BOARD OF COMMISSIONERS & DEPARTMENT DIRECTORS
MONDAY, AUGUST 16, 2010
Deschutes Services Center - DeArmond Room -1300 NW Wall St., Bend
Present were Commissioners Dennis R. Luke and Alan Unger; Commissioner
Tammy Baney was out of the office. Also present were Dave Kanner, County
Administrator; Charles Fadeley, Justice Court; Joe Sadony, Information
Technology; Marty Wynne, Finance; Mark Pilliod, County Counsel; Mike Dugan,
District Attorney; Joe Studer, County Forester; Larry Blanton, Sheriff; Andy
Jordan, 9-1-1; Tom Blust, Road Department; Chad Centola, Solid Waste; Anna
Johnson, Communications; Tom Anderson, Community Development; Nancy
Blankenship, Clerk; Scott Johnson, Health Services; David Inbody, Assistant to the
Administrator; Tanner Wark, Parole & Probation; and Hillary Saraceno,
Commission on Children & Families.
No representatives of the media or other citizens were present.
1. Introductions - Department Heads, Other Attendees.
Chair Luke called the meeting to order at 12:05 p.m., at which time the
attendees introduced themselves.
2. Department Updates.
Tom Anderson said that Sunriver property owners approved by a 70% vote a
new aquatic center. The permit fees will be at least $300,000.
Business volume has been up and down all summer. There are conflicting
signals about a recovery, which is still not in sight.
The La Pine biomass project is moving ahead, but the zoning will have to be
adjusted to allow for the stacks.

Andy Jordan stated that 9-1-1 has moved into its new building with no service
interruptions. The Oregon State Police has been in their part of the building for
about a month.
Sheriff Blanton said that this summer has been record-setting for special and
emergency services.
Joe Stutler noted that there have been some wildfire incidents. The Rooster
Rock fire was a good example of interagency cooperation. Also, five structures
within the fire area were saved because of defensible space. Other locations
around the country are following this type of plan now, including communities
and agencies.
He also said that funding for the project was not even being considered in
Washington, DC, but Commissioner Unger went back there to try to persuade
support, and was successful in getting funding in the amount of $10 million for
ten years to treat federal lands.
Hillary Saraceno stated that the Commission on Children & Families completed
its two-year community plan, which is on the website along with the progress
report. Lynch School was targeted for a pilot project under the Community
Schools Initiative. It was successful and that data helped to expand the program
from one to five schools. Lynch School saw reading at grade level scores go
from 68% to 93%, and it was similar with math scores. They will be
implementing this program in elementary schools in the fall.
Unfortunately, the grant for La Pine, which is badly needed, was not granted;
but seed money from the Commission on Children & Families was obtained so
the program could start anyway.
The Sisters business community is very involved in the program there, along
with providing mental health services.
Suicide prevention training is being implemented. There were forty known
suicides last year in the County. The training is free, and should involve health
providers, law enforcement, and anyone who is involved in youth-related
activities or organizations.

Mike Dugan said there is turmoil in his department at this time due to the
election of a new District Attorney. Mark Pilliod noted that the Deputy District
Attorneys have petitioned to form a labor association and non-represented staff.
There are 16 of them who will decide this issue in September. Mr. Dugan
stated that they only want to be entitled to due process for cause for termination.
The State does not allow it at this time, so these individuals are at-will
employees. Dave Kanner cautioned that County employees cannot talk with
them about organizing due to legal ramifications.
Mr. Dugan said that they are working on a new computer program for case
management.
He is going to be meeting with the Sheriff to discuss how to handle the pre-trial
jail population, which is causing a bottleneck in the system. Sheriff Blanton
added that a solution needs to be found. Some of these people have had up to
22 court appearances or have not even gone to trial for several years.
Mary Wynne remarked that they have had turnover in his department. Dave
Lilley retired and Loni Burke took his position. Kelli Omoletski is going to the
Assessor's Office to take a position there.
The budget documents will be out in about two weeks.
He observed that during the past year. the level of health benefits claims was
high.
Joe Sadony said his department is working on the District Attorney and Justice
Court projects. Also, 50% of County e-mail users have been set up for e-mail
vaulting.
The County website is being redone, and they are looking for feedback. It
should be finalized in November or December.
Charles Fadeley said that ODOT's motor vehicle incidents are being cited into
his court. He added that Sisters' tourist activity is up regardless of the Rooster
Rock fire.
Anna Johnson advised the group that County College has had a lot of people
sign up. She is helping with the website and the Inside Deschutes County
project which began last year as a pilot project.

Tanner Wark said that they are setting up work crews for September, one day a
week for those who cannot go into the general community.
Scott Johnson is working hard with others on the feasibility of a regional health
authority, with new ideas on health reform at the ground level to integrate are.
For instance, there are many individuals who go into the emergency room fifty
or more times a year. They are trying to get these people into a primary care
program that will address all their needs, including mental health.
They are working on an electronic records management program. Also,
environmental health (restaurant inspections, etc.) has been moved from
Community Development to Health.
The department is providing health services at Redmond and Sisters schools.
Also, five housing projects are being developed to accommodate people with
mental health issues. Some of these locations are experiencing push-back from
residents but the law says that they cannot discriminate.
Mike Dugan observed that the law, adopted in 1995, allows for five beds. It is
similar to providing senior foster care.
Chad Centola said that the development of Cell 5 and an area closure are on
schedule. The other project is the new equipment maintenance building.
He said the Sunday landfill closure is not drawing too much attention. The
changes at the Simpson site are getting more comments. He added that Eagle
Crest has indicated it will be shutting down its recycling depot there.
Tom Blust stated that two long-term employees, Wanda Callahan and Dennis
Morris, are retiring, and he is trying to rearrange the workload. The department
is doing chip sealing now, and will be doing a full-depth reclamation of Camp
Polk Road this summer.
Dave Inbody is working on the employee health clinic project, and will keep the
department heads updated. Dave Kanner said that EBAC is working on how to
handle incentives and co-pays.

3. Other Items.
Dave Kanner stated that a Public Affairs Counsel meeting is scheduled for
September, and they will want to know the County's priorities for the next
legislative session. He asked that the departments let him know as soon as
possible.
He said that interviews for the new 9-1-1 Director are scheduled, and there were
a lot of excellent candidates. The group acknowledged that Andy Jordan has
done a great job there as interim Director.
Being no further items discussed, the meeting adjourned at 1:10 p.m.
