MINUTES OF WORK SESSION
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, JUNE 219 2010
Present were Commissioners Dennis R. Luke, Alan Unger and Tammy Baney.
Also present were Erik Kropp, Deputy County Administrator; Dave Inbody,
Assistant to the Administrator; Mark Pilliod, County Counsel; and Judith Ure,
Administration. No representatives of the media or other citizens were in
attendance.
Chair Luke opened the meeting at 1:32 p.m.
1. Discussion of La Pine Community Kitchen - CDGB Application.
Commissioner Unger asked about the requirement for paving. Judith Ure said
that they are looking at other properties since they are not allowed to box up
food for citizens and serve meals on the same property. They may pursue
obtaining a property in the La Pine Business Park.
BANEY: Move Chair signature.
UNGER: Second.
VOTE: BANEY: Yes.
UNGER: Yes.
LUKE: Chair votes yes.
2. Continuing Discussion: Project Connect Insurance.
Erik Kropp said that he has not yet received information from the insurance
carrier at this point. The State will cover above the tort claim limit of $500,000
for individual claims or $1 million for group claims. The State would have to
be named as additional insured, but some of the participants may not be able to
afford to add this clause. Discussion occurred as to whether to cover the cost of
the additional clause. Commissioner Luke does not want to expose the County
to something without a tort claim limit.

A lengthy discussion took place regarding the situation. The Board is still
committed and asked for an update by Wednesday. Mr. Pilliod was asked to
find out how far the State would go in regard to coverage.
3. Discussion of Discretionary Economic Development Grant Requests.
• Westside Church - The Heart Campaign - to encourage volunteer efforts -
for space rental at the Fair and Expo Center. Commissioners Unger and
Luke granted $500 each; Commissioner Baney granted $1,000.
• Leadership Bend Foundation - The Commissioners granted $500 each.
• Big Brothers Big Sisters of Central Oregon - Commissioner Luke said that
this is an ongoing event and he will not support operations. Commissioners
Unger and Baney expressed concern because the group also got community
grant funds already.
• Community Support Team - Health. Commissioner Luke agreed to grant
funding in the amount of $360 if there is no `free' day at the Fair this year.
• Redmond Chamber of Commerce - Good Sam Rally - Commissioner Luke
suggested a three-to-one match for this trip. For every dollar the Chamber
raises, the County could provide three. Commissioners Unger and Luke
granted $500 each.
4. Other Items.
Consideration of Signature of a Memorandum of Understanding with various
governmental entities regarding the work of the Deschutes Water Alliance.
BANEY: Move Commissioner Unger signature of the document.
UNGER: Second.
VOTE: BANEY: Yes.
UNGER: Yes.
LUKE: Chair votes yes.
Discussion occurred regarding flexible grant funds that might be available and
which could be used to complete road projects, bike trails and address other
transportation issues. Commissioner Baney said that a solution to get
pedestrians and bicyclists safely across Highway 20 in Tumalo is badly needed.

Commissioner Unger noted that ODOT wants Highway 97 to be an
expressway, but does not seem to take into account the fact that communities
need connectivity and access, often a land use requirement of LCDC.
Being no further items addressed, the meeting adjourned at 2:40 p.m.
