Luke, Tammy Baney and Alan Unger. Also present were Dave Kanner, County Administrator; Erik Kropp, Deputy County Administrator; David Givans, County Auditor; Laurie Craghead, Legal Counsel; Paul Blikstad and Kevin Harrison, Community Development; Sheriff Larry Blanton; Sue Brewster and Pat Davis, Sheriff's Office; Teresa Rozic, Property & Facilities; Scot Langton, Assessor's Office; Hillary Borrud with The Bulletin; a representative with KOHD TV; and twenty-three other citizens. Chair Baney opened the meeting at 10:00 a.m. 1. CITIZEN INPUT Dave Kanner asked Scott Johnson, Director of Health Services to come and report on what the County is doing for swine flu preparation. Scott Johnson said as far as the outbreak of swine flu, things are moving fairly quickly. He wanted to take a moment to discuss some of the steps the department is going through and how they are organizing to do the best they can possibly do for the citizen's of the County. Mr. Johnson is keeping up by reviewing the Center for Disease Control and Prevention web site as an important source to stay current on the information. In the 8:00 a.m. posting, continuing cases are reported and confirmed. The first death was reported in the United States and that is in the state of Texas. There were several days that the flu was holding at five states with the confirmed cases by far the largest in New York. It is not surprising to see this occur in more states and it is being monitored regularly. There are two daily briefings that occur each day related to the flu. The department will continue to adapt and adjust as situations warrant. At 10:30 every morning they are in contact with the State Health Division to stay current on what is being reported from the State lab. Surveillance is a big part of the activity and they have twenty-five sites around the State being monitored. At 3:30 each day they meet with County incident command which is now in place. They report on calls they are receiving, contacts with health providers in the community, as well as the public. There are now nine people in vary specific roles which will expand if circumstances warrant. Anna Johnson, County Communications Coordinator, is our public information officer and she is giving great support. Information is going from the State Health Division to all the school districts. Staff met this morning with the school districts and a document will go out today to all day care providers that they can use for their own planning and for parents as well. A press conference was done on Monday and as it is determined a significant level of newsworthy information is available they may do additional press conferences. There are none planned at this time. There are some reports around regarding the national stockpile. Through the nations system they are realizing 25% of the national stock pile of antiviral medicines and other supplies that might be needed. The supplies are not yet in Oregon but they are expected soon. No decision has been made on whether it would make sense to release those supplies to health departments and other groups around the state. It has been requested that a secure site be located that will provide adequate space for the supplies that the County will receive, which has been done. There is a medical officer working on this with us, Dr. Rich Fawcett, who is a physician in the community. He is extremely knowledgeable in this area and he is guiding us through protocols and decisions that might be needed. Commissioner Luke said there are reactions to some flu vaccines and flu kills people every year, why is this one different. Mr. Johnson said he did not think they know yet. That is some of the questions they are asking and are relying on more and better information coming in from the Disease Control Center. News Board of Commissioners' Business Meeting Minutes Wednesday, April 29, 2009 Page 2 of 10 Pages reports are stating that President Obama is trying to decide what actions are needed to be taken in terms of preparing for this for the fall. The answer to that question is not known at this time. Cases are still being evaluated so that guidance can be given. Commissioner Luke said in the 70's over 400 million people were vaccinated for the swine flu. They found that the reaction to the vaccine was worse than the flu for some people. Mr. Johnson said he had heard that this morning. In normal course of seasonal flu there are deaths in this nation and around the world every year. Mr. Johnson said be mindful of normal things related with the flu. Get plenty of sleep, wash hands, cover coughs, and isolate yourself from other folks if you think you are coming down with the flu. If you get the flu call your health provider and see if there is a reason you should come in or if you should stay at home. Mr. Johnson said his department is getting great support from the County. They are in contact with Don Webber, County Emergency Manager, as well as other health care providers in the community, and St. Charles Medical Center. They will do their best to work through this process. Commissioner Baney asked how the Board will be informed. Mr. Johnson said he will work that though with Anna Johnson. The command is set up as such so that she will be informed and she can pass that information on to the Board. Dave Kanner said a fact sheet is going out to all County staff and it will be shared with the news media as well. Mr. Johnson said that after checking on a couple of items, that would go out today. 