1. Bend-LaPine Public Schools Operating Levy Outside Tax Base
QUESTION: Shall the School District levy $8,076,206 outside its tax base to
operate the schools during 1983-84?
EXPLANATION: The purpose of this levy is to fund the educational programs and
supporting services of the schools during the 1983-84 fiscal year. If this measure is
approved, $4,974,273 of the ballot amount levied in the 1983-84 fiscal year is eligible
for partial state funding. However, $3,101,933 of the taxes levied will be totally
financed by local taxpayers without any partial state payment. If this measure is
approved,the levy will create an estimated tax rate of$12.11 per$1,000 of assessed
valuation, exclusive of levy for bonded debt retirement. This levy will support the
general fund of the total budget.The total budget for 1983-84
reflects an increase of 7% over the current year. 7 YES

QUESTION:Shall Redmond School District 2J levy$2,049,794 outside the Oregon
Constitutional Limitation for district operation during the 1983-84 fiscal year?
EXPLANATION: If this measure is approved, $714,160 of the taxes levied in the
83-84 fiscal year are eligible for partial State funding. However, $1,335,634 of the
taxes levied will be totally funded by local taxpayers without any partial State
payment.
This ballot asks for $2,049,794 to balance the 1983-84 operating budget as
recommended by the Budget Committee. The estimated 1983-84 General Fund
levy rate is $13.01 per $1,000 of assessed valuation.
A yes vote would authorize funding for the 1983-84 fiscal year which would continue
the same general level of operation as the 1982-83 fiscal year.The total operating
budget as recommended is $10,964,139. The Board antici-
pates $5,887,814 from Federal, State and miscellaneous 17 YES W*
local revenues other than current property taxes.An addition-
al $5,076,325 is needed from property taxes to balance the 18 NO
budget. Adjusting for estimated uncollectible taxes in the
year levied in the amount of 17%, the Board is asking for
authority to levy$2,049,794 in excess of the District's 83-84 tax base of$4,066,260.

3. Vandevert Acres Special Road District 1983-84 Tax Levy
QUESTION: Shall Vandevert Acres Special Road District be authorized to levy
taxes for tax year 1983-84 in the amount of $1,900.00?
EXPLANATION: The purpose of the Levy will be to provide funds to the Vandevert
Acres Special Road District to pay outstanding debts and maintain and repair exist-
ing public roads within the District for the benefit of the general public.This election
is held pursuant to ORS 371.344.
