Luke, Alan Unger and Tammy Baney. Also present were Dave Kanner, County Administrator; Erik Kropp, Deputy County Administrator; Dave Inbody, Assistant to the County Administrator; and Laurie Craghead, County Counsel. Also present was Hillary Borrud of the Bulletin. No other citizens were in attendance. Chair Luke opened the meeting at 1:30 p.m. 1. Consideration of Economic Grant Funds Requests. Dave Inbody gave a brief overview of the requests. Redmond-Sisters Hospice - $4,000 - Festival of Trees. This was for a December event, and the Board at that time wanted to see if there was a shortage of funding. Commissioners Luke and Unger granted $500; Commissioner Baney granted $1,000. NeighborImpact - $2,000 - Redmond childcare network. They wish to mirror the childcare network now in Bend. Commissioner Baney observed that the County just allocated $25,000 to the Commission on Children & Families to coordinate this kind of thing. Commissioner Unger said that they are working with NeighborImpact to determine a fiscal agent to handle these kinds of grants. Commissioners Luke and Baney granted $500; Commissioner Unger granted $1,000. • La Pine Senior Activity Center - $6,000 - nutritional program. The three Commissioners granted $500 each. • Heritage Theatre Company - $2,000 - community arts and meals. Commissioner Baney said that they try to provide artistic opportunities for low-income people. Commissioners Baney and Unger granted $500 each. Commissioners Luke and Unger granted $500 each; Commissioner Baney granted $1,000. Deschutes Economic Alliance - $251000 - regional economic development plan. Commissioner Baney said that she feels this is different from the work that EDCO is doing. Commissioner Unger supports all kinds of economic development that might make things better for the region. Commissioner Luke asked this decision to be on hold until he knows more about where the funds would go. Commissioner Baney suggested that the group make a presentation with information on funding in writing. There are also questions about how this particular consultant was selected. (This was scheduled for the Wednesday, August 4 work session) Deschutes County Healthy Beginnings - $2,400 - expanded health care and early intervention. Commissioner Luke said that they get funding through the budget process or the community grant program. Commissioner Baney stated that she feels these screenings are very important, and granted $800. Common Table - $6,000 - remodeling project for a restaurant. The idea of the project is to get away from the `soup kitchen' concept and have the various segments of the community dine together. Commissioners Luke and Unger granted $500 each; Commissioner Baney granted $2,000. 2. Other Items. A tentative floor plan for the employee clinic was presented. Commissioner Luke stated that he would like to see the entrance set up to prevent blasts of cold air in the winter months. Dave Kanner said that Robin Dillon has grazing rights and has submitted a letter indicating that she wishes to permanently retire those. A letter from the County supporting this action is needed. The Commissioners had no problem providing such a letter.
