someday soon. They can't afford to keep building
more and wider roads. He would use the bus if he lived close enough to it. Bend
is getting large enough to support and need this. It is not profitable, but is a quality
of life issue. Also, some people with suspended licenses still drive because they
have no other options.
In regard to Deschutes River Woods, he feels they should pay attention. There are
not that many expensive homes in the area that would be greatly impacted. He is
on a fixed income and knows it is hard to budget, but everyone should support
quality of life issues. There is an economic slump, but it won't always be that way.

There is grant money available from Connect Oregon and other sources. He
suggested the rate be kept as low as possible and that the issue be properly
explained.
Mike Schmidt asked for support for this issue. He is on several committees that is
trying to raise funds and work on educating people on the issue. He feels that there
is adequate support within Deschutes River Woods if they are properly educated
on the benefits. He added that it would cost $42 to $46 per year, and people can
hardly buy a tank of gas for that anymore. It would be a disservice to leave out
Deschutes River Woods. He noted that it will be an uphill battle, but it is
important to do it today. Gas could cost a whole lot more later on. They do have a

Commissioner Daly noted that there seem to be conflicting opinions about
Deschutes River Woods. He feels that if it is a big issue for the residents, they
would be at the hearing. He feels they should be included.
Commissioner Luke said that neither the City nor County can advocate. This must
be done privately. Agencies can provide information, though. He is disappointed
that more outreach was not done in Deschutes River Woods. However, he agrees
that they should be left in. They can show how they feel when they vote.
Ms. Craghead stated that the next time they can go out for this is 2010.
Commissioner Melton said that transit is needed, and she is in favor of moving
towards placing this on the ballot. It is important both economically and
environmentally.
Being no further discussion or testimony, Chair Luke closed the public hearing.

DEMONSTRATING COMPLIANCE WITH COMPREHENSIVE
PLAN

The proposed Transit District is consistent with the policies contained in the
Deschutes County Comprehensive Plan. The Deschutes County
Comprehensive Plan, which has been acknowledged to be in compliance with
the Statewide Planning Goals, encourages the formation of special service
districts to serve rural needs.
Under the Public Facilities and Services section of the County Comprehensive
Plan, General Policies (Section 23.68.020(1)(e) of Title 23 of the Deschutes
County Code), is the following policy:
e. Deschutes County shall encourage the formation of special service
districts to serve rural needs rather than becoming involved with
serving those needs. The County will foster coordination and
mutual planning between the County, special districts, utility
companies and service corporations. This shall include common
trenching where appropriate.
The proposed transit district is a special district that will provide service to
Deschutes River Woods. A special route is planned to be implemented for the
Deschutes River Woods neighborhood upon the successful establishing of the
District.
Additionally, the Transportation System Plan Policies (23.64.150(^) of the DCC)
lists the following policies:
a. Deschutes County shall work with ODOT, the cities of Bend,
Redmond and Sisters, and transit service providers to study
county-wide rideshare facility needs, and investigate public transit
possibilities, including potential transit stops for a regional or
community-based transit system. Those possibilities shall include
bus and rail, and, if economically feasible, the county County shall
seek such services as are found to be safe, efficient, and

convenient in serving the transportation needs of the residents of
Deschutes County.
b. Deschutes County shall continue to work with special service
providers, ODOT, and the cities of Bend, Redmond, and Sisters to
secure additional funding as well as increase promotion of those
special transit services that may be underutilized.
C. Deschutes County shall monitor the needs of the transportation
disadvantaged and attempt to fill those needs.
It is clear that a public transit system is an important aspect of the local
community development as evidenced by the above policies and the overall
comprehensive plan. Staff finds that the proposed Bend Area Transit District is
consistent with the County Comprehensive Plan and Statewide Planning Goals.
The proposed special district is consistent with the above policies of the
Transportation System Plan as it provides transit services to a portion of the
County, and provides a foundation from which additional service may be
provided with potential future expansions of the District's service area.

