2012-1593-Resolution No. 2012-047 Recorded 5/17/2012I REVIEXWED DESCHUTES COUNTY OFFICIAL RECORDS CJ 202-1593NANCY BLANKENSHIP, COUNTY CLERK LEGAL COUNSEL COMMISSIONERS' JOURNAL 05117/2012 10;2807 III I III L11I111111111111111111 BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON A Resolution Declaring Deschutes County's Intent to Join with Crook and Jefferson Counties in the * RESOLUTION NO. 2012-047 Formation of a Central Oregon Health Council * * * WHEREAS, the Oregon Legislative Assembly has established a priority to reform the delivery of public healthcare based upon the concept of "Triple Aim," that focuses on improving health outcomes, improving customer satisfaction with the health system and reducing cost; and WHEREAS, as part of the Legislature's effort in the area of healthcare reform the 2011 Legislative Assembly adopted Senate Bill 204, which authorizes the establishment of the Central Oregon Health Council, consisting of representatives of Crook, Deschutes and Jefferson Counties, the private healthcare system and the Medicaid contractor serving the central Oregon region; and WHEREAS, the establishment of the Central Oregon Health Council represents a significant step in another Legislative priority in the context of healthcare reform, that being the creation of a coordinated care organization to serve the Central Oregon region in order to integrate and coordinate healthcare systems and thereby advance the Triple Aim; now therefore: BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY. OREGON. as follows: Section 1. Deschutes County hereby declares its intention tojoin with Crook and Jefferson Counties in forming a Central Oregon Health Council, pursuant to Senate Bill 204 (76°i Oregon Legislative Assembly — 201 1 Regular Session.). Section 2. The Board shall by appropriate action designate one of its members to strive as Deschutes County's representative on the Central Oregon Health Council formative council, who shall continue to serve as long as the designated member remains a member of the Board and until the Board appoints a successor representative from among its members. Section 3. Deschutes County's representative on the Central Oregon Health Council is hereby authorized to perform all necessary and appropriate actions on behalf of Deschutes Comity in their capacity as a member of the Health Council formative council, subject to applicable law. Section 4. The Director of the Deschutes County Health Department is authorized to serve on an advisory committee to the Central Oregon Health Council.
