corrections programs. This mixed serial levy will provide operating funds for two
years beginning July 1,1983.$52,000 is for capital construction.The sum of money
to be levied for two years is $4,982,406. If this measure is approved,$2,491,203 of
the taxes levied each year of the serial levy will be totally financed by local taxpayers
without any partial state payment.

EXPLANATION: The purpose of this levy is to fund the educational programs and
supporting services of the schools during the 1983-84 fiscal year. If this measure is
approved, $4,974,273 of the ballot amount levied in the 1983-84 fiscal year is eligible
for partial state funding. However, $3,101,933 of the taxes levied will be totally
financed by local taxpayers without any partial state payment. If this measure is
approved,the levy will create an estimated tax rate of$12.11 per$1,000 of assessed
valuation, exclusive of levy for bonded debt retirement. This levy will support the
general fund of the total budget.The total budget for 1983-84

EXPLANATION: If this measure is approved, $714,160 of the taxes levied in the
83-84 fiscal year are eligible for partial State funding. However, $1,335,634 of the
taxes levied will be totally financed by local taxpayers without any partial State
payment.
This ballot asks for $2,049,794 to balance the 1983-84 operating budget as
recommended by the Budget Committee. The estimated 1983-84 General Fund
levy rate is $13.01 per $1,000 of assessed valuation.
A yes vote would authorize funding forthe 1983-84 fiscal year which would continue
the same general level of operation as the 1982-83 fiscal year.The total operating
budget as recommended is $10,964,139. The Board antici-
pates $5,887,814 from Federal, State and miscellaneous 36 YES
local revenues other than current property taxes.An addition-

taxpayers without any partial state payment. In addition,the tax base of$32,673.00

7. One Year Special Levy
QUESTION:Shall the City of Sisters levy$66,491 outside the tax base for operating
purposes during 1983-84?
EXPLANATION: The City Council and Budget Committee have proposed an
operating budget to be financed by$88,461 in taxes levied, plus$263,357 in other
non-tax revenues. The City has taxing authority to levy or raise $21,970 under
existing tax base. It proposes to levy $66,491 by this measure.
The tax base established in 1954 is not adequate to finance the present day needs of
the citizens of Sisters.This year's budget contains no new programs and if this levy
is approved the proceeds will be used to help finance and maintain essentially the
same basic services as in the prior fiscal year.If this ballot measure is approved,the
total taxes that will be levied to finance the operating budget in 1983-84 will be $1
less than was levied in 1982-83.
If this measure is approved,$51,892 of the taxes levied in the 1983-84 fiscal year are
eligible for partial state funding. However, $14,599 of the taxes levied will be totally
financed by local taxpayers without any partial state payment. W*
