2.ADMINISTRATIVE SCHOOL DISTRICT NO. 1 OPERATING LEVY OUTSIDE OF
"SAFETY-NET".
QUESTION:Shall Bend-LaPine School District levy $2,494,144.00 in 1987-88 in excess
of the amount levied for operating purposes in 1986-87 and outside its tax base?
EXPLANATION:The purpose of this levy is to fund continuation of the basic educational
programs and support services of the Bend-LaPine Public Schools in 1987-88. Property
taxes for operation of the schools would be $2,494,144.00 greater than in 1986-87. The
reasons for this request are:
• A decrease in non-property tax resources of approximately $1,000,000.
• An estimated rate of inflation of 5%.
• An estimated increase in student enrollment.
If this measure is approved, the levy would balance the operations budget approved by
the budget committee and reduced by the school board. This levy, plus the "safety-net',
will have an estimated tax rate of $12.02 per $1000 of assessed
valuation. That tax rate is exclusive of existing levies for bus replace-
ment and retirement of bonded debt. YES 8

3. ADMINISTRATIVE SCHOOL DISTRICT NO. 1 SERIAL LEVY FOR CAPITAL
OUTLAY.
QUESTION:Shall the School District levy$197,986.00 annually for two years,beginning
in 1987, to add physical education/athletic facilities?
EXPLANATION:The purpose of this two-year serial levy is to partially fund the construc-
tion of three physical education/athletic facilities. Private donations will be added to the
proceeds of this levy for the following:
• A replacement track with all-weather surface at Bend High School.
• A multi-court activities building at Mtn. View High School.
• A restroom/concession building at LaPine High School.
If this measure is approved, it will have an estimated tax cost of $0.12 per $1000 of as-
sessed valuation in 1987. The total levy authorized by this measure is $395,972.00,
permitting $197,986.00 to be levied in each of the years, 1987 and 1988. If this measure is
approved, the levy authorized would be in excess of all other author-
ized school district levies, and outside of the ''safety-net'' and the tax
base.

QUESTION: Shall Redmond School District 2J levy$2,107,956 outside the tax base for
operating purposes for 1987-1988?
EXPLANATION: This ballot asks for $2,107,956 to balance the 1987-1988 operating
budget as recommended by the Budget Committee. The estimated 1987-1988 General
Fund levy rate is $14.96 for$1,000 of assessed valuation. The estimated tax cost for this
measure is an ESTIMATE ONLY based on the best information available from the County
Assessor at the time of estimate (ORS 310.395).
The tax base of $5,135,557 plus this $2,107,956, if approved, will be the total General
Fund property tax levy for 1987-1988.
