MINUTES OF ELECTED OFFICIALS' COMPENSATION COMMITTEE
MEETING
DESC14UTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, MAY 22, 2013 - NOON
Allen Room, Deschutes Services Building
Present were Tom Anderson, County Administrator; Erik Kropp, Deputy County
Administrator; Teri Maerki, Finance; Debbie Legg, Personnel; and Budget
Committee members Clay Higuchi, Mike Maier and Bruce Barrett. No
representatives of the media were in attendance.
Bruce Barrett opened the meeting at 12:10 p.m.
The Elected Officials' Compensation Committee then met, and Debbie Legg
joined in. She said the Assessor is not an elected position in some counties, so that
range was analyzed separately. It is the same with the Clerk's position although
the pay here is lower than in most counties. In regard to Justice of the Peace, some
are full-time and others aren't.
Mr. Legg said the committee gave the elected officials a 2% COLA last year but
the Commissioners did not take it.
MAIER: Move that they put the Assessor at the average, add 2% and other
applicable roll-up costs.
HIGUCHI: Second.
The Committee members agreed.
MAIER: Move that they grant the Clerk a 4% COLA and other applicable roll-
up costs.
HIGUCHL• Second.

It was noted that the problem with Commissioners not taking the COLA is that it
means someday they have to catch up. Jackson County tips the average down.
MAIER: Move that the Commissioners be granted a 1.6% COLA and other
applicable roll-up costs.
HIGUCHL• Second.
The Committee members agreed.
In regard to the District Attorney, the State average is $107,952. The County's
part is about $27,000. Without Clackamas, it is lower. There is no control over
what the State pays.
MAIER: Move that they grant the D.A. a 2% COLA and other applicable roll-
up costs.
HIGUCHI: Second.
The Committee members agreed.
In regard to the Sheriff, the Sheriff has measurably more responsibilities than most
law enforcement. They need to avoid compression with other positions. Some
upper management is close to the same amount. Mr. Higuchi said they need to
keep this competitive with other positions as well.
Mr. Maier noted that he'd like to get to a 15% differential and avoid compression.
MAIER: Move that they grant the Sheriff a 5% COLA and other applicable
roll-up costs.
HIGUCHI: Second.
The Committee members agreed.
Regarding the Justice of the Peace, Mr. Maier said that some are grandfathered in,
and in some places they are not attorneys. Deschutes County requires this.
HIGUCHI: Move that they grant the Justice of the Peace a 1.6% COLA and other
applicable roll-up costs.
BARRETT: Second.

Regarding the Treasurer:
MAIER: Move that they grant the Treasurer a 1.6% COLA and other applicable
roll-up costs.
HIGUCHI: Second.
The Committee members agreed.
Teri Maerki said that the budget is tight, so this will require a general fund transfer.
They are not filling a vacant position.
She was instructed to take this out of contingency instead.
Being no further discussion, the meeting adjourned at 12:50.
