"A" Ballot Operating Levy for Fiscal Year 1982-83 QUESTION: Shall Central Oregon Community College District be authorized to levy$4,216,540 in property taxes outside constitutional limits? PURPOSE: Central Oregon Community College has no tax base,thus requiring voter approval for a tax levy necessary to finance, along with state,federal, and other funds,the operation of the College. Proceeds of this levy will be used to provide educational programs in all counties of the College District. EXPLANATION: Central Oregon Community College District,operating in Crook,Deschutes,Jeffer- son, Klamath, Lake,and Wasco Counties, offers vocational, lower division transfer classes, and adult education classes to approximately 8,500 individual students each year. These programs are financed by approximately 22 percent state aid, 11 percent student tuition, 52 percent property taxes,and 15 percent from miscell- aneous sources. If this measure is approved,$4,216,540 of the taxes levied will be financed partially by the State of Oregon. As the College has no tax base,the amount of taxes requested is in excess of Article XI, Section II, of the Oregon Constitution. Tax Levy Outside the Constitutional Six Percent Limitation QUESTION: Shall Redmond School District 2J levy $1,616,447 outside Oregon Constitutional Limitation for district operation during the 1982-83 fiscal year? PURPOSE: If this measure is approved, $1,075,804 of taxes levied in the 82-83 fiscal year are eligible for partial State funding.However,$540,643 of the taxes levied will be totally funded by local taxpayers without any partial State payment. EXPLANATION: This ballot measure prepared by the Redmond School District 2J Board of Directors asks voter permission to levy$1,616,447 in order to balance the 1982-83 operating budget recommended by the Budget Committee. The total operating budget as approved is $10,022,699. The Board anticipates $5,497,090 from Federal,State and local revenues other than current local property taxes.An additional$4,525,609 is therefore needed from property taxes to balance the budget. Adjusting for estimated uncollectible property taxes in the year levied in the amount of 17%,the Board is asking herein for authority to levy$1,616,447 in excess of the District's 82-83 tax base of$3,836,094. A yes vote would authorize funding for the 1982-83 fiscal year which would continue the same general level of operations as the 1981-82 fiscal year. YES 32 NO 33 M*
