DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, SEPTEMBER 12, 2012
Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Anthony DeBone, Alan Unger and Tammy Baney.
Also present were Erik Kropp, Interim County Administrator; Ronda Connor,
Personnel; Teresa Rozic, Property & Facilities; Dave Inbody, Administrative
Services; and two other citizens. No representatives of the media were in
attendance.
Chair DeBone opened the meeting at 10:00 a.m.

3. Before the Board was Consideration of Board Signature of Document No.
2012-552, a Letter to the Bureau of Land Management regarding the
Conveyance of Land to the City of La Pine for Public Purposes.
Teresa Rozic gave an overview of the item. For several years, community
members and the County have worked with the BLM on this issue, for library
and sewer expansion, and then park plans. The County needs to officially
request conveyance of the land (150 acres of event land and 750 acres for sewer
expansion purposes). Deschutes County will be the interim title holder as this
moves forward.

Senator Wyden's staff made it clear that the government prefers conveyances
go to counties rather than cities. Since then, a ten acre parcel in town where the
library is located that should also be part of this action was included. This piece
goes directly to the library. Deschutes County will assume the survey and
administrative duties, and convey the properties to the City and Park District.
Commissioner Baney noted that this has been a long time coming, and is a big
thing for the City of La Pine. Many people have participated in this effort,
including Chair DeBone who worked on this prior to becoming a
Commissioner. It is not easy to get this kind of thing through the federal
process.

4. Before the Board was Consideration of Chair Signature of Document No.
2012-557, a Notice of Intent to Award Contract Letter for the Operation of
the Deschutes Onsite Clinic.
Dave Inbody explained that the clinic was established in 2011. The provider
contract terminated and an RFP process began. After extensive review, a new
vendor has been selected that better fits the goals of the project.
He said it took about eight months to gain back what was spent to establish the
clinic. Over eighteen months there has been a significant savings to the County
and to employees.
