QUESTION: Shall Deschutes County levy $250,000 each year for two years, outside
the tax base, for "9-1-1" operations beginning in 1987-88?
EXPLANATION: The two-year serial levy will provide operating funds for Deschutes
County's "9-1-1" Agency for two years beginning July 1, 1987. The serial levy will levy
outside the limitation on taxation set forth in Article Xl,Section 11 of the Oregon Constitu-
tion for the 1987-88 and 1988-89 fiscal years. The estimated total outlay for "9-1-1"

QUESTION: Shall DCRFPD 41 levy$479,493 outside the tax base for 1987-88 and in-
crease net tax rate to raise the levy?
EXPLANATION: In addition to the District's current tax base levy,the DCRFPD#1 Board
has proposed to raise $479,493 with this special levy measure to partially finance the
1987-88 operating budget. If this measure is approved,the levy proceeds will be used to
maintain the current level of service and help finance the District's fire operation and
operation of ambulance service. Ambulance service is jointly funded by the District and
the City of Redmond.The present tax base was established in 1964 and is not adequate to
finance the present day needs of the citizens due to increased costs beyond the District's
control and a loss of revenue.This levy is outside the tax base as limited by Oregon Con-
stitution and will permit a one year net tax rate sufficient to raise the levy requested.