Economic Feasibility Statement
Services and Functions to be Performed by the Proposed District
A. Historv
Bend Area Transit is a division of the City of Bend Public Works
Department and currently has the legal right and responsibility to
deliver public transportation services within the City of Bend.
Dial-a-Ride (DAR) service was established in 1976 by the Bend
United Senior Citizens, Inc. with a single bus to provide
transportation to the elderly for travel to the hospital and doctor
appointments. In January 1977, the City Commission (now known
as City Council) voted to take over the fledgling system. The City
qualified for state revenue sharing funds and expanded service to
people with disabilities.
Prior to September 2006, the City of Bend delivered public
transportation using a general public Dial-a-Ride (DAR) program,
where every ride was first come first served and door to door. The
City of Bend population was growing eight percent each year, but
that growth did not result in additional funding for the transit system.
In the fall of 2006, the City launched a pilot fixed route system and
named the system Bend Area Transit, or BAT. The fixed route
system caught on immediately. During the 07/08 fiscal year
273,439 rides were performed with an average number of
passengers per service hour rate of 18.31. Bend Area Transit runs
approximately 23,500 revenue service hours annually on its fixed
routes. Forty minutes headways are scheduled weekdays
(6:15am-6:15pm) and 80 minute headways on Saturday (7:15am-
5:15pm).
As a result of quickly expanding population and higher
expectations for services, the City created a fixed route system for
the general public and made the door to door Dial-a-Ride program
eligibility based, meaning it was for those with disabilities and low-
income seniors. As a result of implementing a fixed route system,
eligibility based ridership has increased by 20 percent and general
ridership by 91 percent.
B. Current Services & Functions
1. Fixed Route Transit: Bend Area Transit operates 7 fixed
routes within the city limits of Bend. A fixed route is a bus
line utilizing a set path with a published schedule for
arrival/departure times, and service is available 'to the
general public. One seasonal route (Ride the River) is
offered to relieve congestion at the popular float trips on the
Deschutes beginning at Farewell Bend and ending near
Drake Park.. All signage, transfer facilities, and vehicles are
fully compliant with the American with Disabilities Act.(ADA).
The system includes 167 bus stops, of which 54 have been
improved to be ADA compliant. A limited number of bus
pull-outs, pole-mounted trash cans, benches, and passenger
shelters have also been installed.
2 Bend Dial-a-Ride: Federal law requires that a
"complimentary paratransit" service be offered to those with
physical or cognitive disabilities that keep them from riding
fixed route transit. This curb to curb or door to door
transportation is required for an area up to 3/ mile of a fixed
route; however, BAT offers the service to any eligible rider
within the city limits. Any unused rides are then offered to
low-income seniors not living near a fixed route. Hours of
service are the same as for fixed route, but also include
limited hours on Sunday. BAT runs approximately 17,000
revenue hours of Dial-a-Ride annually. During the last fiscal
year 52,168 rides were performed with an average of 3.08
rides per service hour.
C. District Formation Goals:
1. City Budget Concerns: Declining revenues from fees, slower
property tax growth than expected, and Measure 50 limitations
have put a strain on the City of Bend's financial forecast. The
City has had to look at limiting the scope of public services it
supports and has highlighted Transit as a service better
provided by a separate district.
2. Regional Transit Goals: As a municipal transit system, Bend
Area Transit is limited to the Bend UBG for its primary service
area. A transportation district is capable of expanding to fill
the role of a regional transit system if that is the desire of
taxpayers. Growth of any established district will require a
majority vote.
3. Improve Services: The measure would create a stable funding
source for public transportation services in the Bend and
Deschutes River Woods area. The proposed budget for the
District would allow for 14,600 additional hours of DAR/BAT
bus service annually. The proposed increase in hours would
augment service in the following ways:
• Service operations until 8 p.m., which is two additional
hours of evening service on all fixed routes and Dial-a-
Ride (current operation until 6 p.m.)
• Route 11 would be redesigned to serve the Century West
and Southern Crossing Neighborhoods and be a full time
route. This route modification will provide new services in
an area where transit services are needed.
• New North to South route(s) to be developed from NE
Bend via 18th, Empire, Boyd Acres, 8th &9th St,
Brosterhouse, and Knott Rd to Deschutes River Woods.
This corridor crosses two other routes and adds service
to five main residential areas and two large industrial
zones.
• Increases Dial-a-Ride service with four added bus hours
each Sunday and four added bus hours each day during
peak demand
• Add Dial-a-Ride service to Deschutes River Woods;
within the community and to assist access to the route to
Bend.
IMPORTANT NOTE: The proposed augmented services will go through a
public review process, so there may be changes based on the public input
received.
II. Relationship of Proposed Services to Existing Government Services
A. Federal Transit Administration under the DOT - The City of
Bend is already an authorized local government recipient of
federal transit funding. Descriptions of the various funding
streams and their purpose are described below. Since 1999 the
City of Bend has signed Federal Transit Administration
Certificates and Assurances and abides by all federally
mandated regulations such as Drug and Alcohol testing,
Criminal Background Checks, ADA, and Buy America
requirements. In the event the Transportation District is
formed, the funding and responsibilities for general public transit
will transfer to the Bend Area Transportation District ( BATD)
B. Bend Metropolitan Planning Organization (BMPO) - Bend Area
Transit participates and works collaboratively with the BMPO
regarding public transit via the City of Bend. If a Transportation
District is formed a publicly elected official will have a seat on
the BMPO and continue the ongoing planning efforts.
C. ODOT- Public Transit Division - facilitates the distribution of
several federal transit funding programs and Bend Area Transit
has a long term relationship with this state government entity.
BATD, if created, will become a legal entity and a smooth
transfer of grants is expected. The district formation and the
State of Oregon biennium are coordinated so no grant
agreement will need to be re-written.
D. Transition Plan with City of Bend - If a transportation district
measure is passed representatives from the City of Bend, the
BAT manager, Deschutes County, and the BMPO will form a
transition task force to negotiate a transition plan. This plan will
address the transfer of capital assets, facility leasing, and a
phased plan for the transfer of city services such as finance, IT,
and garage services to the new district.
E. Coordination Efforts - with other regional rural transit, intercity
bus lines, and alternative transportation groups will continue.

