MINUTES OF MEETING
BOARD OF COMMISSIONERS & DEPARTMENT DIRECTORS
MONDAY, FEBRUARY 7, 2011
Deschutes Services Center - DeArmond Room -1300 NW Wall St., Bend
Present were Commissioners Tammy Baney, Tony DeBone and Alan Unger. Also
present were Dave Kanner, County Administrator; Charles Fadeley, Justice Court;
Joe Sadony, Information Technology; Marty Wynne, Finance; Mark Pilliod,
County Counsel, Joe Studer, County Forester; Larry Blanton, Sheriff; Rob Poirier,
9-1-1; Tom Blust, Road Department; Timm Schimke, Solid Waste; and Anna
Johnson, Communications.
Also in attendance were Tom Anderson, Community Development; Nancy
Blankenship, Clerk; Scott Johnson, Health Services; David Inbody, Assistant to the
Administrator; Scot Langton, Assessor; and Hillary Saraceno, Children &
Families Commission; Kathy Glidewell, Fair & Expo; Debbie Legg, Personnel;
Susan Ross, Property & Facilities; Erik Kropp, Deputy County Administrator; and
Ken Hales, Community Justice. Also present was media representative Hillary
Borrud of The Bulletin.
1. Introductions - Department Heads, Other Attendees.
Chair Baney called the meeting to order at 12:05 p.m., and asked for a moment
of silence to remember Sue Brewster of the Sheriffs Office, who recently
passed away.
The attendees then introduced themselves.
2. Department Updates.
The group acknowledged the hard work of Dave Inbody and Personnel in
successfully putting together the employee health clinic.

Tom Anderson explained that there has been a lot going on in his department,
primarily regarding land use planning. He has asked the Board to help set
priorities on various projects, including events/weddings on farm ground, the
comprehensive plan update, and long-range planning in general. Regular
business is still down, although permitting was up a little bit in 2010 over 2009.
Recovery in the construction industry is expected to take a long time.
Mark Pilliod said that his group is working a lot on appeals, both land and tax.
Chris Bell is working with the State Attorney General and the U.S. Solicitor
General on a case that will go before the U.S. Supreme Court soon.
Union negotiations are scheduled to begin with three bargaining units.
Timm Schimke stated that this is the slow time of year for landfill operations.
The amount of waste handled in 2010 was about the same as 2009. A tire
recycling event takes place in March. Responsibility programs are a big part of
the job now, with management required for electronics end-of-life recycling, and
a paint disposal program that will save his department about $150,000 next year.
The next program is probably the handling of fluorescent tubes; about five miles'
worth were turned in during 2010.
Commissioner DeBone is trying to get and stay organized, as there is a lot to do.
He has high confidence in the County organization. He has been trying to attend
departmental staff meetings to get to meet some of the employees, and has also
enrolled in the Sheriff s Office Citizen Academy.
Marty Wynne said his department is involved in budget kick-off, and the second
trimester of tax collections.
Tom Blust stated his group is working on the reauthorization of the forest
payments, which covers about $3 million of the Road Department budget, or 25%
of operating revenue. Senator Walden is working on this as a national issue and
not just for Oregon. Chair Baney indicated that bipartisan support is needed. It
also ties into biomass energy development, a growing industry. It is hoped that a
ten-year reauthorization at some level can be obtained.

Judge Fadeley and Sheriff Blanton had nothing new to report at this time.
Scott Johnson said the sixteen-bed secure facility is now open with seven
residents, and 15 identified. The State budget is yet unknown so he is trying to
put together a budget based on assumptions.
Erik Kropp stated that he is involved in the budget and union negotiations. Dave
Kanner indicated that anyone is welcome to sit in on and observe union
negotiations.
Joe Sadony said a $10,000 grant was received for recycling servers. They have
been able to reduce the number of servers from thirty-six to six.
Dave Inbody stated that they are moving forward with goals and objectives.
Legislative updates have begun and he asked that he be advised if there are
particular bills that should be tracked.
He is working on a policy regarding use of the employee on-site clinic during
working hours.
Susan Ross said that her group is involved in a lighting replacement project
through the use of grant funds. There should be significant savings in energy
costs. They are also handling small remodeling projects and repairs.
Hillary Saraceno stated that grants are being pursued and obtained for a variety of
programs, including a domestic violence prevention project with law enforcement
and a suicide prevention program with the school districts. This includes
addressing bullying, including cyber-bullying. Other programs are foster care
reduction, and the "keep kids safe" license plate initiative, which is supported by
law enforcement.
The future of the Commission on Children & Families at the State level is not
known. The new Governor has his own ideas on how these programs should be
handled. Ms. Saraceno said that 36% of her department's funding comes from
the State.

Commissioner Unger indicated the departments are doing well in these
challenging times. The Governor has changed a lot of programs, and it is not yet
known if this is all positive.
Joe Stutler said that he is working on grants, the community fire plans, Fire Free
and fuels work. He had to revise the scope of work for a FEMA grant because
more was done than was expected and he had to justify overachievement.
He has been invited to attend the International Association of Fire Chiefs
conference to participate in strategic planning sessions. There are 1.2 million fire
chiefs around the world, and only one other person with wildland fire experience.
Kathy Glidewell said that Fair & Expo activities are a little slow right now but
are picking up, and some events are selling out.
Debbie Legg stated that she is also participating in the union negotiations, which
she hopes can be set for a five-year period.
Anna Johnson is involved in a variety of projects, including the speakers' bureau
and handling County directory updates.
Scot Langton said that BOPTA (Board of Property Tax Appeals) work is
beginning. Tax appeals are up, as the real estate market is still falling overall.
Measure 50, which set the taxing structure, did not anticipate a boom-bust
economy.
Nancy Blankenship stated that she had to provide more training to the BOPTA
members, as they had 2,630 appeals. An archive brochure is also being
developed.
Ken Hales said they are working on the JustWare program with the District
Attorney's office, which provides for electronic notices to staff. There is also a
database for probationers.
The State has reduced funding for juvenile education. The Department of
Corrections may end on a four-day workweek or the loss of 500 jobs. There may
also be a cut in the number of jail beds available.

Chair Baney said that everyone is working on a diverse number of projects, with
teamwork as the goal.
Rob Poirier stated that he is getting settled into his new position, and is working
on addressing the fact that 911 remains short-staffed.
3. Review of Board's FY 2012 Goals and Objectives.
Dave Kanner distributed information on goals (a copy of which is attached for
reference). The departments added #4 under support services, and #3 and #4
under general government. He said there were not a lot of changes in the goals
from the previous year, but more focus was given on how to encourage
economic development, how to make government more open and accessible,
and on what efficiencies might be gained through regional or inter-agency
cooperation.
Under general government #3, discussion occurred as to whether "offerings"
could be replaced with another term, such as on-line presence.
Chair Baney said under natural resources, a lot is going on with private land.
Public land is addressed differently, as the County has to work with these
entities.
Mr. Kanner stated that the role of department heads and staff regarding
lobbying and legislative issues needs to be kept in mind. AOC often affiliates
have their own priorities, which are not necessarily in alignment with the
County's. He said it would be helpful for him to review legislative agendas
from various groups to determine if what they want can be supported by the
County.
He encouraged the department heads to be involved with the legislative updates
to keep informed on what the State legislature is doing.
