Question: Shall Central Oregon Community College District be authorized to levy $3,623,038
in property taxes outside constitutional limits?
Purpose: Central Oregon Community College has no fax base, thus requiring voter approval
for a tax levy necessary to finance, along with state, federal, and other funds, the operation of
the College. Proceeds of this levy will be used to provide educational programs in all counties
of the College District.
Explanation: Central Oregon Community College District, operating in Crook, Deschutes, Jef-
ferson, Klamath, Lake, and Wasco Counties, offers vocational, lower division transfer classes,
and adult education classes to approximately 8,500 individual students each year. These pro-
grams are financed by approximately 26 percent state aid, 12 percent
student tuition, 49 percent property taxes, and 13 percent from miscel-
laneous sources. b YES
If this measure is approved, $3,623,038 of the taxes levied will be fi-
nanced partially by the State of Oregon.
As the College has no fax base, the amount of taxes requested is in ] NO

ing in an increased capacity for that facility. Services will be supple-
mentary to the local school districts but will provide the most econom 32 NO
ical way to aid smaller districts to comply with the Education of the

9.7 TAX LEVY OUTSIDE THE CONSTITUTIONAL SIX PERCENT LIMITATION
Question: Shall Redmond School District 2J be authorized to levy $1,029,985 in property taxes
for 1981-82 outside the constitutional limits?
Purpose: Redmond School District 2J needs $1,029,985 outside the tax base, thus requiring
voter approval for this amount which is necessary, along with state and other funds, to finance
the operation of the District. Proceeds of this levy will be used to continue existing educational
programs of the School District.
Explanation: The Redmond School District fax base, approved by the vot-
ers on May 23, 1978, no longer provides enough money to maintain the
District's educational program. The budget committee of local fax payers 62 YES
considers your approval of this "A ballot measure" and the accompanying
'13 ballot measure" essential if the District is to offer children the educa-
tional experiences the community has provided in the past. 63 NO

partially by the State of Oregon which will result in an estimated rate if
$9.06 per $1,000 of assessed value exclusive of levies for bond principal and interest and serial
