School District Operating Levy Outside the 6%Constitutional Limitation QUESTION: Shall Redmond School District 2J levy $1,990,522 outside the Oregon Constitutional Limitation for district operation during the 1984-85 fiscal year? EXPLANATION: This ballot asks for$1,990,522 to balance the 1984-85 operating budget as recom- mended by the Budget Committee.The estimated 1984-85 General Fund levy rate is $12.37 per $1,000 of assessed valuation. The estimated tax cost for this measure is an ESTIMATE ONLY based on the best information available from the county assessor at the time of estimate. A yes vote would authorize funding for the 1984-85 fiscal year to continue the same general level of operation as the 1983-84 fiscal year. The total operating budget as recommended is $11,819,774. The Board anticipates $6,464,130 from Federal, State and miscellaneous local revenues other than current property taxes. An additional $5,355,644 is needed from property taxes to balance the budget. Adjusting for estimated uncollectible YES 9 taxes in the year levied in the amount of 15%, the Board is asking for authority to levy $1,990,522 in excess of the District's 1984-85 tax base of $4,310,236. One Year Special Tax Levy For Ambulance Service QUESTION: Shall Central Oregon District Hospital be authorized to levy $136,078 outside the tax base for financing ambulance services during 1984-85? EXPLANATION: The proceeds of the special levy shall be used for the sole purpose of providing funds for the City of Redmond, Central Oregon District Hospital, and Deschutes County Rural Fire Protection District No. 1 to provide necessary ambulance service within the district at its present level of operation. If this measure is approved, $136,078 of the taxes levied in the fiscal year 1984-85 will be financed partially by the State of Oregon. DESCHUTES COUNTY RURAL FIRE PROTECTION DISTRICT NO. 1 3. 1984-85 Operating Levy Exceeding 6 Percent Constitutional Limitation QUESTION: Shall the District levy$291,458 outside its tax base of$19,930 for District operations during 1984-85? EXPLANATION: The proposed levy for 1984-85 will fund all of the firefighting functions of the District at the same level of operation as they were carried out in the previous year. If this measure is approved, $288,104 of the taxes levied in the 1984-85 fiscal year will be financed partially by the State of Oregon, assuming the law is not changed by the voters or the legislature. If the state were not to participate, the maximum levy rate for this levy would be $1.83 per$1,000 of assessed valuation. One Year Special Levy for Operations QUESTION: Shall the City of Sisters be authorized a$67,827 levy outside the tax base for 1984- 85? EXPLANATION: The City Council and Budget Committee have proposed to finance the 1984-85 operating budget with $91,115 from taxes and $289,313 from non-tax revenue. The City has existing authority to make a$23,288 tax base levy. It proposes to raise the balance of $67,827 with this special levy measure. The tax base established in 1954 is not adequate to finance the present day needs of the citizens.The proposed budget contains no new programs and if this measure is approved the levy proceeds will be used to help finance and maintain the same basic services now provided by the City. In 1983-84 the City levied a total of $150,430 for oper- YES 47 ations and debt service. For 1984-85 the City proposes to levy $140,998 for operations and debt service. NO 48 W* 5. One Year Special Levy For City Hall Engineering Study QUESTION: Shall the City of Sisters levy $6,024 outside the tax base to finance a City Hall/Fire Hall study? EXPLANATION: The proceeds from this special one year levy to be made in 1984-85 will be used to pay for the cost of an engineering study to determine the feasibility and practical- ity of moving the City Hall to the Fire Hall. Following completion of the engineering study, the City Council will identify the estimated cost of relocation,determine a method of finance and decide whether or not the City Hall should be relocated.