H. Permanent Rate Limit Basis
The basis of the proposed permanent property tax rate limit
was achieved by first developing the estimated budget for
the transportation district that included the operational and
capital expenses of the desired service expansions. After
the expected revenues from grants and fares were deducted
a first year funding need of 2,900,000 was identified. The
Taxed Assessed Value of the Bend UGB is $7,582,754,458
and the TAV for Deschutes River Woods is $213,980,117 as
reported by the County for the 07/08 tax year. It will take a
property tax of 39.3 cents per thousand of TAV in the
defined area to raise an estimated $2,879,000. The
estimated budget is using the assumption that 94% of owed
taxes will be collected. Due to the fact this proposed district
will take ownership of services already in place, and be

An Order Approving the Formation of the
Bend Area Transportation District, ORDER NO. 2008-073
Establishing the Name and boundaries of the
Proposed District and Setting a Final Hearing
Date
WHEREAS, the formation of the Bend Area Transportation District was duly initiated by the
Board of County Commissioners of Deschutes County, Oregon ("Board") on June 11, 2008; and,
WHEREAS, an initial hearing on the proposed formation was duly noticed and held on July 21,
2008 for the Board to hear any objections thereto, and to determine whether, in accordance with the
Comprehensive Plan, applicable Land Conservation and Development Goals and the criteria
prescribed by ORS 199.462 and 198.805, the affected area would be benefited by the formation of a
County District under ORS 267.510 et seq.; and
WHEREAS, after consideration of economic, demographic and sociological trends and
projections pertinent to the proposal, past and prospective physical developments of the land that
would directly or indirectly be affected by the proposal, and all other matters considered to be relevant
to the proposed district formation, the Board believes that the area would be benefited by the
formation of a Special District under ORS 267.510 et seq.; and
WHEREAS, the proposed Bend Area Transportation District, if formed, will have a permanent
rate limit for operating taxes of $.393 per $1,000 assessed value that will raise an estimated $2.8
million in operating funds for the District in the 2009-2010 fiscal year, which will require an election on
the question of formation and establishment of the permanent rate limit; and,
WHEREAS, notice was published and posted listing the name of the proposed district as the
Bend Area Transportation District, the Board desires to designate the name of the district as the Bend
Area Transportation District; now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON,
orders as follows:
Section 1. That the formation of the Bend Area Transportation District be approved.
Section 2. That the name of the proposed special district shall be the Bend Area
Transportation District and the boundaries shall be as legally described in Exhibit "A" and depicted on
the map Exhibit "B", both exhibits being attached hereto and by this reference incorporated herein.
Section 3. That the proposed Bend Area Transportation District, if formed, will have a
permanent rate limit for operating taxes of $.393 per $1,000 assessed value that will raise an estimated
$2.8 million in operating funds for the District in the 2009-2010 fiscal year.
Section 4. That the Bend Area Transportation District shall be authorized to take all necessary
and proper steps to plan, establish, furnish and maintain a mass transit system within the Bend area and
to construct, maintain and operate any related facilities pursuant to ORS 267.510 et seq.

