DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, NOVEMBER 19, 20.12
Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Anthony DeBone, Alan Unger and Tammy Baney.
Also present were Tom Anderson, Interim County Administrator; Erik Kropp,
Deputy County Administrator; Peter Gutowsky and Paul Blikstad, Community
Development; Laurie Craghead, County Counsel; Teresa Rozic, Property &
Facilities; and three other citizens.
Chair DeBone opened the meeting at 10: 03 a. m.

3. A Presentation regarding the Honor Flight Group's Visit to the World
War II Memorial in Washington, DC.
Dick Tobiason, Chair of the Bend Heroes Foundation, thanked the Board for its
ongoing support. He explained there is a large group of WWII, Korean and
Vietnam vets living in Central Oregon.
Mr. Tobiason gave an overview of the history of military fields located in this
area and the work done there. Many of these were used to train civilian pilots,
and all the air fields here were initially built for that purpose. Some of the
original buildings are still being used. Signage is in place on many locations
and along roadways recognizing the contributions of these facilities and
veterans.

He then explained Honor Flight activities. They hope to finish the program in
eastern Oregon next year, which includes assisting residents of many counties
that have no other support in this regard. They need to raise $20,000 for next
year but have $15,000 set aside now.
The groups spend four days in Washington, DC, meeting with Representatives,
touring the Veterans' Memorial, the White House, the Lincoln Memorial and
other locales. Mr. Tobiason has been able to lead six trips and plans to do one
more. At this point, about 40% of the veterans are in wheelchairs, so each
veteran has a guardian. The Veterans' Memorial is the most heavily visited
location in Washington, DC, and the impact of this visit on the veterans, their
families and friends can be profound.
Mr. Tobiason presented a flag with a notation it is the Board's flag, and it flew
over the capital at one point. Each veteran involved in Honor Flight gets one of
these flags. Each veteran also gets a photo album of their trip.
Commissioner Unger commended Mr. Tobiason on his determination to make
this and other acknowledgements happen. Commissioner Baney thanked him
and the other veterans for the freedoms everyone here enjoys. Chair DeBone
thanked him for his hard work and for that of the veterans who have given so
much.
4. Before the Board was a Public Hearing and Consideration of First
Reading, by Title Only, of Ordinance No. 2012-016, Amending Certain
Sections of Deschutes County Comprehensive Plan (Destination Resort
Eligibility Criteria).
Peter Gutowsky read the opening statement for this hearing. In regard to
conflict of interest, the Commissioners had none to declare. Mr. Gutowsky
gave a brief history of the criteria amending the destination resort map. Some
findings were challenged in court, but the County's findings were affirmed.
The Board adopted the amendment to the plan and zone, which was also
appealed. LUBA again affirmed the County's position. Appeals to this issue
have now been exhausted. They want to fold the goals and policies into the
Comprehensive Plan update at this time, and this Ordinance integrates the
changes. This is now a housekeeping project to strike out one chapter and
allow for consistency.

the hearing was closed.

will take place on December 3, 2012.
5. Before the Board was Consideration of Signature of Document No. 2012-
582, a Release of Reversionary Interest in a Habitat for Humanity
Property.
Teresa Rozic said that Habitat for Humanity has asked that the County's
reversionary interest be transferred from one property to another. The County
donated two lots to Habitat a few years ago. One has been developed and has a
family living in it. The second lot was too challenging to develop due to its size
and the steepness and rockiness of the terrain. A friend of Habitat has offered
to exchange lots with them, with both lots having a similar value. The other lot
is flat, easier to develop, and located near other Habitat homes. This document
would change the County's interest in the Roanoke lot to the Woodland lot.
Escrow will handle the paperwork and language will be included for the
Woodland lot to be used for affordable housing only.
Commissioner Baney stated that the Roanoke lots had been determined to be
unbuildable, but Habitat worked creatively to develop one of them. Ms. Rozic
has analyzed all County properties carefully; and because of her work, a family
now has a home, and she is finding solutions to other issues.

6. Before the Board was Consideration of Signature of Order No. 2012-038,
the Possible Reopening of the Public Hearing on Applications for a Plan
Amendment and Zone Change Submitted by the Oregon Department of
State Lands ( File Nos. PA-11-7/ZC-11-2
Paul Blikstad said that the Department of State Lands' hearing was conducted
and kept open for further testimony. The State submitted what staff thought to
be additional information, so all parties have been given an opportunity to
respond.
Laurie Craghead added that they made one addition to the whereas clauses in
the Order, referencing Code in regard to reopening the hearing. This sets a
specific hearing date.
Mr. Blikstad stated that an expert has been asked to testify specifically on soil
classifications, as this case could have wide-ranging ramifications.

HONOR FLIGHT OF EASTERN OREGON (HFEO)
FACT SHEET
Honor Flight of Eastern Oregon (HFEO) is one of 112 regional "hubs" in 40 states participating
in the national Honor Flight Network (HFN) program honoring WWII veterans by taking them to
Washington, DC to visit their National WWII Memorial.
Almost 100,000 WWII veterans from across our nation have participated in the HFN program
launched 8 years ago. WWII veterans travel free of charge in appreciation for their WWII
service and sacrifice 7 decades ago preserving our freedoms. "Guardians" assisting the
veterans pay hubs for their own lodging, meals, and airline expenses.
Ninety percent (90%) of the WWII veterans who survived WWII have passed away since the end
of WWII sixty seven years ago. The surviving 1.6 million WWII veterans are older than 85 with
some in their late 90s. Time is of the Essence to honor the "Greatest Generation".
Following dedication of the 325 mile award winning WORLD WAR II VETERANS
HISTORIC HIGHWAY (US Hwy 97 and SR 126), Bend Heroes Foundation continues
honoring WWII veterans through HFEO, its regional Honor Flight program honoring Oregon's
WWII Veterans living east of the Cascades. HFEO is managed by the nonprofit Bend Heroes
Foundation, a 501 (c) (3) non profit tax exempt organization.
On July 20, 2011 the Foundation formed a second Honor Flight hub serving the greater Portland
area where 80 WWII veterans were then waiting to travel to Washington, DC.
Veterans and Guardians who assist the veterans will visit the WWII Memorial, U.S. Capitol,
Lincoln Memorial, Iwo Jima Memorial, Tomb of the Unknowns, and 6 other veterans'
memorials in the Washington, DC area. Our trips are 4 days in duration: a day traveling from
Portland to Washington, 2 full days (sometimes 2'/z days) in Washington, and a day returning to
Portland (PDX). On the reverse side is a photo of our group at the WWII Memorial on
September 21, 2012.
During its first 24 months of operation with 6 visits to Washington, Bend Heroes Foundation
has honored 207 WWII Veterans from both service areas. Our most recent trip was September
19-23. The next trip will be scheduled during spring, 2013.
