WEDNESDAY, APRIL 7, 2010
Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Dennis R. Luke, Alan Unger and Tammy Baney.
Also present were Dave Kanner, County Administrator; Erik Kropp, Deputy
County Administrator; Laurie Craghead, County Counsel; Mike Dugan, District
Attorney; Tracy Scott, Debbie Legg and others from the Personnel Department;
Holly Remer, Sarah Johnson and others from the Commission on Children &
Families; Chris Bedsaul, Community Development; and approximately ten other
citizens.
Chair Luke opened the meeting at 10:00 a.m.
1. Before the Board was Citizen Input.
The Commissioners recognized Tracy Scott's twenty years of service to the
County.
No citizen input was offered.
2. Before the Board was Consideration of the Reading of a Proclamation,
Declaring April 11 through 17 "The Week of the Young Child" in
Deschutes County.
Holly Remer, John Hutchins and Mara Stevens came before the Board. Ms.
Remer explained the history of the Proclamation and the services provided
through the Healthy Beginnings program. She said that there is an increasing
need for awareness regarding dental and vision services for young children, and
a very large need for quality child care.
Ms. Remer then read the Proclamation to the Board and the audience.

Commissioner Unger noted that it is everyone's duty to make sure children get
off to a good start.

3. Before the Board was Consideration of the Reading of a Proclamation,
Declaring April to be Child Abuse Prevention Month.
Elaine Knobbs of the KIDS Center and Jessica Currier of the Commission on
Children & Families Board gave a brief overview of the Proclamation, which is
part of the campaign to prevent child abuse, now on its 14th year. The Blue
Ribbon campaign was started in another state, but Deschutes County and
Central Oregon had over 2,300 reports of child abuse last year. The campaign
is to raise awareness of the problem and how to address it.
Commissioner Luke recalled when the KIDS Center was built and how the
community came together to do it. Mike Dugan added that a number of people
from the Rotary Club and other groups helped with the building with a lot of
volunteer effort and community service workers. He said that child abuse can
be prevented, with the proper resources and efforts. Today's children will be
tomorrow's leaders. He is a member of an organization called "Fight Crime:
Invest in Kids". The KIDS Center is one giant step towards helping this
happen.
Elaine Knobbs added that there are a lot of County and State agencies involved
to work on this issue together.
Ms. Currier thanked the County for its support. Also, the CCF will be pursuing
the voluntary State license plate program, "Keep Kids Safe", which would help
get funding for these programs.

Commissioners and other citizens briefly went to a nearby location to
symbolically tie blue ribbons to several trees.
4. Before the Board was Consideration of Second Reading and Adoption of
Ordinance No. 2010-003, a Text Amendment Adding Minor Variance
Criteria to Recognize Long-standing Occupation of Properties Not Located
in Farm (EFL) or Forest (F) Zones.
Chris Bedsaul said that no further comments or communications have been
received on this issue. There has been public support of this change.

5. Before the Board was Consideration of Chair Signature of a Notice of
Intent to Award Letter for the Supplying and Hauling of Crushed,
Precoated Rock for Chip Seal.
Roger Olson gave a brief overview of the item and the process for applying the
rock. He said that precoated rock costs more initially, but results in a lower loss
of rock over time. Commissioner Unger asked if there is a way through the
contracting process that the best work will be done. Mr. Olson stated that the
specifications for this work are tight, and some contractors do not even bid on
these anymore. The cost is similar to the contract for last year.

228, a Labor Agreement between the Black Butte Ranch County Service
District and General Teamsters Local Union #324, regarding Police
Services.
Bill Carson of the Black Butte Ranch Board said that there were a lot of meetings
over three months to come to an agreement, which is for five years. There are
only four local members of the union. He added that there were a lot of changes
in Board members and the Chief of Police retired last year, making it more
complicated. They are self-insured and the cost remains about the same even
though their numbers are small.

Michael Dickenson.
The three year old
died at the hands of
her daughter's abusive

Tips for Parents
Recognize a Report
the Signs of Abuse
Some-but not all-abused children may exhibit
physical or behavioral signs.
Signs of abuse may include:
• Nervousness around adults or a particular adult.
• Aggression or passivity and over-compliance.
• Sudden changes in personality or school work.
• Unable to stay awake or concentrate.
• Does not want to go home from school or after school
activity.
• Low self-esteem.
• Bruises or injuries that are frequent and/or unexplained.
• Poor hygiene.
Sometimes there are no signs at all.
Since few children ever come forward to report abuse, make
it your responsibility to recognize these signs and report any
suspicions or disclosures of abuse.
If you suspect that a child is being abused, call and talk to
trained DHS personnel at 541-693-2700 or call 911. Anyone
who makes a good faith report based on reasonable grounds is
immune from prosecution.
Being a parent is a 24 hour job. It's normal to feel overwhelmed.
What to do when feeling frustrated and angry:
Notice your body. Slow down and breathe.
Drink a glass of water slowly.
Change the subject: get everyone moving, play music, sing.
Lower your voice. Smile.
Stop and think: nothing is as important as my relationship
with my child.

parenting tips and information about no- and low-cost
parenting programs in Central Oregon.

Myths & Facts
about Child Abuse
MYTH: Child abuse is a rare occurrence.
FACT: There were 2300 reports of child abuse in Central
Oregon last year. Over 700 Central Oregon children suspected
of being abused walked through the KIDS Center's doors for
evaluation and treatment services in 2009.
MYTH: Children who are abused do something to
cause the abuse to occur.
FACT: The child is always the victim. The responsibility for the
abuse lies solely with the abuser.
MYTH: It's only abuse if it's violent.
FACT: Physical abuse is just one type of child abuse. Neglect
and emotional abuse can be just as damaging, and since they
are more subtle, others are less likely to intervene. Lastly, sexual
abuse is violent in only a small percentage of cases.
MYTH: Most sexual abuse is committed by someone
who's a stranger to the child.
FACT: Someone the child knows, likes, trusts, loves and/or lives
with is the person most likely to sexually abuse a child.
MYTH: Children lie about sexual abuse.
FACT: Children usually do not have the explicit sexual
knowledge to enable them to talk about sexual acts unless they
have experienced them.

Friday, April 2, 2010 4-5 pm join US as we kick off the annual Blue Ribbon Campaign to
Troy Field, Downtown Bend Prevent Child Abuse. Listen to speakers, enjoy refreshments and learn
(across from Bend Library) more about what our community can do to protect children. We will
also present the winners of the Blue Ribbon Art Contest.
The ceremony will take place at Troy Field in front of the
Bend/La Pine Education Center across from the Bend Library.
Come and show the children of Central Oregon that you are
committed to ending Child Abuse!
Look for Blue Ribbon Trees of Hope around
Central Oregon. Each of them will have over 2300
ribbons tied on them to symbolize the number of
reported child abuse cases in Central Oregon.

a variety of things ranging from washing
toys and folding examination gowns
to answering phones and preparing
materials for our Darkness to Light
sexual abuse prevention classes. Most
importantly you will always find them
offering a great smile and kind words, not
only to the clients and community but
also to the staff.
When times are hard, it is easy to lose
focus and forget what's really important.
Here at KIDS Center, our volunteers
remind us every day that the children in
Central Oregon need our commitment
and compassion now more than ever.
