By meeting the ever-increasing salary-benefit demands of the recent school administration contracts(BASA), Holt has demonstrated: 1. Disregard for student needs 2. Lack of consideration for the voice of the voters 3. Illegal action in voting to grant wage and benefit increases(which had already been accepted in a prior executive session and which had already been implemented in November, prior to this vote), resulting in an increased tax burden. JUSTIFICATION OF HIS COURSE IN OFFICE BY DENNIS HOLT, DIRECTOR ZONE 1. As a health professional, Colonel in the USAR and an unpaid public servant, I know what it means when you swear an oath. I respect the Right of Recall when it is used in a responsible fashion. The travesty of this recall is that Oregon law does not require that the reasons given for initiation be true or even responsible.This recall is based upon lies, misinformation, half truths and deceit. THESE ARE THE FACTS 1. 1 was not on the School Board when the original BASA contract was signed. 2. The reopener clause and subsequent resolution DID NOT result in any current increase in taxes. 3. 1 was not at the LaPine meeting. The one board member NOT being recalled was at that meeting. 4. Because we wanted the 11th hour critics to understand and because their questions were complex and of a rambling nature, the board members decided that a response in writing would be most appropiate. All of the concerns and questions had been addressed and answered to our mutual satisfaction at prior meetings. THE RE GROUP HAS STATED THE"OPEN MEETINGS LAW" WAS VIOLATED.THAT IS A BLATANT UNTRUTH.THE DECISION REGARDING THE CONTRACT NEGOTIATIONS WAS MADE AT A PUBLIC MEETING OF THE BOARD IN FULL COMPLIANCE WITH OREGON LAW. IT HAS BEEN FURTHER STATED THAT THE BOARD DOES NOT LISTEN. THE FACT IS PUBLIC INPUT IS ACCEPTED AND ENCOURAGED AT EACH AND EVERY BOARD MEETING AND AT OTHER SCHOOL-RELATED FORUMS IN THE MMUNITY.THE ALLEGATION RELATING TO CUTTING BOOKS, MATERIALS AND PROGRAMS IS UNTRUE. THERE WERE INCREASES IN ALL THREE AREAS DUE TO STUDENT NEEDS.THE RECALL GROUP HAS ENJOYED A POSITION IN WHICH THEY CAN MAKE CHARGES AND INFLAMATORY STATEMENTS WITHOUT HAVING TO PROVE CHARGES OR JUSTIFY STATEMENTS.THIS COMMUNITY SHOULD FEEL A SENSE OF OUTRAGE OVER THE MANNER IN WHICH THIS NARROW, SPECIAL INTEREST GROUP IS ATTEMPTING TO MANIPULATE IT AND IT'S EDUCATIONAL FUTURE. After coming here permanently, I looked for a way to be of service. I sought and received appointment to the School Budget Committee because that was in my field of expertise. Subsequently, I was elected to the Board of Directors. During this period of service I have diligently listened to anyone who wanted to discuss the schools. Often,the opinions I heard were in direct opposition to each other. 1 based my decisions,after all the facts were in,on what I heard as well as what I felt was best. I never expected total agreement even on the Board itself. Disagreement is not a legal reason for recall. The accusation of an illegal decision during executive session is false. The only"disregard for student needs" I am guilty of is to expect teachers to take FULL responsibility of educating my children while I ignored their pleading to be a partner with them in the process. I do hear the"voice of the voter" in LaPine telling me we are the armpit of Bend and never get anything. Bend"voices"tell me to close LaPine schools for non-support at the ballot. The most angry and loudest is the"voice" against property and business tax.Ten years of listening and I ran for the Board. It hasn't taken three years to realize Oregon needs another revenue.This Board, nor any Board to follow,can solve our problem. Oregon residents could and, perhaps, at that time we all will hear the quiet,very frustrated voice of youth. Based on information from many sources, I made a decision and took LEGAL action on it. The charges in the recall petition are false.How can it be said that I have disregarded student needs when more books and supplies were purchased this year than last year. While no programs were cut, night school and summer school were expanded. Several handicapped student programs were also improved. Voter's concerns as well as student needs are always on my mind when I make my decisions. I know the community wants good schools but at a reasonable cost.Our cost per student is one of the lowest when compared with similar districts.We exceed most of them in test scores and academic achievements. The charges of illegal action are false.Accepting, in a closed session,details of a contract that your negotating team has worked out is clearly allowed by state law.Approving that labor contract must be done in a public meeting which is exactly what happened. I have been elected 3 times and have served this community for over 6 years in an open, honest and ethical way. To allow me or others board members to be recalled for these false allegations is an outrage and would wound this community for years to come. SHALL DAVID DEWEY, DIRECTOR ZONE 5, BE RECALLED? I have never,and will never, disregard student needs. In the seven months I have served on the school board,I have tried to keep myself and the school board accessible to all district patrons. I have even attended the only two non-secret meetings which the recall group has held. I don't believe that the voters of this district speak with one voice. I will continue to be open to the varied voices of the taxpayers of the district. I'm an attorney. I understand the open meetings law.Absolutely nothing even close to illegal happened.
