MINUTES OF MEETING
BOARD OF COMMISSIONERS & DEPARTMENT DIRECTORS
MONDAY, AUGUST 15, 2011
Deschutes Services Center - Allen Room - 1300 NW Wall St., Bend
Present were Commissioners Tammy Baney, Alan Unger and Anthony DeBone.
Also present were Dave Kanner, County Administrator; Erik Kropp, Deputy
County Administrator; George Kolb, Road Department, Tom Anderson,
Community Development; Jeanine Faria, Finance; Rob Poirier, 911; David
Givans, Internal Auditor; Joe Sadony, Information Technology; and Susan Ross,
Property & Facilities; Scott Johnson, Health Services; Justice Court; and Greg
Bates, Assessor's Office.
Also present were Dan Despotopulos, Fair & Expo Center; Nancy Blankenship,
Clerk; Mark Pilliod, County Counsel; Charles Fadeley and Jodi Stacy, Justice
Court; Timm Schimke, Solid Waste; Hillary Saraceno, Children & Families'
Commission; Debbie Legg, Personnel; Debi Harr, District Attorney's Office; and
several other County employees. No representatives of the media or other citizens
were in attendance.
Chair Baney opened the meeting at 12:15 p.m.
1. Introductions - Department Heads, Other Attendees
The attendees introduced themselves, and then gave brief updates on their
departments' activities.
2. Department Updates
Dan Despotopulos said that the annual County Fair went well. He is waiting for
the final totals but is expecting overall increases in gate revenue, food
concessions and other revenue over last year.

Susan Ross advised that the County has purchased the former Design Center
building in Redmond. It consists of about 40,000 square feet. Most of the first
floor will be leased out to the State, with the County having a small portion on
the first floor for Parole & Probation and Juvenile Community Justice. The
County will have the second floor for health services, Justice Court,
Community Development and other services and partners. This means services
that have been scattered around the area will be consolidated.
They are in the programming stage, followed by the design stage, with the goal
for occupancy in April 2012. The property is new and very desirable, and was
originally for sale at $4 million. After it became bank-owned it was listed at
$1.85 million, with the final purchase price at $1.4 million.
Ms. Ross said they are converting the card reader system. Some are already
done; others are planned for September and October.
In regard to the County's mailing addresses, there is a $1,000 holdout fee for
each building, and this now costs the County about $10,000 a year. In order to
have one holdout fee, they need to have one address for all County departments
located in Bend. It will still get distributed the same way. This means changing
the mailing address on printed material over time, but it could include both the
physical address and the box number. The transition needs to be completed
before the end of 2012. She would like to hear about concerns or unanticipated
consequences.
Scott Johnson said he is happy that Health Services can consolidate in
Redmond as they are scattered around in five or six places. They are also
working on a site in Sisters. They have had a small, temporary location there,
but this will allow for more services. They hope to be operational by June
2013. The number of people enrolled in the Oregon Health Plan has tripled
over the past few years. They would like to be able to add more geriatric
services. They are doing more regionally through grants, and are working
towards national accreditation, which is relatively new.
Judge Chuck Fadeley said that Carol Garibay retiring from her position next
year. He introduced Jodi Stacy, who will take her place.

Timm Schimke said his department is involved in a landfill gas project, which
puts to beneficial use the gasses produced by decomposing landfill material,
converting it to electricity and selling it on the grid. They will start with a small
scale project that is new technology with great potential. There is also potential
for a gas to liquid fuel program to produce synthetic diesel fuel or a methanol-
type fuel. He will attend a demo project in Texas soon.
Hillary Saraceno gave an overview of the Oregon Education Investment Board
and the Early Learning Council, which are all new through the new Governor.
This is centered around education but touches on healthy communities. No one
seems to be sure what will happen with the State Commission on Children &
Families, but it may roll into the Early Learning Council. No one is sure how
this will work out for the different age groups, and it is silent on the role of
local Commissions on Children & Families. Commissioner Baney is heavily
involved in this work and how it applies regionally. There are still a lot of
unknowns and uncertainty.
She said that the flooring is being replaced in the Mike Maier Building, so she
and other groups had to move out for a while. This has given them a chance to
go through old documents and do some purging.
Dave Kanner said that Board meetings will soon be broadcast on cable and
streamed live via the internet. They will also be archived. They will begin
starting meetings with department updates. He will send a schedule to the
departments in this regard. He asked that they use visuals if possible. The
presentations should last about ten minutes.
Commissioner DeBone added that audio will be important as well. And the
department heads should talk about the basics in their departments for a while
to get the audience informed. Joe Sadony said that there are four cameras and
four screens. These can be set up in advance but it will be live. The equipment
is stationery and cannot be moved, but can be used for other meetings if they
are to be broadcast or archived for future use.
Mr. Sadony stated that a security study is being done over the next ninety days.
They are working on the scope and schedule. They will be looking for best
practices, penetration and security issues.

Rob Poirier of 911 said they are addressing power outage issues, and found they
need to replace the series UPS system with a parallel UPS system. They are
also involved in work on the State disaster preparedness plan.
Additionally, they are looking into funding issues to try to get away from
having to go out for operating levies every few years. A citizen panel is
meeting to find ways to proceed. There will be four meetings in September.
His department is also work on radio communications issues due to an FCC
mandate regarding narrow banding.
Tom Anderson explained that the Commissioners adopted the County
Comprehensive Plan, which was a major milestone and took years of work. An
ordinance on rural events is to come, with probably different versions based on
zoning, etc. They will initiate a new chapter for the Comprehensive Plan for
South Deschutes County as well. This will include various public meetings.
On the building side, July was a good month and August is looking fairly strong
as well. It is nothing like years ago, but better than it has been in some time.
George Kolb said issues regarding bicycle lanes have come up, especially
whether they should be six or eight feet wide. The County does bike ways that
are narrower and the striping is not as wide. Bike paths are wider but usually
are found in cities. They will not be chip sealing the County bike ways.
Road construction is winding down. This year much of it has been in south
County, plus they got a grant for a park & ride at Wickiup Junction that is
almost finished.
A citizen road study group has been meeting to address Road Department
operations and expenses, and to explore potential ways to enhance funding.
