STATE ROLE IN SELECTION OF HIGH-LEVEL NUCLEAR WASTE REPOSITORY SITE. QUESTION: Shall state officials continue challenges to federal selection process for high-level nuclear waste repositories and seek greater role for Oregon? PURPOSE: Directs state officials and agencies to continue activities to challenge federal selection process for high-level nuclear waste repositories. Directs state of- ficials and agencies to seek status for Oregon that would allow Oregon a greater role in the process of selecting high-level radioactive waste repository. ESTIMATE OF FINANCIAL EFFECT: The annual cost for legal fees anticipated in complying with the provisions of this measure would be approximately $500,000. YES 9 NO 10 2. CONTINUES EXISTING LEVIES TO PREVENT SCHOOL CLOSURES: TAX BASE ELECTIONS. QUESTION: Should school districts be allowed to continue same property tax levies last approved by voters; submit annual tax base proposal? PURPOSE: Authorizes school districts to levy property taxes for operations no greater than the amount levied for operations in the prior year, without additional voter ap- proval. Implements law requiring that, if a school board finds that schools may close for lack of funds,the board shall authorize levy and adjust the district budget to maintain standard schools. DESCHUTES COUNTY RURAL FIRE PROTECTION DISTRICT #1 5. TO LEVY OUTSIDE TAX BASE AND INCREASE NET TAX RATE. QUESTION: Shall DCRFPD #1 levy $468,933 outside the tax base for 1987-88 and increase net tax rate to raise the levy? EXPLANATION: In addition to the District's current tax base levy, the DCRFPD #1 Board has proposed to raise$468,933 with this special levy measure to partially finan- ce the 1987-88 operating budget. If this measure is approved,the levy proceeds will be used to maintain the current level of service and help finance the District's fire and ambulance operations. The present tax base was established in 1964 and is not adequate to finance the present day needs of the citizens.This levy is outside the base as limited by Oregon Constitution and will permit a one year net tax rate sufficient to raise the levy requested. YES 27 NO 28 OFFICIAL BALLOT - SPECIAL ELECTION BALLOT CARD 2-2 Deschutes County, Oregon, May 19, 1987 NO. CITY OF REDMOND 51-6. ONE YEAR LEVY FOR OPERATIONS. QUESTION: Shall the City of Redmond levy$134,346 outside its tax base for operat- ing purposes for 1987-88? EXPLANATION: The City's tax base was established in 1916 and is not adequate to finance the present day needs of the citizens.This ballot asks for$134,346 to balance the 1987-88 operating budget for the City.The estimated 1987-88 levy rate is$5.00 for $1,000 of assessed valuation.The estimated tax cost forthis measure is an ESTIMATE ONLY based on the best information available from the county assessor at the time of the estimate. A "yes" vote would authorize funding for the 1987-88 fiscal year at a reduced level of operation from the 1986-87 fiscal year. A "yes" vote will result in a total city tax rate (combining both the general fund and bonded debt tax rates)that is estimated to be exactly the same ($718 for $1,000 of assessed valuation) as the tax rate for the 1986-87 fiscal year. QUESTION: Shall LaPine RFPD levy $78,390 per year for two years outside the tax base for operating ambulance services beginning 1987-88? EXPLANATION: The funds will be used to operate an emergency medical transport service. The full sum to be raised is $156,780. $78,390 will be raised each year. If passed,the tax would begin in 1987-88.These funds are in addition to the District's tax base.They are outside the limit of Section 11,Article XI, of the Oregon Constitution.The tax will be used only for ambulance service. They will not be used to fund other fire department operations.These taxes are about thirty-nine percent of the total costs for an emergency medical transport service. EXPLANATION: Upon formation of the Deschutes River Recreation Homesites Livestock District within a portion of Deschutes County, it shall become unlawful for livestock described as horses,cattle,sheep,swine,and llamas to run at large within the boundaries of the livestock district.
