MINUTES OF MEETING
Present were Judge Michael Sullivan; County Administrator Dave Kanner;
Commissioner Tammy Baney; Alan Unger, Commissioner-elect; Ken Hales,
Community Corrections; Patricia Coloma, Commission on Children & Families;
Sandi Baxter, Bend Police Chief; Aaron Bronfinan, defense attorney; Sheriff Larry
Blanton; Ernie Mazorol, Court Administrator; Jack Blum, citizen member; Carl
Rhodes, Oregon State Police; Shelly Smith, KIDS Center; Mike Dugan, District
Attorney; Becky McDonald, 9-1-1; and three other citizens (Andrea Blum; and
Catherine Specter and Dee Hansen of NAMI).
1. Call to Order & Introductions.
Judge Sullivan called the meeting to order at 3:35 p.m., at which time the
attendees introduced themselves.
2. December Minutes.
Aaron Brenneman moved approval; Jack Blum seconded. Approval was
unanimous.
3. Public Comment.
Dee Hansen said that NAMI received funding from ABHA to do a peer
educational program. Program teaches people how to identify triggers and
prevent relapses. It is run by people who are recovering from mental illness
who are now successful with their lives. The work is statistically backed.

Sheriff Blanton asked how they get the word out. Ms. Hansen replied that
letters go to all of the agencies. These meetings were previously held at St.
Charles Medical Center, but the location for this year has not yet been
determined.
Commissioner Baney said that she attended the last graduation and it is a
worthwhile project.
IV Oregon Criminal Justice Commission Report.
Ken Hales provided a copy of the report to LPSCC members, and said the
Board of Commissioners will have to approve it. Sheriff Blanton asked
about compiling information on all counties; Mr. Hales replied this would be
provided.
V 2009 LPSCC Objectives.
Ken Hales went over some LPSCC tasks to be completed in 2009. He said
there are three things required by statute. Usually by June specific
instructions come from the Department of Justice to LPSCC, which then go
onto the Board of Commissioners.
The intergovernmental agreement with Oregon Youth Authority will expire.
LPSCC is to make recommendations to the Board of Commissioners
regarding the use of State money for juvenile offender services, both basic
and diversion. To comply with requirements, next year they will submit this
information separately from the Commission on Children & Families. There
is a difference between State regulations and the agreements. The contract
requires a plan; up to this point the plan has been a service plan. Diversion
is intended to support services for adjudicated juveniles as an alternative to
custody. Funds are meant to support basic juvenile justice services. A plan
will be developed to identify how to do this. They won't have the final
numbers in time to make it into the next County budget, however.
Hillary Saraceno said they are still trying to find out from the State
Commission on Children & Families about submission of their plan. This
will also come before LPSCC.

Commissioner Baney said that as they go through the budget exercise, she is
not sure what further information is needed to continue services. Mr. Hales
stated that they need more information. Much would be continuing current
services, but they will also provide functional family services. They have
already identified priority services and programs. The stipulations on
services are very broad. Funds also need to be spent on alternatives for
adjudicated juveniles.
Commissioner Baney spoke about pulling funding for a caseworker but
taking this out of the DUII and domestic violence area. How things are
packaged gives better results in the continuum.
Mr. Hales said that this time around it will be packaged into two different
program budgets; the adult side, with what the State funds, grants and what
is being spent; and the juvenile side is similar. He hopes to be able to make
the choices apparent.
Ernie Mazorol stated that they want to give the best information possible to
the Board. There are some draconian numbers to deal with, even with the
new jail which is at least three years out. Everyone will be scrambling in
May and June. They need to discuss how things are lining up, and what
happens to one due to the other, plus the impacts of Measure 57.
Sheriff Blanton said he hopes to avoid redundancy. For example, the United
Way 211 service, which lists disaster preparedness along with a number for
tax questions. He does not like this program being a -11 number, as that is
too confusing.
Judge Sullivan stated that agencies should compare notes. A State forecast
is expected in February, and the revenue side is not looking good. He asked
that for the March LPSCC agenda, members should be prepared to speak on
what their groups have planned. The problem is an estimated 1.2% cut in
budgets deep into the biennium equals almost a 5% cut all at once. They are
dealing with this now. Consistency is needed in the next biennium, and they
need to be sure that all agencies are properly funded. For example, if the
courts and indigent defense are cut back, what happens.

VI Other Business.
Ernie Mazorol said the representative of he State Department of Human
Services was unable to make today's meeting, but will try next month.
Sheriff Blanton said that there is a difference in opinion and policy on how the
Department of Human Services and the Sheriff's Office handle the welfare of
children. The DHS feels that whenever possible, the child should be kept in
the home. This is also a goal of law enforcement, but they have to do what is
best for the children. There are a lot of factors to consider, including illegal
drugs, alcohol, domestic abuse, etc. When a problem happens in the middle
of the night, it is very difficult if children are involved.
He said they are involved in a public information blitz on underage drinking,
with public service announcements and other media programs. They are letting
the kids do them, with help from the high schools in Sisters and La Pine.
A policy regarding prescription drugs being turned in has been implemented.
They are asking the public to turn in unused, unneeded drugs.
There are meetings scheduled with Robin Henderson of St. Charles Medical
Center and Sageview to work out some security issues.
Dave Kanner gave a brief update on the Telecare project. The County is
working with the State regarding the number of beds reserved for psychiatric
review board patients. There have been problems in some PSRB locations.
Being no further items discussed, the meeting adjourned at 4:20 p.m.

Deschutes County Public Safety Coordinating Council
2009 Objectives
1. FY 10 - FY 11 Community Corrections Plan
Who: Local community corrections director
When: June 15, 2009.
For: Public Safety Coordinating Council (Council) to approve and submit to
Deschutes County Board of County Commissioners (BoCC)
Why: ORS 423.560 specifies the council shall develop and recommend to the
commission a plan for use of State resources to serve the local offender
population including offenders are at least 15 years of age and less than 18 years
of age.
Note: Required for receipt of state community corrections grant funds. Oregon
Department of Corrections to provide instructions for submission in spring of
2009.
2. FY 10 - FY 11 Juvenile Basic and Diversion Services Plan
Who: Local juvenile department director
When: June 15, 2009
For: Council to approve and submit to BoCC
Why: ORS 423.565 specifies additional duties of public safety coordinating council to
develop and recommend to the county board of commissioners a plan for use of
state resources to serve the local youth offender population.
Note: Necessary for receipt of Oregon Youth Authority grants for basic juvenile
department support and diversion from OYA commitment.
4. FY 10- FY 11 Juvenile Crime Prevention Plan
Who: Local Council on Children & Families director
When: TBD
For: Council to approve and submit to BoCC
Why: ORS 423.565 specifies additional duties of public safety coordinating council to,
in consultation with the local commission on children and families, develop and
recommend to the county board of commissioners a plan designed to prevent
criminal involvement by youth
Note: Necessary for Oregon Commission on Children and Families juvenile crime
prevention grants.
5. FY 2010 Crime Prevention Fund Recommendations
Who: Juvenile Crime Prevention Steering Committee
When: March 15, 2009
For: Deschutes County Budget Committee
Why: Request of Deschutes County Board of County Commissioners for allocation of
