Central Oregon Community College 9-1 "A" BALLOT OPERATING LEVY FOR FISCAL YEAR 1981-82 Question: Shall Central Oregon Community College District be authorized to levy $3,623,038 in property taxes outside constitutional limits? Purpose: Central Oregon Community College has no fax base, thus requiring voter approval for a tax levy necessary to finance, along with state, federal, and other funds, the operation of the College. Proceeds of this levy will be used to provide educational programs in all counties of the College District. Explanation: Central Oregon Community College District, operating in Crook, Deschutes, Jef- ferson, Klamath, Lake, and Wasco Counties, offers vocational, lower division transfer classes, and adult education classes to approximately 8,500 individual students each year. These pro- grams are financed by approximately 26 percent state aid, 12 percent student tuition, 49 percent property taxes, and 13 percent from miscel- laneous sources. b YES If this measure is approved, $3,623,038 of the taxes levied will be fi- nanced partially by the State of Oregon. Explanation: The levy will fund increased special education services and 31 YES provide funding for the Preschool for Developmentally Disabled resull- ing in an increased capacity for that facility. Services will be supple- mentary to the local school districts but will provide the most econom 32 NO ical way to aid smaller districts to comply with the Education of the Handicapped Law. If the measure is approved, $231,756 of the taxes levied will be totally financed by local taxpayers without any partial state payment.
