SISTERS RURAL FIRE PROTECTION DISTRICT ONE YEAR SPECIAL LEVY-, — - -- - — QUESTION: Shall Sisters Rural Fire Protection District levy$32,138.00 outside the tax base of the 1984-85 fiscal year? EXPLANATION: This measure is put to the voters to pay for a fire protection contract with the City of Sisters for fiscal year 1984-85. If this measure is approved, $302.00 of the taxes levied in the 1984-85 fiscal year are eligible for partial state funding. However $32,138.00 of the taxes levied will be totally financed by local taxpayers without any partial state payment. In addition, the tax base of $37,149.00 will be levied, and is eligible for partial state funding. If this measure is approved,a total of$69,287.00 will be levied for fire protection. QNE.YEAR SPECIAL LEVY FOR OPERATIONS - — QUESTION: Shall the City of Sisters be authorized a$67,827 levy outside the tax base for 1984-85? EXPLANATION: The City Council and Budget Committee have proposed to finance the 1984-85 operating budget with$91,115 from taxes and$291,130 from non-tax revenue.The City has existing authority to make a$23,288 tax base levy. It proposes to raise the balance of $67,827 with this special levy measure. The tax base established in 1954 is not adequate to finance the present day needs of the citizens.The proposed budget contains no new programs and if this measure is approved the levy proceeds will be used to help finance and maintain the same basic services now provided by the City. In 1983-84 the City levied a total of $150,430 for operations and debt service. For 1984-85 the City proposes to levy $140,998 for operations and debt service. AUTHORITY TO ISSUE BONDS FOR SCHOOL CONSTRUCTION AND _ _IMPROVEMENTS --- - - QUESTION: Shall Redmond School District issue $4,379,000 in G.O. Bonds for school renova- tion, construction, improvement, equipment and land purchase? EXPLANATION: Bond proceeds and accrued interest will be used for renovation, construction, improvement and equipping of Evergreen, Lynch, Tumalo and Terrebonne and other school buildings and land purchase. Each elementary school will be designed to serve Grades 1-6, with the Hill and Brown buildings serving special education and community services and by 1989,as required by law,kindergartens.The District will issue $4,379,000 in 20 year General Obligation Bonds. Estimated first year levy rate for Bond repayment is $1.221$1000 of assessed valuation. ADMINISTRATIVE SCHOOL DISTRICT #1 OPERATING LEVY OUTSIDE TAX RASE_ --- --- - - --- - - ------------ - - QUESTION: Shall the School District levy $5,298,620.25 outside its tax base to operate the schools during 1984-85? EXPLANATION: The purpose of this levy is to fund the educational programs and support services of the Bend and La Pine schools during the 1984-85 fiscal year. If this measure is approved, $4,362,797.54 of the ballot amount levied in the 1984-85 fiscal year is eligible for partial state funding. However, $935,822.71 of the taxes levied will be totally financed by local taxpayers without any partial state payment.If this measure is approved,the levy will create an estimated tax rate of$9.95 per$1000 of assessed valuation including the tax base,but exclusive of levy for bonded debt retirement."The estimated tax cost for this measure is an ESTIMATE ONLY based on the best information available from the county assessor at the time of estimate." If this measure is approved, the district's total taxes for 1984-85 will be $491,886.00 less than in 1983-84.
