LAPINE SPECIAL SEWER DISTRICT GENERAL OBLIGATION BOND AUTHORIZATION. QUESTION: Shall the District be authorized to contract a general obligation bonded indebtedness in an amount not to exceed $500,000? EXPLANATION: This measure, if approved, would authorize the District to issue general obligation bonds in an amount not to exceed$500,000. Bond proceeds would be used to acquire, construct and equip a wastewater treatment plant and related facilities for the District and to pay all costs incidental thereto. The bonds would mature over a period not to exceed 30 years. PANORAMIC ACCESS SPECIAL ROAD DISTRICT 2. APPROVAL TO LEVY NEW TAX BASE AUTHORIZED MAY 20, 1986. QUESTION: Shall the Panoramic Access Special Road District levy $8,500.00 tax base beginning with 1986/87 fiscal year? EXPLANATION: This measure is only seeking to levy the $8,500.00 tax base approved on May 20, 1986. Prior to May 20, 1986 the District had no tax base and had only one tax levy since the roads were established in 1964. The one levy in 1985 is substantially committed and will leave no surplus.It appears it will require the levy of the tax base, $8,500.00, to meet on going expenses including: road maintenance, material, supplies and capital expendi- YES 11 W* ture. The $8,500.00 is within the limits provided by ORS 371.336. CROOKED RIVER RANCH SPECIAL ROAD DISTRICT 16-1. THREE-YEAR OPERATING SERIAL LEVY QUESTION: Shall CRR Special Road District Levy $48,000.00 for Three Years out- side the Tax Base for Operating Purposes beginning 1986-87? EXPLANATION: The Crooked River Ranch Special Road District's one year levy for road improvement ends on June 30, 1986. The district has no continuing tax base. The taxes needed for three years total $144,000.00, which is to be levied in equal amounts of$48,000.00 in each of three years.The three-year fixed dollar levy will pro- vide funds to continue the road improvements just now starting with funds from the one year levy previously approved. INSTRUCTIONS FOR VOTE-BY-MAIL ELECTIONS FOR DESCHUTES COUNTY PLEASE READ ALL INSTRUCTIONS CAREFULLY BEFORE VOTING YOUR VOTING PACKET CONTAINS: 1. Offical ballot card. 2. Voting instructions. 3. Secrecy envelope. 4. Envelope for returning voted ballot. Your ballot card is a special computer card.To be sure that this ballot card can be counted by the computer,punch only as instructed.Do not bend,foldor staple the ballot card. All distinguishing marks are forbidden and make the ballot void. If you tear or damage this ballot card in any way,return it to the election officer and obtain another ballot card. TO VOTE: Step 1 —Sign the elector's statement on the back of the return envelope. Step 2 —Read the measure printed on the reverse side of these instructions.To the right of the measure are the words "Yes" and "No'' with numbers. Step 3 —Find the number on the ballot card that matches the number to the right of the word ''Yes" or "No". Step 4 —Place the ballot card on a flat surface such as a table top. Using a pen or pencil, press straight down on the small black dot ABOVE the NUMBER on the ballot card that matches the number of the vote of your choice. While pressing down,slowly lift the top of the ballot card with your other hand until the prescored rectangle containing the small black dot is completely detached from the ballot card. You must vote your ballot personally, unless prevented by physical disability, and must not show the voted ballot card to anyone unnecessarily. You must mail or personally deliver your marked ballot. WHEN YOU HAVE FINISHED VOTING: Step 1 —Place the voted ballot card in the secrecy envelope and seal the envelope. ONLY YOUR BALLOT CARD MAY BE ENCLOSED IN THE SECRECY ENVELOPE. Step 2 —Check to see that you have SIGNED THE ELECTOR'S STATEMENT on the back of the return envelope.Your ballot will not be counted if you do not sign the statment. Step 3 —Place the secrecy envelope with the enclosed BALLOT CARD in the signed return envelope. ONLY YOUR BALLOT AND SECRECY ENVELOPE MAY BE ENCLOSED IN YOUR SIGNED RETURN ENVELOPE. No ballot will be counted if more than one ballot card or secrecy envelope is enclosed in your return envelope. Step 4 —Seal the envelope and return it to the election officer by mail or in person. Your ballot will not be counted if the envelope is not sealed. If you return the ballot by mail, you must provide the proper postage.
