Also present were Erik Kropp, Interim County Administrator; Scott Johnson, Health Services; Mark Pilliod, County Counsel, and Chief Art Hatch, Sunriver Fire & Rescue. No representatives of the media were in attendance. Chair DeBone opened the meeting at 10:00 a.m. 1. PLEDGE OF ALLEGIANCE 2. CITIZEN INPUT None was offered. 3. Before the Board was Consideration of Board Signature of Document No. 2012-599, an Intergovernmental Agreement between Deschutes County Health Services and the Central Oregon Health Board. Scott Johnson stated this is the core document that funds Behavioral Health services. They are doing a considerable amount of work with and regarding the Health Board and health care reform. Pacific Source, the CCO, coordinates much of the work in the region for Oregon Health Plan members. Much is pass-through funding. The value is about $7 million, but this varies according to the number of members and the services provided. They are expecting membership to increase somewhat during the next year. Minutes of Board of Commissioners' Business Meeting Monday, October 15, 2012 Page 1 of 5 Mr. Pilliod stated that there are a few items in the contract that need clarification but are non-substantive. He asked for the Board to approve signature of the document, subject to these adjustments. Commissioner Unger asked if this agreement transfers responsibility and management. Mr. Johnson stated that they are responsible for making sure any members who are entitled and need services get such services. Not only is the County providing services, but they use a number of other community sources. Commissioner Baney added that the County has liability as well; to make sure relevant information is gathered and provided responsibly. BANEY: Move Board signature as amended. LINGER: Second. Before the Board was Consideration of Signature of Resolution No. 2012- 121, Adopting the Emergency Operations Plan for the Sunriver Service District. Art Hatch, Chief, Sunriver Fire & Rescue, explained that it is the first plan Sunriver has had in its history, covering all risks and hazards. It has been before several committees who worked on the risk and hazard analysis. A grant through the Department of Homeland Security funded much of this. A vendor who had done so for many Oregon communities wrote the plan. It was reviewed to make sure it was consistent with the County's Emergency Management Plan and other relevant documents. One thing that was missing was the activation plan, which was added. Commissioner Baney asked how they integrated this into the Deschutes County EMP. Mr. Hatch said they used the County's plan as a model and template. This vendor also worked on the County's plan in the past. Mr. Hatch is very confident they are compatible and consistent. Mr. Pilliod noted that the County has been asked to approve this since Sunriver is not an incorporated city. Only counties and cities are allowed to adopt these plans. They were coordinated to avoid conflicts. A pdf file was provided to the Board to avoid printing out copies of the 400+ page document. Before the Board was Consideration of Approval of Weekly Accounts Payable Vouchers for the 9-1-1 County Service District in the Amount of $8,452.64. UNGER: Move approval, subject to review. Before the Board was Consideration of Approval of Weekly Accounts Payable Vouchers for Deschutes County in the Amount of $714,704.62. UNGER: Move approval, subject to review. BANEY: Second. VOTE: UNGER: Yes. BANEY: Yes. DEBONE: Chair vote yes. 10. ADDITIONS TO THE AGENDA Commissioner Baney said that she heard in July about the Oregon Statesman of the Year award; she thought she was just nominated, but did not know she was selected. It is basically done on a non-partisan basis, and this year they were looking at health care reform. Eleven people received the award. She said it was exciting to be there and representing Deschutes County as well as other counties. All are partners and share much of the work and the risk. Commissioner Unger said that he is glad that the Oregon Business Association recognizes this kind of work. This is meaningful to the County and the State and especially to Deschutes County.
