(Information furnished by Ron Delany,Board Chair, Bend Metro Park and Recreation District) 2 Official Deschutes County May 20,2003 Special Election Voters' Pamphlet BEND METRO PARK AND RECREATION DISTRICT Measure No. 9-19, Continued ARGUMENT IN FAVOR Bend Metro Parks and Recreation District(BMPRD)plays an important role. It provides us all with many opportunities.En- joying open spaces and learning programs in a clean, safe set- ting is vital.Whether learning a new hobby, taking part in a multitude of sports and youth programs,or enjoying the Bend Senior Center, BMPRD serves our entire community well. Current Problems: • Bend city limits have grown rapidly since BMPRD was cre- ated in 1974. • Park district has not expanded. • The BMPRD has a contract with the City of Bend to provide parks and recreational options to city residents. • People are often confused by in-district and out-of district pricing. Annexation Benefits: • Expanding the BMPRD border will reduce confusion making programs available to all City of Bend residents. • Current District tax payers will not see an increase in taxes, yet still enjoy the same level of benefits. • Current out-of-District residents can enjoy in-district fees. • Expanding the boundary is important. BMPRD is the only public recreation service provider for the City of Bend resi- dents. • The new border will create increased tax revenue for the dis- trict. This will allow BMPRD to provide a greater level of ser- vice to those who live in the proposed annexation area. • Potential to create new parks. Your Bend Metro Park and Recreation District is recognized as one of the premier Districts in the Pacific Northwest.Passage of this annexation will allow the District to meet increased de- mand for services. It will maintain high quality programs and parks we have enjoyed for many years. When discussions began on creating a water district in the core area of LaPine,I was immediately interested.I saw it as a positive thing for LaPine, and followed the progression of events leading up to the formation of the district.I also attended all meetings after district formation and feel it was a privilege to be appointed to the board in 1998,and elected to a full term in 1999.1 have served as board secretary/treasurer during each year of membership. The system is now being installed, and nearing completion. As a current board member with a complete background on issues af- fecting the district, who also has vision for the future, I feel it is important to maintain continuity,so I am asking for your vote.
