MINUTES OF BUSINESS MEETING
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, NOVEMBER 29, 2010
Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Dennis R. Luke, Alan Unger and Tammy Baney;
Deputy County Administrator Erik Kropp; Peter Gutowsky, Community
Development; and Laurie Craghead, County Counsel. No representatives of the
media or other citizens were present.
Chair Luke opened the meeting at 10:00 a.m.
1. Before the Board was Citizen Input.
None was offered.
2. Before the Board was Continuation of a Public Hearing and Consideration
of Signature of Orders No. 2010-056, 2010-060 and 2010-061, Approving
the Hellmuth Annexations into Four Rivers Vector Control District.
Chair Luke opened the public hearing. Laurie Craghead gave a brief overview
of the item, and said that the Department of Revenue has approved the maps
that go with the annexation.
Being no further testimony, Chair Luke closed the hearing.
BANEY: Move approval of Order No. 2010-056, Order No. 2010-060 and
Order No. 2010-061.
UNGER: Second.
VOTE: BANEY: Yes.
UNGER: Yes.

3. Before the Board was Consideration of Second Reading and Adoption of
Ordinance No 2010-027, Amending the Deschutes County Comprehensive
Plan to Adopt a Tumalo Community Plan.
Mr. Gutowsky said that there were a couple of typographical errors addressed
since the first reading which do not require any special action.
Commissioner Unger stated that the citizens of Tumalo and the owners of the
Hooker Creek facility should decide what kind of zoning is appropriate so that
their property could be part of the community in the future.
BANEY: Move second reading of the Ordinance, by title only.
UNGER: Second.
VOTE: BANEY: Yes.
UNGER: Yes.
LUKE: Chair votes yes.
Chair Luke conducted the second reading of the Ordinance, by title only.
BANEY: Move adoption of Ordinance No. 2010-027.
