9-2. ESTABLISH TAX BASE FOR SCHOOL DISTRICT.
QUESTION: Shall Administrative School District No. 1, Deschutes County, Oregon, have a new
tax base of $29,336,358.00 established for 1991-1992?
SUMMARY:The approval of this measure will establish a new tax base of $29,336,358.00 for the
1991-1992 school year.This measure will change the limit within which the school board may levy
taxes to operate the schools. An increase in the budget for the schools has become necessary
because of rapid growth in student enrollment.
This measure will increase the tax base by$2,390,897.41.The current tax base of$26,945,460.59
for 1991-1992 will be replaced by this measure.The tax base levied in 1990-1991 was$25,420,245.84.
The property tax rate limitation approved by Oregon voters in
November, 1990 will reduce the future tax rate of this measure.
The Oregon Constitution will also limit the growth of this tax base YES 7
to a maximum of 6 percent annually, without approval byvoters.

9-3. GENERAL OBLIGATION BOND AUTHORIZATION.
QUESTION:Shall the District be authorized to contract a general obligation bonded indebtedness
in an amount not to exceed $44,525,000?
SUMMARY: This measure authorizes the District to issue general obligation bonds of not more
than $44,525,000 to finance the acquisition, construction, equipping and furnishing of: two
elementary schools and one junior high school to be located in the Bend area; one elementary
school to be located in LaPine; one multi-purpose facility to be located in the Sunriver area; and
the improvement and addition to other school buildings;and to pay all incidental costs.The bonds
would mature over a period not to exceed 20 years.

9-1. ONE YEAR SPECIAL LEVY TO PURCHASE MAINTENANCE EQUIPMENT.
QUESTION:Shall City of Sisters levy$15,000.00 outside the tax base in FY1991-92 for purpose of
purchasing maintenance equipment.
SUMMARY:The proceeds from this special one (1)year levy to be made in FY1991-92 will be used
to purchase additional equipment for the Public Works Department.The equipment would consist
of, gas weed eater, 4000 watt generator, 100 CFM air compressor, drill press, table saw,4 wheel
drive tractor with a front end loader, 3 pt. mower, broom attachment, sidemount brush mower,
misc. hand tools and a computer.
The estimated tax cost of approximately.43 per$1,000 of assess-
ed value for this measure is an ESTIMATE ONLY based on the YES 15
best information available from the county assessor at the time of
