EXPLANATION:This measure will provide necessary funds for existing services and needed repairs and im- provements at the Cascade Swim Center. During the fiscal year 1988/89 the District cut the number of full-time employees by 12%.This levy does not reinstate lost positions nor will it create any new positions.The levy will allow the District to continue pool operations and recreation programs at current levels. The building repairs and improvements will include:rust treatment on roof truss plates, insulating exterior walls to eliminate condensation inside the building, and adding office space. The total amount of money to be raised by this levy will be $495,588 to be levied in equal proportions of$165,196 over the fiscal years 1989/90 through 1991/92. It is estimated this action will increase tax rates by 45 cents per $1,000 assessed value in fiscal year 1989/90. Our reasons for recall of the Board Members of District 2J are: 1. Loss of the public's trust and confidence resulting in levy failures. 2. Failure to adequately prioritize the schools needs. 3. Loss of transportation rebate funds. 4. Lack of following the District's written policies. 5. Failure to seek out and use public input. JUSTIFICATION OF HIS COURSE IN OFFICE BY MARK LATTA, DIRECTOR, POSITION 1. 1. 1 feel the levy failures are more a result of high taxes and the taxing method rather than the loss of public trust. 2. The job of the school board is to see that the students get the best education for the money available.There was a large turnout at the meeting when transportation and athletics were cut and the majority asked for these cuts rather than cut into the academic programs. 3. These funds have not been lost yet and there is a good possibility with the legislature trying to improve the school funding problem that they won't be lost. 4. 1 don't feel that I have failed to follow district policy. 5. HAAK,JR., DIRECTOR, POSITION 2. As a member of the Redmond School District 2J Board of Directors,I have maintained and established district policies,and prioritized the programs and services provided within the law. My objectives, past and present, have been to best fulfill the educational needs of our students and the district's goals to develop well-rounded, competent young adults, within the financial limitations provided. As chairman of the Redmond School Board, I have represented and acted as liaison between District Administrators, fellow Board Members, and the Oregon School Boards Association. The board has always encouraged public participation in school activities.We have always provided open school board meetings to allow community input and participation in school board decision making. As a board and as individuals, we have never been involved in any illegal or unethical actions.As a parent and as a board member, I have always worked with the students' best interests at heart. JUSTIFICATION OF HER COURSE IN OFFICE BY MARIANNE WALKER, DIRECTOR, POSITION 3. 1 have been elected three times by the voters of this District to provide a quality education for our children and have served for ten years in an unpaid position. I feel an obligation to represent the opinions and desires of the citizens of this District and not of just a vocal few. I am committed to excellence in education to prepare our children for more effective lives in a stronger America. Because of severe financial problems this year, some extremely difficult decisions had to be made: whether to cut about 25 to 30 teaching positions or to cut bus service. We chose to preserve the academic program for the children and to protect the classroom. Our school district is one of the best in Oregon because it provides a strong basic education without frills.I want our level of educa- tion to remain high and strong,to provide maximum excellence in education and the best possible education for our students within our resources. I will not be satisfied with mediocrity! I am proud of the Redmond School District. The recall effort is a misuse of the recall process. The expressed reasons are untrue, and are being used to cover their real com- plaint. That is that I don't agree with them. 1 am guilty of not agreeing with them. My priorities for decision making as a school board director are: 1. Healthy & Safe environment 2. Lack of following the District's written policies. 5. Failure to seek out and use public input. JUSTIFICATION OF HIS COURSE IN OFFICE BY STEVEN CROSS, DIRECTOR, POSITION 5. This is a letter of rebuttal to the charges placed against me as a school board member. I do not feel I have lost the public's trust and confidence as twenty people tell me what a good job I am doing compared to one who tells me I am not.I think that I have adequately set priorities for school needs because I have placed educational interests above transportation interests. We have, indeed, lost transportation rebate funds for this year but that was a choice of the public not to continue busing. We have been accused of not following written policies for the district because we did not provide busing. This policy has never been stated in full publicly and, as the policy states,any major change in busing must be approved by the board.We have always used public input to make our decisions and, in fact,the decision to cut busing was made at a public meeting where public input demanded that we cut busing.In short,1 feel I have completely fulfilled my responsibility as a school board member and should not be recalled. I do not feel I have lost the public's trust and confidence as twenty people tell me what a good job I am doing compared to one who tells me I am not. I think that I have adequately set priorities for school needs because I have placed educational interests above transportation interests. We have, indeed, lost transportation rebate funds for this year but that was a choice of the public not to continue busing. We have been accused of not following written policies for the district because we did not provide busing. This policy has never been stated in full publicly and, as the policy states,any major change in busing must be approved by the board.We have always used public input to make our decisions and, in fact,the decision to cut busing was made at a public meeting where public input demanded that we cut busing.In short,I feel I have completely fulfilled my responsibility as a school board member and should not be recalled. Our reasons for recall of the Board Members of District 2J are: 1. Loss of the public's trust and confidence resulting in levy failures. 2. Failure to adequately prioritize the schools needs. 3. Loss of transportation rebate funds. 4. Lack of following the District's written policies. 5. Failure to seek out and use public input. 6. Lack of adequate Board leadership. JUSTIFICATION OF HER COURSE IN OFFICE BY MARIANNE WALKER, DIRECTOR, POSITION 3. 1 have been elected three times by the voters of this District to provide a quality education for our children and have served for ten years in an unpaid position. I feel an obligation to represent the opinions and desires of the citizens of this District and not of just a vocal few. I am committed to excellence in education to prepare our children for more effective lives in a stronger America. Because of severe financial problems this year, some extremely difficult decisions had to be made: whether to cut about 25 to 30 teaching positions or to cut bus service.We chose to preserve the academic program for the children and to protect the classroom. Our school district is one of the best in Oregon because it provides a strong basic education without frills.I want our level of educa- tion to remain high and strong,to provide maximum excellence in education and the best possible education for our students within our resources. I will not be satisfied with mediocrity! I am proud of the Redmond School District. The recall effort is a misuse of the recall process. The expressed reasons are untrue, and are being used to cover their real com- plaint. That is that I don't agree with them. I am guilty of not agreeing with them. My priorities for decision making as a school board director are: 1. Healthy & Safe environment 2. Quality in Class programs 3. Transportation YES 144 4. This is a letter of rebuttal to the charges placed against me as a school board member. I do not feel I have lost the public's trust and confidence as twenty people tell me what a good job I am doing compared to one who tells me I am not.I think that I have adequately set priorities for school needs because I have placed educational interests above transportation interests. We have, indeed, lost transportation rebate funds for this year but that was a choice of the public not to continue busing. We have been accused of not following written policies for the district because we did not provide busing. This policy has never been stated in full publicly and, as the policy states,any major change in busing must be approved by the board.We have always used public input to make our decisions and,in fact,the decision to cut busing was made at a public meeting where public input demanded that we cut busing.In short,I feel I have completely fulfilled my responsibility as a school board member and should not be recalled.
