EXPLANATION: The proposed levy for 1985-86 will fund all fire fighting and am- bulance services of the District at the same level of operation as they were carried out in the past several years. Now that the hospital does not levy the$.45/1000 as in pre- vious years,the tax rate per/1 000 will be less than former years.Under present legisla- tion the taxes levied in 1985-86 will be funded partially by the State of Oregon. One Year Operating Levy - Panoramic Access Special Road District QUESTION: Shall the Panoramic Access Special Road District levy$8,200.00, outside the Tax Base,for road improvement operating expenses during 1985/86? EXPLANATION: Panoramic Access Special Road District,formed in 1984,pro- poses a one year operating levy to raise$8,200.00 in 1985/86.These monies will be used to provide minimal maintenance(snowplowing and grading)and place- ment of cinders on the roadbed to provide stability.This district has no tax base and no revenue source besides district owner/resident contributions with which to finance needed road maintenance and improvements. This proposed one year levy will raise a total of $8,200.00. If the state were not to participate,the maximum levy rate for this levy would be$2.50 per$1,000 of asses- sed valuation. Administrative School District No. 1 Operating Levy Outside Tax Base QUESTION: Shall the School District levy$6,346,260.00 outside its tax base to operate the schools during 1985-86? EXPLANATION: The purpose of this levy is to continue funding the basic educational programs and support services of the Bend and LaPine schools during the 1985-86 fiscal year. If this measure is approved, its authorized levy together with the school district's tax base will have an estimated tax rate of no more than $10.58 per $1000 of assessed valuation. The estimated tax cost for this measure is an ESTIMATE ONLY based on the best infor- mation available from the county assessor at the time of the estimate.The$10.58 estimated tax rate is the tax rate limitation set for this school district by O.R.S.310.575.That tax rate is ex- YES 27 clusive of a serial levy,if approved,and of the levy for the retire- ment of bonded debt. Administrative School District No. 1 Serial Levy QUESTION: Shall the School District levy$555,148.00 annually for three years, beginning 1985-86, for capital replacement and maintenance restoration? EXPLANATION: The purpose of this three-year serial levy is for the mainten- ance and renovation of buildings and grounds,and the replacement and purchase of equipment and vehicles for the school district. $555,148.00 would be levied annually,in 1985-86, 1986-87,and 1987-88,for a total of$1,665,444.The following estimated expenditures would be funded: Building maintenance/renovation, 13 schools $ 266,380 Grounds maintenance/improvements/restoration, 13 schools 257,995 Equipment replacement and update - 13 schools and support services 220,960 Buses and vans for student transportation 770,000 Total estimated uncollected taxes are $150,109. If this measure is approved,it will have an estimated tax cost of $0.34 per $1000 of assessed valuation in 1985-86.
