1989-05-16 - Ballots OFFICIAL BALLOT - SPECIAL ELECTION BALLOT CARD Deschutes County, Oregon, May 16, 1989 NO. STATE OF OREGON REFERRED TO THE PEOPLE BY THE LEGISLATIVE ASSEMBLY 1. ESTABLISHES NEW TAX BASE LIMITS ON SCHOOLS. QUESTION: Shall Oregon Constitution be amended to establish new tax base limits on schools? EXPLANATION: Amends Oregon Constitution. Beginning in 1990, gives a school dis- trict a tax base equal to: (1) any one of the district's operating levies in the prior three years plus six percent,or(2)for two-year safety net districts,the district's 1989 operat- ing levy plus 12.36 percent, or (3) the operating levy approved by the district's local voters for 1990, if approved by July 1, 1989. Permits merging school districts to form new tax base limit by combining their existing tax base limits. ESTIMATE OF FINANCIAL EFFECT: These changes to the Oregon Constitution have no fiscal effect on state government because the state does not levy a property tax. However, the 1989 Legislature has passed other laws that will take effect only if this measure passes. These laws would spend state General Funds in the next two years as follows: 2 Yr 1989 1990 Period School property tax offsets and grants ________________________________________ $16.7 mil $18.3 mil = $35 mil Education of severely handicapped students ________________________________ $17.5 mil $17.5 mil = $35 mil Basic school support ______________________________________ $10.7 mil $11.3 mil = $22 mil Homeowner property tax relief__________________________________________________________ $20.3 mil = $20.3 mil The property tax relief and property tax offsets would reduce personal income tax deductions; increasing state income tax revenue by$1 million per year.The homeowner property tax relief program would require $100,000 in one time set-up costs and $300,000 per year to administer in each of the next two years. APPROVAL OF LEVY FOR DESCHUTES COUNTY EDUCATION SERVICE DISTRICT. QUESTION: Shall Deschutes County Education Service District levy$495,090 out- side the statutory limitation to provide special educational programs during 1989-90? EXPLANATION:This levy will provide additional necessary behavior management ser- vices to public school students with serious emotional handicaps; a vehicle to deliver films and instructional materials to schools in Bend, Redmond and Sisters;and six school nurses to deliver health-related services to the approximately 12,000 public school students in Deschutes County. If this levy is approved, the estimated levy rate will be $ .22 per $1000 of assessed valuation. EXPLANATION:To construct,equip classrooms and septic system improvements at Terrebonne Elementary;construct,equip classrooms at Tumalo Elementary;construct activity room,replace roof at Lynch Elementary;refinish gymnasium floor,new roof and fencing, resurface outdoor track at Obsidian Junior High; refinish gymnasium floor, resurface outdoor track at Redmond High; remodeling and new roof at Evergreen Center; improvements to school grounds,clock systems,and other facilities and bond costs. RIVER FOREST ACRES SPECIAL ROAD DISTRICT 9-1. THREE YEAR SERIAL LEVY QUESTION:Shall RFASRD levy$10,000.-for three years outside the tax base for road construction beginning 1989-90? EXPLANATION: River Forest Acres Special Road District proposes a new three year levy of $10,000.- per year beginning in 1989-90 for a total of$30,000.-. The monies raised will be used for paving our road system. Road type to be 0-9 oil mat. YES 46 NO 47
