COUNCIL MEMBERS PRESENT: Ed Boero - George Endicott -Camden King - Ed Onimus (arrived at 7:10 a.m.) - Jay Patrick (left at 7:18 a.m.) COUNCIL MEMBERS EXCUSED: Joe Centanni - Shirlee Evans COMMISSIONERS PRESENT: Dennis Luke - Alan Unger (arrived at 7:08 a.m.) COMMISSIONERS EXCUSED: Tammy Baney STAFF PRESENT: City Manager David Brandt - Assistant City Manager Sharon Harris - Fire Chief Tim Moor - Police Chief Ron Roberts - City Recorder Kelly Morse - Airport Manager Carrie Novick - Community Development Director Heather Richards - City Engineer Mike Caccavano - Assistant to the City Manager Betty Borgen - Public Works Director Chris Doty OTHERS PRESENT: Deschutes County Administrator Dave Kanner - Deschutes County Road Department Director Tom Blust MEDIA PRESENT: Trish Pinkerton, Redmond Spokesman Mayor Endicott called the workshop to order at 7:03 a.m. NOXIOUS WEED ENFORCEMENT DISCUSSION This item was postponed to the May 13, 2010, joint workshop with the County Commissioners. Commissioner Luke reported on recent County activities. 19TH STREET EXTENSION Deschutes County Road Department Director Tom Blust provided an update on the 19`h Street Extension noting that the period for public comment will remain open. Commissioner Luke provided a history on Deschutes Junction, the need for extending 19th Street, and the process involved. Mayor Endicott described the link between Phase 2 of the US Highway 97 Reroute and the 19th Street Extension project. Commissioner Unger stated that the City of Redmond has several north/south arterials and collector systems and now Deschutes County needs to look at the missing links of their arterial and collector systems. Discussion continued. DESERT RISE IGA City Manager David Brandt stated that due to the current economic situation in Redmond, the terms of the current Intergovernmental Agreement (IGA) with Deschutes County for Desert Rise is making the property nearly unmarketable. Community Development Director Heather Richards stated that the current terms of the IGA include: 1. Pay $0.33 per square foot on the sale of property located within Desert Rise to Deschutes County 2. Pay 50 percent of the net proceeds after hard costs for the sale to Deschutes County 3. Ten year buyout Ms. Richards explained that with the hard costs on the property and paying the $0.33 per square foot, the City is at Fair Market Value in terms of costs per square foot. The City would like to open discussions with Deschutes County to amend the IGA. Commissioner Luke explained why the property was originally transferred to the City and stated he would be interested in having staff begin discussions; Commissioner Page 2 - Joint Redmond City Council / Board of Commissioners Workshop March 11, 2010 Unger concurred. Deschutes County Administrator Dave Kanner stated that he would like to avoid making a long term change for a short term solution and would rather deal with the issue on a case-by- case basis. Councilor Boero stated the current issue is the "balloon" payment due in 2014. SOUTH AIRPORT URBAN RENEWAL DISTRICT UPDATE Mr. Brandt commented that the Urban Renewal District Agency Board terminated the South Airport Urban Renewal District adding that approximately $1.8 million will be given back to several taxing districts. Discussion continued on the timing of the distribution of funds. Commissioner Luke asked for an update on the annexation of Redmond Fire and Rescue into the Deschutes County Rural Fire Protection District #1. Fire Chief Tim Moor provided the update noting that everything is in place for consideration on the November 2010 ballot. General discussions took place on citizen perception of government, the Redmond School District, County staffing constraints on services, and Deschutes County Planning Director (and former City Planning Manager) Nick Lelack.