Section 5. That the final hearing regarding formation of the service district shall be held at
10:00 am on Wednesday, August 13, 2008 in the Hearing Room of the Deschutes County Services
Building at 1300 NW Wall Street, Bend, Oregon.
Section 6 . Notice of Hearing shall be given in substantially the form set forth in Exhibit "C",
attached hereto and by this reference incorporated herein. The recording secretary shall cause the
notice to be published in The Bulletin on July 29, 2008 and August 7, 2008, and posted on July 29,
2008 in three public locations within the county as follows: One notice shall be posted on or near the
doors of the meeting room of the Board of County Commissioners; one notice upon any official
bulletin board customarily used for the purpose of posting public notices within the county; and one
notice shall be posted upon any official public bulletin board customarily used for the purpose of
posting public notices within the proposed district. Notices posted shall be for not less than five (5)
consecutive days.
Section 7 . That the proposed formation complies with the applicable land use criteria and the
Board adopts as is its findings relating to that criteria Exhibit "D", attached hereto and incorporated
herein by reference.
Section 8 . At the time of the final hearing, the Board will enter its final order directing the
County Clerk to hold an election on the question of forming the proposed district and the
establishment of a permanent tax rate limit.

NOTICE OF PUBLIC HEARING
BY THE BOARD OF COUNTY COMMISSIONERS
OF DESCHUTES COUNTY, OREGON
A. public hearing regarding the proposed formation of the Bend Area
Transportation District will be held on Wednesday, August 13, 2008, at 10 a.m. in
the Hearing Room of the Deschutes Services Building located at 1.300 NW Wall
Street, Bend, Deschutes County, Oregon.

All interested persons may appear and be heard. Upon conclusion of this final
hearing, the Board will enter its order creating the district and setting the issue of
the district formation and tax rate be placed on the November 4, 2008 ballot for a
vote by the electors of the proposed district.
The meeting location is wheelchair accessible. For the deaf or hard of hearing,
an interpreter or assistive listening system will be provided with 48 hours notice.

Members: I gave Member List to Mike, July 9 and will attach updated list with this.
We had 15 attendees on the 9th. Not all of whom will be on the committee, but all added
greatly to our decision-making.
Subcommittee Action Plan and Anticipated Due Date[s]
A. Respectfully expect, ask our C-BAT Leadership Committee to immediately merge the "Get
out the Vote" committee with the "Precinct Identification and Canvassing Committee."
Please inform us re: this request.
WHY: "Get out the Vote " committee does NOT belong joined to Voter Registration. After
our Voter Reaistratio_n training by County Clerk Nancy Blankenship on the 9th, this separation
became clear.
Our Voter Registration committee includes several who will assist the 6et out the Vote
committee after October 14, the last day to register before the Nov. 4th General Election.
Carol Elwood, attendee 7-9, is submitting to the Leadership Committee an Action Plan for 6et
out the Vote.
B. Again request help from the Leadership Committee re: Database support for our work.
Annis sent this request after reading that we were encouraged to ask for specific
assistance. Nearly every C-BAT subcommittee will need this database support.
C. Seek Voter Registration training by Nancy Blankenship. Done 7-9 with 10 attendees prior
to the General C-BAT meeting.
0. We will ride BAT to recruit riders to help register voters. This may begin as early as
July 17th. 8 people have volunteered to do so. Sign-up sheets will be provided by Annis to
these volunteers, ASAP.
E. Later, we will ride BAT and be present at BAT's Hawthorne Station to register voters.
Starting in August.
F. Our other 3 priority groups are: Apartment Dwellers, the Young, and Seniors. Our
strategies for these groups will be further discussed at our next committee meeting,
Julv 21St, 4:30, prior to the County Commission Hearing on BAT ballot measure, place tba.
G. Accurate statistics of our work will be kept by Annis or another co-chair for the purpose
of augmenting the Fundraising Committee's application/requests for C-BAT funds.
H. All sub committee members are encouraged to contribute as we are able.
I. We will contact our growing list of 25 agencies/organizations that have an anticipated
high interest in passage of the measure. We will encourage them to allow us to register
voters on their primacies or to advise us.on how to best proceed with their clients.
Several representatives already contacted attended 1 or 2 of our meetings on the 9th
and offered great input. Jordan Ohlfe is filling in details for this list.
J. Annis and a future co-chair will remain in contact with our members to thank, get input,
and offer encouragement for our passionate interest in establishing stable funding and
improvement for our BAT. Registering voters is one part of a many pronged effort that
will be jump started by the Leadership Committee.
TRANSPORTATION
is a basic need like food, shelter, heat and health care. Especially for those whose
income is below that of a living wage, the option of affordable public transportation can
directly affect income available for other basic needs. Public Transportation...

