2010-2941-Resolution No. 2010-131 Recorded 11/29/2010//REVIEW L GAL COUNSEL DESCHUTES COUNTY OFFICIAL NANCY BLANKENSHIP, COUNTY COMMISSIONERS' JOURNAL V I I I I� I II I��� I II I II I I (III i -21i i RECORDS CJ ZOIO'Z941 CLERK 11/29/1010 10;09;17 AM For Recording Stamp Only BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON A Resolution Establishing Prequalification Standards for Construction of Tenant * RESOLUTION NO. 2010-131 Improvements at the Deschutes County Jail WHEREAS, The Deschutes County Code, Section 2.37.010, designates the Board of County Commissioners to act as the local contract review board; and WHEREAS, ORS 279C.430(1) allows a contracting agency to require mandatory prequalification for persons desiring to bid for public improvement contracts that are to be let by the agency; and WHEREAS, ORS 279C.375(3)(b) establishes the standards that can be considered in making a determination that an applicant is qualified to bid on a public improvement project; and WHEREAS, County staff has determined it to be in the best interest of the County to prequalify contractors who wish to bid on the Deschutes County jail tenant improvements because of the complexity and security needs of this project; now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, acting in its capacity as the local contract review board, as follows: Section 1. Based upon the information stated in this Resolution, the Board hereby finds that mandatory prequalification will be required for all general contractors desiring to bid on the jail tenant improvement construction project. Section 2. Prequalification will be based on the standards established in Exhibit "A" and will be submitted on the form attached as Exhibit "B". Prequalification applications must be received by Deschutes County by 5 p.m. on Monday, December 20, 2010, at the location prescribed in Exhibit "B". PAGE 1 of 5 - RESOLUTION NO. 2010-131 Section 3. LUKE, Chair TAM BA Y, Co i sioner (C- 4-4— ALAN UNGER, Commissioner EXHIBIT "A" PREQUALIFICATION STANDARDS FOR JAIL TENANT IMPROVEMENT PROJECT 1. Bidder is required to have previous experience working in a controlled secured environment such as a county jail, juvenile detention center, or state prison that houses inmates in a residential setting. 2. Bidder must have prior experience in construction, remodel, or design of secure detention facilities and have an understanding of jail operations, specialized equipment, and specialized construction methods and materials. 3. All employees, including employees of subcontractors, working on the project must be able to pass a criminal history check. 4. Bidder must have available the appropriate financial resources to meet all contractual responsibilities. Bidders must be able to obtain public and performance bonds of at least $1.5 million. 5. Bidder must have a satisfactory record of performance. 6. Bidder must have a satisfactory record of integrity. 7. Bidder must be qualified to contract with Deschutes County and must be licensed by Oregon Construction Contractors Board. A list of managerial, technical, and supervisory staff who would be assigned to this project. Describe each person's role, construction experience, and specific experience working in secure detention facilities. 2. Describe the firm's experience working in secure detention facilities. Provide examples of specific projects. Provide names and contact information of owner representatives on these projects. Include current phone numbers and current email addresses. 3. Describe the firm's and assigned staff's knowledge in construction, remodel, and design of secure facilities and understanding of detention operations and specialized construction methods and materials. Describe knowledge you may have about the types of materials and finishes most appropriate for a secure detention facility, taking into consideration security and safety, energy efficiency, maintenance, and items that can hold up to inmate abuse. 4. Provide a statement that you acknowledge and understand that all employees, including employees of subcontractors and consultants, working on the project must pass a criminal history check and that no employee will be permitted access to the site without first receiving clearance by the Deschutes County Sheriff s Office. 5. Provide evidence that you are able to obtain public and performance bonds of at least $1.5 million. The Surety Company furnishing this evidence shall have a sound financial standing and a record of service satisfactory to Deschutes County and shall be authorized to do business in the State of Oregon. 6. Provide the names and contact information of owner representatives on your past four contracts exceeding $1 million in value. Provide names and contact information of subcontractors with contracts exceeding $100,000 on your four most recent contracts. Include current phone numbers and current email addresses. These contacts will serve as references to gauge your record of performance and integrity. 8. Provide evidence that you are an individual, partner, or corporation existing under the laws of the State of Oregon. This application must be received by 5 p.m. Monday, December 20, 2010, by Susan Ross, Deschutes County Property & Facilities Director, at the Property & Facilities Department, 14 N.W. Kearney, Bend, Oregon, 97701, or by email at susanc@deschutes.org. Applications received after this time will not be considered. Deschutes County will inform applicants by January 19, 2011, if they qualify or do not qualify to bid on the jail tenant improvement construction project.
