MINUTES OF WORK SESSION
DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, JUNE 309 2010
Present were Commissioners Dennis R. Luke, Alan Unger and Tammy Baney.
Also present were Dave Kanner, County Administrator; Erik Kropp, Deputy
County Administrator; Nick Lelack and Peter Gutowsky, Community Development;
Hillary Borrud of The Bulletin; and three other citizens.
Chair Luke opened the meeting at 2:30 p.m.
1. Project Connect Insurance Update.
Discussion occurred regarding Project Mobile Connect, which would be either
added to the event at the Fairgrounds or stand-alone.
Erik Kropp said the County could purchase an insurance policy for them in the
amount of $4,000, or the group can attempt to get a policy on its own.
Representatives of Project Connect stated that the County would be reimbursed
if the group cannot purchase a policy direct and the County does so on their
behalf.
2. Presentation of Small Wind Energy Systems.
Peter Gutowsky asked if the Board wants to pursue a staff-initiated Code
amendment process regarding Code for small wind energy systems. He gave a
PowerPoint presentation at this time.
He indicated that the systems could be permitted outright if the setback
requirements can be met.
The Board directed staff to proceed with the usual process.

3. Discussion of Filling Sisters-area Planning Commissioner Vacancy.
Nick Lelack said there were six applicants, three of whom are not from the
Sisters area as specified by Statute. One application was not complete. Mr.
Lelack will arrange for the Board to interview the Sisters area candidates as
soon as possible. Commissioner Luke stated that he would prefer the
interviews take place in August.
4. Discussion regarding Qualified Energy Conservation Bonds.
Dave Inbody explained that the local jurisdictions were contacted to see if they
have projects that might meet the qualifications. Several responded that they
were interested. Dave Kanner said it is a revenue stream that is part of the
stimulus package. The bonds can be used to refinance existing debt. They can
be used for funding a portion of a project and do not have to be used to fund the
whole project.
The County does not need the use of these funds. Swalley Irrigation District
requested up to $500,000. La Pine Rural Fire Protection District asked for
$60,000, but may not realize that there are issuance costs of at least $10,000 to
use these funds, so they will be properly advised. The City of Bend asked for
anything that remains.
The Commissioners indicated that staff should proceed with working on this as
long as there is no liability to the County.
5. Update of Commissioners' Meetings and Schedules.
None were offered.
6. Other Items.
Nick Lelack gave a brief update on a conference call he had regarding
destination resort issues at the State level. On July 16, there will be another
meeting that begins with a tour of Pronghorn and then goes to Sunriver to hear
about their future plans. A visit to Caldera Springs will follow. At that point, a
first draft of a legislative concept will begin.

At 3:00 p.m., the Board then went into Executive Session, called under ORS
192.660(2)(e), Real Property Negotiations.
Being no further items addressed, the meeting adjourned at 3:15 p.m.