• improves our environment by cutting down on traffic and air pollution.

We advocate for a comprehensive Transportation System.
We advocate for Bend Area Transit's continuation and improvement.
BAT, our local start-up transportation system
• Enables low income people (working, retired, disabled, college students) to get to
and from work, shops, medical facilities and college.
• Provides an affordable transportation alternative that operates during hours most
needed.
• Provides a Bend base for an inter-city transit service between Bend, Redmond,
LaPine, Sunriver, Prineville and Madras.

"Before BAT, I drove a young woman in our church to WalMart to pay her bill. She has
seizures and cannot drive, nor can she hold down a full time job. Her closest family is in
Crooked River. She lives in a small apartment about a mile from the center of town and
previously had to walk wherever she went unless someone gave her a ride."
From the COCAAN Prineville office: "I work with people every day who need help with
rent and utilities. A typical client may be a single mother with two children who
commutes to Bend for a minimum wage job that offers no health benefits. When her car
breaks down she is forced to put all of her income into getting it fixed to keep that job.
Some families have had to give up their housing in situations like this."

We had 15 attendees on the 9th. Not all of whom will be on the committee, but all added
greatly to our decision-making.
Subcommittee Action Plan and Anticipated Due Date[s]
A. Respectfully expect, ask our C-BAT Leadership Committee to immediately merge the
"Get out the Vote" committee with the "Precinct Identification and Canvassing
Committee." Please inform us re: this request. WHY: "Get out the Vote "committee
does NOT belong joined to Voter Registration. After our Voter Registration training by
County Clerk Nancy Blankenship on the 9th, this separation became clear.
Our Voter Registration committee includes several who will assist the "Get out the Voter
committee after October 14, the last day to register before the Nov. 4th General Election.
Carol Elwood, attendee 7-9, is submitting to the Leadership Committee an Action Plan for
Get out the Vote.
B. Again request help from the Leadership Committee re: Database support for our work.
Annis sent this request after reading that we were encouraged to ask for specific
assistance. Nearly every C-BAT subcommittee will need this database support.
C. Seek Voter Registration training by Nancy Blankenship. Done 7-9 with 10 attendees
prior to the General C-BAT meeting.
D. We will ride BAT to recruit riders to help register voters. This may begin as early as July
17 . 8 people have volunteered to do so. Sign-up sheets will be provided by Annis to
these volunteers, ASAP.
E. Later, we will ride BAT and be present at BAT's Hawthorne Station to register voters.
Starting in August.
F. Our other 3 priority groups are: apartment dwellers, the young, and seniors. Our
strategies for these groups will be further discussed at our next committee meeting, July
21", 4:30. prior to the County Commission Hearing on BAT ballot measure, place TBA.
G. Accurate statistics of our work will be kept by Annis or another co-chair for the purpose
of augmenting the Fundraising Committee's application/requests for C-BAT funds.
H. All sub committee members are encouraged to contribute as we are able.
1. We will contact our growing list of 25 agencies/organizations that have an anticipated
high interest in passage of the measure. We will encourage them to allow us to register
voters on their primacies or to advise us on how to best proceed with their clients.
Several representatives already contacted attended 1 or 2 of our meetings on the 9th
and offered great input. Jordan Ohlfe is filling in details for this list.
J. Annis and a future co-chair will remain in contact with our members to thank, get input,
and offer encouragement for our passionate interest in establishing stable funding and
improvement for our BAT. Registering voters is one part of a many pronged effort that
will be jump started by the Leadership Committee.
