MINUTES OF SPECIAL MEETING
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, JUNE 14, 2010
Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Dennis R. Luke, Alan Unger and Tammy Baney.
Also present were County Administrator Dave Kanner; Erik Kropp, Deputy County
Administrator; and media representatives Hillary Borrud of The Bulletin and
Kristen Reivspar of KPOV radio.
At 8:50 a.m., after executive session, action was taken.
BANEY: Move authorization of Laurie Craghead to sign the joint agreement
with the DEQ on behalf of the County regarding litigation issues with
the Citizen Action Group of La Pine.
UNGER: Second.
VOTE: BANEY: Yes.
UNGER: Yes.
LUKE: Chair votes yes.
Mr. Anderson stated that the Planning Commission meeting, members of the CAG
asked for a resolution having the County repeal the Ordinance. Commissioner
Criss asked that the resolution be prepared for this. The Planning Commissioner
seldom makes a recommendation of this type. Nothing prohibits them from doing
this if they want, but only the Board can do resolutions on behalf of the County.
The Planning Commissioner has no authority in this case, however.

Dave Kanner stated that he and others from the County visited some employee
clinics late last week to evaluate how they operate and how successful they have
been. Two were in California and one was in Montana. He feels that he has a
representative in mind. He gave a brief overview of the three locations the group
visited.
Commissioner Baney asked how outcomes will be measured and how or when
they would know if the program is successful.
A brief discussion took place regarding various meeting that took place last week
and are scheduled with various entities, primarily governmental agencies.
The meeting ended at 9.-15 a. m.
