1. Call to Order
The Joint Work Session was called to order by Mayor Woodruff at 5:01 p.m.
2. Establish Ouorum - La Pine City Council
Present were:
Mayor Ginny Woodruff
Councilor Kitty Shields
Councilor Doug Ward
Councilor Barbara Hedges
Councilor Ken Mulenex was absent by pre-arrangement
Quorum established.
3. Establish Quorum - Deschutes Countv Commissioners
Present were:
Commissioner Dennis Luke
Commissioner Tammy Baney
Commissioner Alan Unger will be late.
Quorum established.
4. Pledge of Allegiance
The Pledge of Allegiance was led by Commissioner Tammy Baney.
5. Added Agenda Items
Any matters added to the Agenda at this time will be discussed during the "Other Matters"
portion of this Agenda.

6. City of La Pine - Comprehensive Plan Update
Deborah McMahon, DMC Consulting Services, LLC and James Lewis, Foreterra, LLC gave a brief
update on the City of La Pine's Comprehensive Plan. It should be camera ready by June 30, 2009
and should be ready to go to the County by July or August this year.

7. Deschutes County - Comprehensive Plan Update
Nick Lelack, Planning Director, gave the County update of their Comprehensive Plan process. On
March 12, 2009 there will be a public hearing by the County Planning Commission regarding
consideration of a legislative plan amendment that recognizes our population projections up through
the year 2025.

8. Affordable Housing Project - Status Report
Rob Roy, Pacific Crest Affordable Housing gave an update on the progress the project has made. He
stated that the economic crisis has made some parts of this project easy. His concern now is that they
need the land transferred to them ASAP in order to close their loan. They will need this by the end of
March. Mayor Woodruff stated that the City's tax abatement ordinance put approximately $225,000
towards the project from the City of La Pine.

9. Local Transuortation
a. Wickiup Junction Steering Committee - Update
Oregon Department of Transportation, Rick Williams
Rick Williams gave a brief update of the current project plan. The maps presented are only concepts
at this time. Money from Congressman Walden of $1.2 million to the County will be used for
designing and environmental processes. The total work projected costs are at $35-$40 million,
depending on how much work is needed for right of ways.
Future Park & Ride is needed and they will be looking at other areas for this project. This is the
project phase only. Tom Blust of the County Road Dept. stated that the Wickiup Junction project is
on the County Transporation System Plan, and they will be requesting a letter of support.
Gary Farnsworth reported that Amy Fifer will be covering Rick's position. ODOT will likely bring
approvals to the County and the City. The draft proposal will be adopted in the County TSP.
Commission Alan Unger arrived at 5:25 p.m.

b. US Highway 97 and I" Street / Reed Road Traffic Signal - Update
Oregon Department of Transportation, Gary Farnsworth
Gary Farnsworth stated that the Wickup Junction Steering Committee would like to meet with staff
regarding the transportation issue conversations that will include Bob Bryant, Region IV Mgr. of
ODOT, Commissioner Dennis Luke and one City Councilor. He stated that the 4 intersections traffic
analysis would be about $70,000. That includes what it will take with lanes entering into the
intersections.
The TAC meeting is next Thursday and they have a needs list. They will revamp the list for
opportunities of Highway capacity standards and impact. They will also be looking at congestion
standards issues. Commissioner Baney brought up the Congressional Delegations, wondering if
there was anything that could be earmarked for this. The annuals will need to have matching money
ready to go.

13. Comments - La Pine City Council
Councilor Shields noted there was a lot of good information-sharing, and we had a good turnout for
this Work Session. Mayor Woodruff stated that on Jan. 28, 2009, the Council adopted the 2007-2008
audit report and it was complete. Council is pursuing outsourcing the bookkeeping. She also
reported that Pat Kliewer from the Historic Preservation gave an update and informed everyone that
the information will be available on our website soon. She did a great job for the City.

The Fiscal Impact study is complete, -thanks to a grant from the County. The Council appreciated the
County support and the Mayor thanked them. The City snowplow policy will go to the Council in
February for adoption. The County IGA will be in place soon, and that will help us move our
snowplow policy forward.
The Council had consensus to look for a new City Clerk to help out in the office. We will be
utilizing consultants as needed, instead of replacing the City Manager.

14. Comments - Deschutes County Commissioners
Commissioner Alan Unger encouraged the Council to shape our future. He offered his services to
put us in touch with the right people.
Commissioner Dennis Luke suggested we invite ODOT back to update on the Hwy. 97 projects, that
will create jobs.
Commissioner Tammy Baney thanked the Council. She stated that there is a 10 year plan to end
homelessness and asked for a representative to connect with the community on needs.
