You are about to read the first Deschutes County Voters'Pamphlet.
This am hlet is being p p g produced because we have received numerous
requests from voters asking for additional information on candidates
and measures.
Although some precincts may not have measures or contested races
for this-election, there is information in the pamphlet that is beneficial
to all voters. General information is included, such as: voter registra-
tion, a sample ballot and the 1990 election dates. Also, there is an,ap-
plication for an absentee ballot if you'need to vote absentee for the
May 15th Primary Election.
This pamphlet is provided to help you become a more-informed voter.
If we received arguments for and against measures, they are included.
Each candidate had the opportunity to submit a picture and statement
regarding his/her candidacy.
I am pleased to provide this service to you. We have worked hard to
make it a tool that will be useful to you, the Voter, as you cast,your
ballot.
We would like to hear from you regarding the design and usefulness of
our County Voters' Pamphlet. We have provided a questionnaire, on
page 6, for you to express your views. This will ensure that we will
meet your voter information needs. Please complete and return it with
your vote-by-mail'ballot.

VOTER REGISTRATION INFORMATION
A qualified person must complete a voter registration card and mail or deliver it to any
County Elections Office. The date.of registration is the date on which the legible, accurate
and complete registration card is received in any County Elections Office.To be eligible to
vote,you must register by 5:00 p.m. on the 21st day before the election at which you intend

The March 27, 1990 election is being conducted by mail-in ballot. Youshould receive
your ballot packet the week of March 12th. The packet will contain a blue return enve-
lope, a white secrecy envelope, a computer punchcard and a ballot page,containing the
candidate(s) and/or measure(s) for which you are eligible to vote.
VOTING INSTRUCTIONS
I. Read the ballot page(s) showing the candidates and/or measures. Note the Ballot Card
number, to the right of the Candidate or the Measure response (YES or NO) of your
choice.
2. Find the same number on the computer ballot card.
I Place the computer ballot card on a flat surface. Using a pen or pencil press straight
down on the small black dot ABOVE THE NUMBER of your choice. While pressing
down slowly lift the top of the computer ballot card with your other hand until the,rect-
angle containing the black dot is completely detached.
4. To vote for a candidate whose name is not on the ballot, write the complete title office
and position—and the full name of the candidate in the proper space on the write-in por-

cational and remedial programs. I believe it is the first duty of a Board Member to
strive for the best education possible, not the fanci-
est buildings, or.the biggest lawns, or the win-
ningest athletic teams, but the very best education
for pupils. That's the purpose of schools, and the
key to success is the classroom teacher. Redmond
has some exemplary teachers and they should be
adequately paid for the job they are doing.The tax-'
payers' money should go to teachers instead of to a
i top heavy district office administration with a sepa-
rate person to perform each separate task the super-
intendent has; and to teachers instead of the many
specialists who meet with pupils out of the regular
classroom environment. If all or most of the Dis-
trict's certified personnel were classroom teachers,
Redmond would have one of the best classroom
j pupil-teacher ratios in the State, and superb'educa-
tional achievment would be the result because that's
where it happens-in the classroom.
Another basic duty is guardianship of the money
gleaned from the taxpayers. With Redmond's new
tax base making plenty of money available,it is nat-
ural to expect more money to be wasted than was
wasted when the District existed under the more
stringent safety net conditions. The more waste
drains we can plug, the more money will be avail-
able for the better education of pupils.
The duty of a Superintendent is to implement the
recommendations of the school board which listens
to the wishes of the people, their electors. Unfortu-
nately,Redmond's present system seems to work in
reverse. The Superintendent directs the school
board which votes to execute his wishes while they
try to convince the people of the district that"It's all
for the good of kids."
