MINUTES OF BUDGET COMMITTEE MEETING
DESCHUTES COUNTY BOARD OF COMMISSIONERS
TUESDAY, MAY 219 2013 - P.M.
Allen Room, Deschutes Services Building
Present were Commissioners Alan Unger, Anthony DeBone and Tammy Baney.
Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy
County Administrator; Jeanine Faria and Teri Maerki, Finance; Dave Inbody,
Administration; Budget Committee members Clay Higuchi, Mike Maier and Bruce
Barrett; and for a part of the meeting, David Givans, Internal Auditor. No
representatives of the media were in attendance. Minutes were taken by Kathleen
Stockton of Community Development.
Bruce Barrett opened the meeting at 1: 00 p. m.
Community Development Department
Nick Lelack, Community Development Director, introduced Division Managers
and presented the proposed CDD budget including proposed fee increases to
building and planning permits. Mr. Lelack mentioned that CDD is starting to see a
recovery in building, planning and environmental soils applications and then
proceed to review the Budget Summary for CDD.
The Budget Committee had several questions and asked for clarification on the
beginning cash balance in FY-13 and FY- 14 as well as the expenditure for Capital
Outlay (ACCELA Software program).
The discussion then focused on the Division Managers review of the Board's
Goals and Objectives and how their divisions expect to meet these standards.
Comments were then received from Andy High, COBA (Central Oregon Builders
Assoc.). He addressed the Committee suggesting that the County consider
funding the Long Range Planning section automatically from the General Fund
rather than as a subsidy. He also stated that COBA supported the proposed fee
increase.

Comments were also received from Bill Robe, COAR (Central Oregon Assoc. of
Realtors), who expressed his appreciation of CDD's staff's collaboration and good
working relationship with COAR.
Service Partners
Roger Lee, Executive Director EDCO (Economic Development for Central
Oregon) addressed the Committee and explained EDCO's advertising and
economic development strategies, one example being the air service from
Redmond to Los Angeles. He also reviewed with the Committee EDCO's
performance indicators for FY-13 as well as their strategic plan for FY-14.
Discussion then occurred regarding proposed County funding for EDCO for FY-
14.
Alana Hughson, President & CEO COVA (Central Oregon Visitor Assoc.)
introduced Scott Huntsman, Black Butte Ranch; Melissa Hochschild, High Desert
Museum; and Dan Despotopulos, Deschutes County Fairgrounds to the Committee
and proceeded to discuss the 2013 Annual Report & State of the Industry hand-out
with the Budget Committee. Further discussion occurred regarding the highlights
of the FY-13 budget as well as the proposed budget for FY-14.
District Attorney's Office
Patrick Flaherty, District Attorney introduced his staff and proceeded to discuss his
proposed budget requests. Discussion occurred regarding State funding cuts to
programs as well as his department's work in applying for grants to offset funding
losses. Funding of the Victim Assistance Program as well as adding another
Deputy District Attorney, (1 FTE) was also discussed.
Mary Anderson, Chief Deputy District Attorney address the Committee and
reviewed caseload comparisons of Deschutes County with other Oregon counties.
ustice Court
Judge Charles Fadeley addressed the Budget Committee and introduced Jodi Stacy,
Justice Court Coordinator.
Judge Fadeley proceeded to discuss the increase in citations especially in
Redmond, La Pine and the Sisters areas as well as the reduction of revenue from
the State assessments, which affect the Justice Court's revenue.
