Also present were Erik Kropp, Interim County Administrator; Chris Doty and George Kolb, Road Department; Ronda Connor, Personnel; and five other citizens. No representatives of the media were in attendance. Chair DeBone opened the meeting at 10:00 a.m. 1. PLEDGE OF ALLEGIANCE 2. CITIZEN INPUT None was offered. 3. Before the Board was Consideration of Board Signature of Resolution No. 2012-017, Initiating the Vacation of a Portion of Cline Falls Highway Located in the Deschutes River Homesites Subdivision, Rimrock Addition. George Kolb gave an overview and history of this item and the next, related item. All three property owners signed the petition, and no hearing is needed for a 100% vacation action. Before the Board was Consideration of Board Signature of Order No. 2012-014, Vacating a Portion of Cline Falls Highway Located in the Deschutes River Homesites Subdivision, Rimrock Addition. Before the Board was Consideration of Authorization of Interim County Administrator's Approval to Change Life, Long-term Disability and Voluntary Life Insurance Carriers. Erik Kropp explained that this item relates to life insurance and long-term disability coverage, which are standard benefits offered through the County. The Segal Company analyzed the County's benefit package, and recommended shopping around to find a more affordable way to provide these benefits. Beecher-Carlson, the carrier, did so and came back with a plan resulting in substantial savings. (He referred to the staff report on this item) EBAC recommends moving carriers, at a savings of about $135,000 per year. Also, concerning the long-term disability benefit, the total monthly award amount was low when compared with that of other agencies. It would go from about $3,000 per month to $6,000 per month, at a small cost increase for the additional coverage. Ronda Connor said that the County provides employee life insurance equal to the employee's annual salary. There is a small dependent benefit. These would stay the same but at a significant savings. Long-term disability coverage would increase. This is in essence income replacement for an employee who is unable to work. It covers 66-2/3 of the employee's salary, up to the current maximum of $3,333. Wages have grown, but this amount has not changed. The new plan would increase this amount to $6,000 per month maximum, and very little cost increase to the County.. There is also a benefit available to employees to buy additional insurance through a negotiated group rate at a better cost than doing it on their own, through payroll deduction. They can take this policy with them if they leave the County. This change would allow people who are not covered at this time to utilize an open enrollment period. UNGER: Move approval of Interim County Administrator's signature of the appropriate documents, allowing for a change in carrier, and changing the long-term disability coverage to $6,000 per month maximum. Approval of Minutes: Board Meeting of February 27, 2012 Work Session of February 27, 2012 CONVENED AS THE GOVERNING BODY OF THE 9-1-1 COUNTY SERVICE DISTRICT 9. Before the Board was Consideration of Signature of Document No. 2012- 142, an Intergovernmental Agreement with the Oregon Department of Transportation regarding Computer Aided Dispatch (CAD) Interconnect Services. Minutes of Board of Commissioners' Business Meeting Wednesday, March 7, 2012 Page 3 of 5 Pages Rick Silbaugh provided an overview of the item, which is the culmination of four years' work with many agencies to combine dispatch information in a timely manner. This eliminates confusion and the time needed to handle certain situations. The State Police, ODOT and the County are the last of the group to connect. It is set up to deal primarily with life safety and property safety emergencies. It allows for overlap so various agencies may be able to respond as appropriate. If it is a rolling incident, such as a freight train with problems or a vehicle moving across county lines, the proper agencies can be involved. Chair DeBone said he will be involved in transportation issues at AOC, and can help with this on a policy level. UNGER: Move approval of Document No. 2012-142. DEBONE: Second. VOTE: UNGER: Yes.
