MINUTES OF SPECIAL WORK SESSION
DESCHUTES COUNTY BOARD OF COMMISSIONERS
THURSDAY, SEPTEMBER 16, 2010
Commissioners' Conference Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Dennis R. Luke, Alan Unger and Tammy Baney;
County Administrator Dave Kanner; Deputy County Administrator Erik Kropp;
and Tim Moore, Chief, Redmond Fire Department. No representatives of the
media or other citizens were in attendance.
The meeting began at 10:30 a.m.
Tim Moore explained that he began working on the annexation of the City of
Redmond into the Fire District about two and one-half years ago. A way to handle
internal services with the City was reviewed, and the plan is to use the City's I.T.
services after annexation, and hire a business manager to handle accounts payable,
etc. This could save about $200,000 a year in administrative costs.
Chief Moor then took the Board through a presentation of annexation (a copy of
which is attached). He explained that Measure 9-80 involves a simple "yes" or
"no" vote. It does not require passage of Measure 9-81 to be effective. However,
Measure 9-81 does not become effective unless Measure 9-80 passes.
Commissioner Luke said that he believes the County should support this, to
demonstrate to citizens that government is trying to be more efficient.
Chief Moor distributed a draft of a letter to the editor and asked the Board to sign it
(a copy of which is attached for reference).

annexation Measure.

The Board of County Commissioners support the upcoming City of Redmond /
Deschutes County Rural Fire District #1 annexation.
The annexation will not increase your taxes and the charter amendment assures
citizens that future tax increases can only be approved by the voters.
By supporting the annexation the fire department will be more operationally efficient
and cost effective for the Citizens of Redmond and Rural Fire District #1. The
annexation will provide dedicated funding for ambulance and fire services and
preserve your current level of service.
Please join us in supporting measures 9-80 and 9-81.
