SHERIFF'S LAW ENFORCEMENT LEVY Question: Shall Deschutes County serially levy $.85 per $1,000 assessed value for Law Enforce- ment for two years? Purpose: Increased Sheriff's Patrols and Law Enforcement Services. Expanded Resident Deputy Program, Emergency Services, Search and Rescue, and Corrections. This mixed serial levy will provide operating funds for the 1981-82 and 1982-83 fiscal years, and $20,000 for capital construction. Purpose: Restores full library services and operating hours in County Libraries in Redmond, Sis- ters and Bend. Restores Books-By-Mail and children's programs. This mixed serial levy will pro- vide operating funds for 1981-82 and 1982-83 fiscal years, and $20,000 for capital construction. Estimated amount to be raised is $568,351 the first year, and $616,604 the second year. Total estimated outlay for two years is $1,184,955. A BALLOT— PART OF OPERATING LEVY EXCEEDING 6%, Question: Shall the district levy $4,362,146 as a portion of its operating budget which will be partially financed by the state. Purpose: This ballot includes a portion of the funds necessary to maintain district operations and programs at their current levels only. Explanation: If this measure is approved $4,362,146 of the taxes levied will be financed partially by the State of Oregon which will result in an 43 YES estimated rate of$10.82 per $1,000 of assessed value exclusive of levies for bond principal and interest and serial levies for capital construc- tion. 44 NO 8. CITY OF BEND 9. PROPOSED BY INITIATIVE PETITION REQUIRES VOTE TO AUTHORIZE INSTALLATION OF RESIDENTIAL WATER METERS Question: Shall the City Charter be amended to require a vote to authorize water meters for single family residences? Explanation: This Charter amendment would require approval by the voters of the City of Bend before water meters could be used to meter residential water use on single family dwellings within the City. If this amendment is approved the existing program for metering single family dwelling water use would be terminated unless approved at the next possible election date. 64 YES 65 NO 10. ONE YEAR PROPERTY TAX LEVY Question: Shall the City of Bend be authorized to levy $1,408,647 outside the tax base for fi- nancing the City's operations during 1981-1982? Purpose: The additional funds beyond the six percent limitation are required to maintain exist- ing levels of services. Seventy-two percent of the General Fund is for Police, Fire, and Ambu- lance Service. Explanation: If this measure is approved, $1,408,647 of the taxes levied will be financed partially by the State of Oregon, which will result in an estimated fax rate of $2.82 per $1,000 of true cash value exclusive of levies for bond principal and interest and serial levies for capital con- struction. VANDEVERT ACRES SPECIAL ROAD DISTRICT 1981-1982 LEVY Question: Shall Vandevert Acres Special Road District be authorized to levy taxes for the fax year 1981-1982 in the amount of $3,500. Purpose: The purpose of this levy will be to provide funds to the Vandevert Acres Special Road District to maintain and complete repairs and improvements on existing roads within the District for the benefit of the general public. 81 YES 82 NO RIVER FOREST ACRES SPECIAL ROAD DISTRICT 12. ESTABLISH TAX LEVY FOR RIVER FOREST ACRES SPECIAL ROAD DISTRICT Question: Shall RFASRD be authorized to establish a tax levy of $4558.— beginning in Fiscal Year 1981-82. Explanation: The District has no tax levy for road maintenance for the year 1981-82. If approv- ed, the amount levied in fiscal year 1981-82 will be $4558.— or $2.50 per thousand of assessed valuation as limited by law. SPECIAL ONE YEAR LEVY OUTSIDE THE TAX BASE Question: Shall the Central Oregon District Hospital be authorized to levy$136,078 outside the tax base for financing ambulance services during 1981-82? Statement of Purpose: The proceeds of the special levy shall be used for the sole purpose of providing funds to provide necessary ambulance service within the district at its present level of operation. Ambulance service will be furnished the district under an existing contract with the fire departments through the fiscal year 1981-82 and the special levy is for the sole purpose of funding the second year of the contract. Explanation: If this measure is approved, $197,208, which is the total amount of the taxes which may be levied by the district, will be financed partially by the State of Oregon and will result in an estimated rate of$ .65 per$1,000 of assessed value exclusive of levies for bond principal and interest and serial levies for capital construction. The estimated maximum levy rate of $ .65 per $1,000 of the assessed value of taxable property for the fiscal year 1981-82 is based upon the assessed valuation of such property as of October 15, 1980. Of the total amount of the taxes which may be levied, $61,130 will be within the constitutional limitation and may be levied without voter approval 103 YES and $136,078 will be outside the constitutional limitation and can only be levied upon voter approval. 