2. Sheriff's Law Enforcement and General Operating Levy
QUESTION:
Shall Deschutes County levy$3,433,086 for two years outside the tax base for law enforcement and
general purposes beginning July 1, 1983?
PURPOSE:
Keeps current Sheriff's patrols and law enforcement service.Keeps expanded resident deputy,emer-
gency services, search and rescue,and corrections programs.Continues general services at current
reduced levels.Seventy three per cent of the levy is for law enforcement.Twenty seven per cent of the
levy is for general operating purposes.This mixed serial levy will provide operating funds for two years
beginning July 1,1983.$65,000 is for capital construction.The sum of money to be levied for two years
is$6,866,172. If this measure is approved, $3,433,086 of taxes levied each year of the serial levy will
be totally financed by local taxpayers without any partial State payment.

3. Library Levy
QUESTION:
Shall Deschutes County levy$777,454 each year for three years for Libraries outside the tax base begin-
ning July 1, 1983?
PURPOSE:
Keeps full library service and hours in County Libraries in Redmond,Sisters,LaPine and Bend.Keeps
books-by-mail and children's programs. This mixed serial levy will provide operating funds for three
years beginning with July 1, 1983. $25,000 is for capital construction.The sum of money to be levied
for three years is$2,332,362.If this measure is approved,$777,454 of taxes levied each year of the serial
levy will be totally financed by local taxpayers without any partial State payment.

Shall the District levy $283,785.00 outside the Oregon Constitutional Limitation for District operation
during 1983-84?
EXPLANATION:
The proposed levy for 1983-84 will fund all of the fire fighting functions of the District at the same level
of operation as they were carried out in the previous year.If this measure is approved$302,587.00(which
includes the tax base of$18,802.00)of the taxes levied in the 1983-84 fiscal year will be financed par-
tially by the State of Oregon,assuming the law is not changed by the legislature.If the state were not to
participate,the maximum levy rate would be$1.97 per$1,000.00 of

5. Authorizes Issuance of Water and Sewer System Improvement Bonds
QUESTION:
Shall the City issue general obligation bonds not to exceed$3,802,000 and pledge water and sewer
revenues in payment thereof?
EXPLANATION:
The proceeds from the sale of the general obligation bonds shall be used to finance construction of im-
provements to the City water and sewer systems.The City Council is authorized to levy ad valorem taxes
in an amount sufficient to pay principal and interest on the bonds when they become due.In addition,
the City Council is authorized to pledge all or any part of the net revenues derived from the operation of
the water and sewer systems to the payment of the bonds.The bonds shall mature serially over a period
not to exceed twenty years.

This measure creates a road district(ORS Ch 371)governed by a three member board appointed by the
Jefferson County Court to build,maintain,and improve roads within the District known as Crooked River
Ranch Subdivision.Subject to voter approval,the District has authority to propose a property tax not to
exceed .0025 of the true cash value.Revenue from tax shall be spent only on roads within the District
and is in addition to County levy.

Cloverdale Rural Fire Protection District
6. 1983-84 Operating Levy Exceeding 6 Percent Constitutional Limitation
QUESTION:
Shall Cloverdale Rural Fire Protection District be authorized to levy$2,904 outside the tax base for operat-
ing purposes for 1983-84?
EXPLANATION:
The purpose of the additional levy is to improve the assurance of 24 hour dispatch capabilities for the
District with improved telephone and radio service.If the measure is approved,$2,904 of the taxes levied
in the 1983-84 fiscal year will be totally financed by local taxpayers without any partial State payment.
This proposal will increase the tax rate forthe operating budget about 12 cents perthousand dollar valua-
tion to$.76, not including bonded indebtedness.