2. Before the Board was the Reading of a Proclamation, Declaring May 7 Central Oregon Volunteer Appreciation Day: "Volunteers... Hands That Serve, Hearts That Care". Sarah Smith, in charge of volunteer services and development with Healing Reins and Mardi Bruce with Ronald McDonald House appeared before the Board to discuss the volunteer appreciation day proclamation and volunteer of the year awards. Ms. Bruce said volunteers in the community are so important and she is honored to be a part of NOVA and a volunteer coordinator for her charity. Board of Commissioners' Business Meeting Minutes Wednesday, April 29, 2009 Page 3 of 10 Pages Ms. Smith said Linn Gardner with the State had nothing but praise for the volunteers and the judges who selected this year's volunteer of the year. Commissioner Baney said it is a difficult choice making a decision when volunteers put in so many hours. Commissioner Unger said as we move into the future, volunteers will be more critical as less money comes in from the State. Ms. Bruce said they are getting a lot of calls from youth in the community who want to come out and volunteer. Commissioner Luke said at the Volunteer of the Year dinner they honor volunteers that have been nominated from all the organizations, with one adult and one youth being named as Volunteers of the Year. Before the Board was Consideration of Signature of Resolution No. 2009- 039, Honoring Bend Lodge #139, Ancient Free and Accepted Masons. Commissioner Luke said Vern Robinson asked if the County would do a resolution of their 100 years being in Central Oregon. Other representatives here from the Masons are Dave Johnson, Bryan Martin, Ken Mulenex, Derek Stevens, Sean Calkhan, Dale Nelson, Jim Magoon, and Jim Nuttall. Commissioner Baney asked what events they are doing. Dave Johnson said on the 16th they are having a big celebration at the Masonic Center, dedicating the building. They are also doing bikes for books where students read books and for each application, enter to win a bike. Dave Johnson said they also have a program supported by Grand Lodge of Oregon for children to come and get photographed, fingerprinted and have DNA samples taken. Sheriff Blanton said the Masons are a huge supporter of public safety. Every year they feed the department and allow them to apply for special awards and recognition for public safety staff. Before the Board was a Public Hearing regarding the Intent of Deschutes County to Exchange Real Property with the Bend Metro Park & Recreation District. Teresa Rozic with Property and Facilities introduced Paul Stell with Bend Parks and Rec. She said the Board passed a resolution with the intent to exchange land. Today is to hold a Public Hearing for public comment on that intent. Commissioner Baney opened the public hearing. Ms. Rozic read the staff report. She said Mr. Stell has worked on this for the last two years. A result of the exchange, the acreage will remain the same but in a more usable configuration. Commissioner Luke stated this benefits the Park and Recreation District as well as the County. Commissioner Baney asked if anyone from the public wanted to approach the Board. Before the Board was Consideration of Signature of Document No. 2009- 202, an Intergovernmental Agreement between the City of Bend and Deschutes County for the Allocation of the Byrne Justice Assistance Grant (JAG) Program Award. Sue Brewster and Pat Davis from the Sheriff s Office discussed the agreement. Ms. Davis said she is tasked with doing all grants at the Sheriff's Office. This grant will be used for equipment such as night vision goggles and a robot. They have three years to spend the grant. Dave Kanner said this is a formula grant. The money is given to the City of Bend and the County advises what the money will be used for. Ms. Brewster said the City and the County take turns administering the grant. Before the Board was Consideration of Signature of Resolution No. 2009- 043 for FY08/09 Assessment and Taxation Grant. Scot Langton with the Assessor's Office said this annual application represents about 20% of the cost of assessment and taxation to the sate annually. About 10% will be removed this year. He said the general fund picks up about 60% with some talk of lowering that amount. It may not happen in this year's legislation. Tax collectors data role corrections is something that is corrected after tax statements are mailed out. There are some appeals where an owner comes in with additional information after the fact and that is corrected in the roles. Commissioner Baney asked if there has been an increase in appeals this year. Mr. Langton said last year there were 325 and this year there were over 1,000. About 400 of those appeals were multiple appeals for condominiums and subdivisions. Next year there will probably be an increase as well. David Givans said the Audit Committee is recommending increasing public participation in committee. They would like to expand the committee from four public members to six public members. Commissioner Baney said she was greatly concerned about our ability to have a four year campus on this side of the mountain. Mr. Kanner said Commissioner Luke will testify at the Ways and Means Committee in Salem. Commissioner Luke said it is important even though OSU Cascades is clearly a statewide venture. Laurie Craghead said the document was emailed to the Board on Monday with changes that were supposed to show up. She went over the changes to the document.