104 NO CENTRAL OREGON PARK AND RECREATION DISTRICT 14. CENTRAL OREGON PARK AND RECREATION DISTRICT OPERATIONAL TAX LEVY Question: Shall Central Oregon Park and Recreation District levy$123,288 outside Oregon con- stitutional !imitation to include Cascade Swim Center operation during 1981-82? Purpose: To operate and maintain Cascade Swim Center permitting the Central Oregon Park and Recreation District to offer recreational programs for citizens of the park district and sur- rounding areas. Explanation: This proposed levy in conjunction with program user fees will enable Central Ore- gon Park and Recreation District to continue operation in 1981-82. In the 1980-81 levy year, the District offered swimming, first aid-CPR, and safety related programs. The proposed levy, includes continuation of 110 YES these programs and augmented recreational programs for 1981-82. III NO W* 7 SPECIAL DISTRICT ELECTION T CARD DESCHUTES COUNTY,OREGON, TUESDAY, MAY 19, 1981 NO. DESCHUTES RURAL FIRE PROTECTION DISTRICT NO. I 15. A BALLOT— PART OF OPERATING LEVY EXCEEDING 6% FOR 1981-82 Question: Shall the district be authorized to levy $226,133 as the portion of its operating bud- get in which the state participates? Purpose: Provides 79% of funds needed to provide fire protection for the District for the fiscal year 1981-82 at its present level of operation—including the same num- ber of firemen and services as in the current year. The District must re- place the chassis under its !0 year old "Brush Rig" fire truck which will 120 YES be entirely financed from Sinking funds proceeds on hand for this pur- pose and not from current tax moneys. Explanation: The entire proposed operating levy for 1981-82 is $11,277 121 NO less than the operating levy approved by the voters for the current year. The levy rate for District fire protection approved by the voters for the current year is $2.17/$1000 of true cash value—the rate for fiscal year 1981-82 if this ballot and the accompanying B-Ballot is passed, would be only $2.08 less whatever effect the state funds will have. If this measure is approved, $226,133 of the taxes levied will be financed partially by the State of Oregon which will result in an estimated tax rate of $1.65 per $1000 of true cash value exclusive of levies for bond principal and interest and serial levies for capital construction. (The Distrct has no bonds or serial levies outstanding.) 16. B-BALLOT—REMAINDER OF OPERATING LEVY EXCEEDING 6% FOR 1981-82 Question: Shall the District be authorized to levy $59,434 as the portion fo its operating budget in which the state doesn't participate? Purpose: Provides 21'% of funds needed to provide fire protection for 128 YES the District for the fiscal year 1981-82 at its present level of operation —including the same number of firemen and services as in the current year. The District must replace the chassis under its 10-year old "Brush 129 NO M* Rig" fire truck which will be entirely financed from Sinking Funds pro- ceeds on hand for this purpose and not from current tax moneys. Explanation: The entire proposed operating levy for 1981-82 is $11,277 less than the operating levy approved by the voters for the current year. The levy rate for District fire protection ap- proved by the voters for the current year is $2.17/$1000 of true cash value—the rate for fiscal year 1981-82 if this ballot and the accompanying A-Ballot are passed, would be only $2.08 less whatever effect the state funds will have. If this measure is approved, $59,434 of taxes levied will be totally financed by local fax payers without any partial state payment, and would yield a levy of$0.43 per $1,000. 8 SPECIAL DISTRICT ELECTION BALLOT DESCHUTES COUNTY,OREGON, TUESDAY, MAY 19, 1981 NO. CITY OF SISTERS 17. TAX LEVY OUTSIDE THE CONSTITUTIONAL LIMITATION Question: Shall the City of Sisters be authorized a $46,772 special property tax levy for 1981-82 outside constitutional limits? Purpose:The purpose of this tax levy is to provide funds to pay salaries and fringe benefits for the City of Sisters emergency services dispatchers, for a period of one year. Explanation: If this measure is approved, $46,772 of the taxes levied will be financed partially by the State cf Oregon, and will result in an 139 YES estimated rate of $3.01 per $1,000 of assessed value exclusive of levies for bond principal and interest and sarial levies for capital construction. If this measure is approved, it will allow the City to continue to pro- 140 NO vide emergency services dispatching for 1981-82. 18. TAX LEVY OUTSIDE THE CONSTITUTIONAL LIMITATION Question: Shall the City of Sisters be authorized a $27,800 special property tax levy for 1981-82 outside constitutional limits? Purpose: The purpose of this tax levy is to provide funds to pay salary and fringe benefits for the City of Sisters Fire Chief for a period of one year. Explanation: If this measure is approved $27,800 of the faxes levied will be totally financed by local taxpayers without any partial state pay- 143 YES ment, and will result in an additional estimated rate of $1.26 per $1,000 of assessed value. If this measure is approved, it will allow the City to continue to employ a paid Fire Chief for 1981-82. 144 NO 19. TAX LEVY OUTSIDE THE CONSTITUTIONAL LIMITATION Question: Shall the City of Sisters be authorized a $20,500 special property tax levy for 1981-82 outside constitutional limits? Purpose: The purpose of this fax levy is to provide funds to pay salary and fringe benefits for a fourth police officer for Sisters Police Department for one year. Explanation: If this measure is approved $20,500 of the taxes levied will 147 YES be totally financed by local taxpayers without any partial state pay- ment, and will result in an additional estimated rate of $.93 per $1,000 of assessed value. If this measure is approved, it will allow the Sisters Police Department to employ one additional police officer for 1981-82. 148 NO 20. TAX LEVY OUTSIDE THE CONSTITUTIONAL LIMITATION Question: Shall the City of Sisters be authorized a $21,000 special property tax levy for 1981-82 outside constitutional limits? Purpose: The purpose of this fax levy is to provide funds to pay one-half the salary and one-half the fringe benefits for a City Administrator, for one year. Explanation: If this measure is approved $21,000 of the taxes levied will be totally financed by local taxpayers without any partial state payment, and will result in an additional estimated rate of $.95 per $1,000 of assessed va!ue. If this measure is approved, it will allow the City of Sisters to employ a City 152 YES Administrator for the year 19°I-82 and to pay one-half the administra- tor's salary, and one-half the fringe benefits, from property tax receipts, with the other one-half of salary and fringe benefits to be paid from 153 NO other resources.
